Leaders of the Somali Future Council, which unites the Opposition Salvation Forum and the regional administrations of Jubbaland and Puntland, are expected to hold a meeting in the coming days in Nairobi, the capital of Kenya, to deliberate on the country’s political situation and the ongoing dispute over the federal electoral framework.

The meeting is expected to focus on the federal electoral schedule recently announced by the National Electoral Commission, which outlines the proposed timeline for the elections of both Houses of the Federal Parliament and the Somali Presidential Election.

Opposition leaders and the heads of the Puntland and Jubbaland administrations are expected to consult on their collective stance regarding the Federal Government’s electoral plan.

These factions have previously opposed the framework pushed by the government, arguing that electoral decisions were not based on consultation or an inclusive political agreement.

The Nairobi summit will also analyze political agendas previously prepared by the parties, with expectations that they will attempt to formulate a unified position on electoral matters and the country’s political trajectory.

Furthermore, members of the Somali Future Council will hold meetings with representatives of the international community to discuss the political situation in Somalia and the potential for reaching a negotiated resolution to the dispute between the Federal Government, the opposition, and the administrations of Jubbaland and Puntland.

Political friction continues to escalate, with the opposition accusing the government of failing to conduct sufficient consultations on major national decisions.

Former President Sharif Sheikh Ahmed, who held a press conference in Mogadishu on Saturday, criticized the government’s handling of political affairs, stating that the governance of the country cannot be confined to the vision of a single faction.

For his part, President Hassan Sheikh Mohamud on Friday denied reports alleging that the Federal Government was planning an attack against opposition politicians.

The President stated that there is no party the government intends to launch a war against, emphasizing that political disputes can be resolved through dialogue and that the door to negotiation remains open to parties holding differing views.

The anticipated meeting in Nairobi comes at a time when the controversy surrounding the federal electoral model remains unresolved, with no political agreement yet reached that satisfies the Federal Government, the opposition, and the administrations of Jubbaland and Puntland.

The outcome of the meeting and the decisions reached by the parties on electoral issues are expected to shape political efforts aimed at addressing the ongoing deadlock.

However, the final positions to be adopted by the stakeholders and the steps following the summit have not yet been officially announced.

The Puntland Police Command has suspended the Mudug Regional Police Commander, Mahmud Muse Bile—known as Fardafuul—following an incident involving the escape of prisoners apprehended in an anti-piracy operation.

The commander was temporarily replaced by his deputy, Ayub Said Ali Dheeg, who is currently serving as the acting Mudug Regional Police Commander.

This measure followed an incident on September 26, when prisoners detained during the rescue operation of the vessel SIBU 1 were being transferred from the Garacad area to holding facilities.

During transit, some of the prisoners reportedly attempted to escape, triggering an altercation at the scene that resulted in the death of one prisoner and injuries to another.

Several other prisoners managed to flee, raising critical questions regarding the security protocols and management procedures implemented during the transport of suspects captured in the operation.

The vessel SIBU 1 was among the ships hijacked by pirate groups, prompting Puntland security forces to execute an operation that successfully ended the hijacking.

The operation successfully recovered the vessel and rescued its crew members. During the mission, security forces also detained individuals suspected of involvement in the hijacking.

The prisoners were subsequently prepared for transfer to Puntland security and detention facilities; however, the breakout occurred while they were being transported.

This incident has become a major subject of discussion, particularly given that the individuals detained were prisoners linked to pirate groups that have recently re-emerged along the Somali coastline.

During the escape incident, an armed confrontation reportedly erupted between security forces and certain prisoners.

One prisoner died in the incident, while another sustained injuries. Several others managed to evade security custody.

Official details regarding how the confrontation unfolded, who initiated it, and the current status of the escaped prisoners have not yet been fully disclosed.

This event has heightened concerns regarding the security protocols implemented for guarding pirate prisoners, especially during transit from coastal areas where they were captured to formal detention facilities.

The suspension of Mahmud Muse Bile marks the initial administrative measure taken by the Puntland administration against security officials following the incident.

It is also anticipated whether further investigations will be conducted regarding other officers and personnel involved in the security detail and prisoner transport.

The prisoner breakout has raised critical questions concerning the security framework utilized during their transport.

Among the questions being raised are who held direct responsibility for the prisoners upon departure from Garacad, the size of the security escort, the type of transport vehicles deployed, and the specific factors that enabled the prisoners to overcome security custody.

It is likewise essential to determine whether security negligence or procedural errors occurred during the transfer plan.

The Puntland administration is expected to provide further details regarding the incident and the findings of any formal investigation.

This incident coincides with a period in which Puntland has intensified its operations targeting piracy networks operating along the Somali coastline.

In recent months, a series of developments has indicated that pirate factions retain the capability to attack or hijack commercial vessels navigating regional waters.

Puntland has played a pivotal role in executing operations to rescue hijacked ships and apprehend individuals suspected of involvement in maritime abductions.

The immediate action taken to suspend the Mudug Regional Police Commander may serve as the precursor to a broader investigation into the incident.

Furthermore, it is critical for Puntland security forces to reinforce the security protocols governing remaining prisoners still in custody to prevent any recurrence of such breaches.

The administration also faces the imperative of transparently informing the public regarding the whereabouts of the escaped prisoners and the measures deployed to effect their recapture.

This event places Puntland in a position requiring the simultaneous handling of two distinct fronts: prosecuting the campaign against piracy and securing prisoners captured from these syndicates.

The Puntland administration has handed over to the Galmudug administration the troops and military-type vehicles seized this morning in Galkayo city, following talks between officials from both administrations.

Both sides discussed the security situation in Mudug region and the reason these forces crossed into the northern side of Galkayo city, and ultimately reached an understanding to resolve the matter.

Galmudug said the detained forces were mostly young men enlisted to join the Somali National Army, recruited from areas belonging to Galmudug.

These young recruits, it was said, were prepared inside Galmudug and were being taken to a military base located in Galgaduud region, specifically the Xananbuure area, where they were being prepared for military training.

The Deputy Minister of Justice for Galmudug, Mahmoud Guure Guuleed, said these forces were enlisted young men, and that they were not carrying out any military operation against Puntland.

According to him, the forces crossed into the northern side of Galkayo without any provocation, where Puntland’s forces took them into custody.

Puntland had initially taken custody of the forces and the vehicles they were traveling in, and the incident raised concern that it could affect the security relationship between the two sides.

Following talks between officials from Puntland and Galmudug, it was agreed that the forces and vehicles would be handed over to the Galmudug administration.

Puntland’s Presidency was reported to have ordered the security branches of Mudug region to hand the forces and their equipment over to Galmudug, after the talks between the two sides concluded.

This incident occurred in the city of Galkayo, a town divided into northern and southern sections administered by Puntland and Galmudug, respectively.

Matters relating to troop movements in the city are sometimes sensitive, given that both administrations maintain separate security forces and agencies.

The handover of the troops indicates that both sides wish to resolve the incident through dialogue, avoiding any escalation into a security or political crisis.

Although Puntland and the Federal Government of Somalia have political differences over several issues, Puntland and Galmudug maintain security cooperation, particularly regarding the stability of the Mudug region and preventing insecurity.

The troop situation was resolved after Puntland handed over the detained youth and vehicles to Galmudug, with both sides agreeing to settle the matter through dialogue and mutual understanding.

According to reports circulating in recent days, Hassan Sheikh agreed during talks with opposition figures that Somalia should move toward elections within a seven-month timeframe.

The reported understanding has been portrayed as part of broader efforts to ease political tensions and reach consensus on the country’s electoral future.

Both administrations have repeatedly argued that major political changes should be based on broad consultation and agreement among all key stakeholders.

The dispute reflects deeper disagreements that have shaped Somali politics in recent years.

The Federal Government and several federal member states have clashed over electoral procedures, constitutional amendments, power-sharing arrangements and the respective roles of Mogadishu and regional administrations in managing the electoral process.

President Hassan Sheikh has consistently advocated for a transition to a one-person, one-vote electoral system, arguing that Somalis should be able to directly elect their representatives rather than relying on the clan-based indirect model that has dominated previous elections.

The government maintains that electoral and constitutional reforms are necessary steps toward building a more democratic and accountable political system.

Opposition figures and some regional leaders, however, have expressed concern that such reforms are being pursued without sufficient political consensus.

They argue that changes to the electoral framework and constitution should be negotiated through an inclusive process involving all major political stakeholders.

Against this backdrop, the reported seven-month election agreement raises a crucial question: if Puntland and Jubaland are not part of the arrangement, how can a nationwide electoral process be implemented effectively?

Somalia’s electoral system relies heavily on cooperation between the Federal Government and federal member states.

Organizing national elections requires agreement on issues ranging from voter registration and election administration to security, logistics and dispute-resolution mechanisms.

Without the participation of key regional administrations, implementing a uniform electoral timetable across the country could prove difficult.

The controversy also highlights concerns about transparency. Political analysts note that any major electoral agreement must be clearly communicated and publicly explained.

When influential stakeholders claim they have not been consulted or informed, questions inevitably arise over who negotiated the deal, who supports it and how it is expected to be implemented.

Puntland and Jubaland have previously aligned with opposition groups in challenging aspects of the Federal Government’s political agenda.

Both administrations have repeatedly stated that they would not support an electoral process that lacks broad national consensus or sidelines federal member states.

If ongoing consultations fail to bridge these differences, Somalia could face competing visions for its electoral future.

The Federal Government may continue pursuing its preferred roadmap, while some regional administrations and opposition groups could reject the process or challenge its legitimacy.

The latest dispute underscores a broader reality facing Somalia’s political transition: setting an election date alone may not be enough.

What remains critical is reaching a comprehensive political agreement on how elections will be conducted, who will oversee them, what role federal member states will play and how all parties can be assured that the outcome will be accepted as legitimate.

As discussions continue, the focus is likely to remain on whether Somalia’s political leaders can move beyond competing narratives and negotiate an inclusive electoral framework capable of securing nationwide support and avoiding another cycle of political confrontation.

The gathering brought together representatives from international and local aid organizations, Puntland government officials and members of civil society to discuss the humanitarian challenges facing Puntland and the importance of strengthening cooperation between government institutions, humanitarian agencies and local communities.

The event also served as an opportunity to review ongoing efforts to support people affected by emergencies and disasters, while highlighting the need to better prepare communities to respond to future humanitarian crises.

Speaking at the ceremony, Vice President Lugatoor stressed the importance of closer collaboration between Puntland authorities and humanitarian organizations.

He emphasized that addressing the needs of vulnerable communities requires more than emergency relief alone and called for sustainable solutions that tackle the root causes of humanitarian crises.

Lugatoor noted that local communities should play a central role in planning, implementing and monitoring humanitarian programs, arguing that community participation is essential for building resilience and improving the effectiveness of aid efforts.

A major theme of the event was the need to empower local communities to respond to emergencies.

Participants highlighted that local residents are often the first responders during disasters and crises, making community preparedness a critical component of humanitarian response.

Officials and aid organizations emphasized that providing communities with training, resources and knowledge can help reduce the impact of disasters and improve response times when emergencies occur.

They also stressed the importance of involving local populations in disaster preparedness and response planning to ensure that humanitarian programs reflect the actual needs and realities of affected communities.

Like many parts of Somalia, Puntland continues to face a range of humanitarian challenges, including drought, climate change, economic hardship, displacement and limited access to essential services.

Recurring droughts have particularly affected pastoral communities, threatening livestock and livelihoods that many families depend on for survival.

At the same time, displacement caused by environmental and economic pressures has increased demand for food, water, shelter, healthcare and other essential services.

Participants at the event emphasized the need to move beyond short-term emergency assistance and invest in long-term development programs that strengthen infrastructure, healthcare, education, water access and economic opportunities.

The ceremony underscored the importance of coordination between government institutions and humanitarian agencies to ensure aid reaches those most in need and resources are used effectively.

Officials also called for greater community involvement in assessing humanitarian needs, arguing that aid programs should be based on accurate information from affected populations.

World Humanitarian Day is observed globally to recognize the work of humanitarian personnel and volunteers who assist people affected by conflict, disasters and other emergencies.

The event in Garowe served as a reminder of the continuing need to support vulnerable communities and build resilience against future crises.

Participants concluded that combining humanitarian assistance with long-term development strategies will be essential in helping Puntland better withstand droughts, displacement, natural disasters and other recurring challenges.

Somali President Hassan Sheikh Mohamud has arrived in Galkayo as part of his ongoing tour of central Somalia, where he addressed residents at Abdullahi Isse Stadium and called for unity, reconciliation and peaceful coexistence.

Speaking to residents, Hassan Sheikh praised the people of Galkayo for their commitment to social cohesion and urged them to strengthen peace, cooperation and reconciliation.

He stressed the importance of preventing political differences from dividing communities or undermining stability.

However, the President’s visit has raised strong concerns in Puntland, which considers Galkayo a highly sensitive political and security area. The city is divided between Puntland and Galmudug, with the two administrations controlling different parts of Galkayo.

Puntland authorities had previously warned that Hassan Sheikh’s planned visit to South Galkayo could increase political tensions.

The concerns come amid already strained relations between Puntland and the Federal Government over constitutional changes, elections, federal powers and the distribution of political authority.

Puntland President Said Abdullahi Deni has repeatedly emphasized that Puntland will protect its security and administrative authority.

Puntland officials have also warned against actions they believe could undermine the region’s stability or create confrontation between federal and Puntland forces.

Puntland President Said Abdullahi Deni has previously accused federal authorities of fueling tensions in Gaalkacyo through the deployment of troops and weapons.

In an earlier televised address, Deni said a Puntland security operation in the city sent a “clear message to anyone engaged in activities that threaten Puntland’s security and state authority.”

The concerns are particularly significant because any increase in the presence of federal officials, security personnel or armed forces around Galkayo could create a potential clash of interests between Mogadishu and Garowe.

Critics argue that Hassan Sheikh’s decision to visit Galkayo at a time of heightened political tensions risks turning the city into another arena for the broader confrontation between the Federal Government and Puntland.

They say the President should prioritize direct political dialogue with Puntland rather than taking steps that could be interpreted as an assertion of federal authority in a politically divided city.

There are also fears that heightened security measures surrounding the visit could create unnecessary tension among residents.

If federal and Puntland forces operate in close proximity without proper coordination, even a minor misunderstanding could potentially escalate into an armed confrontation.

For his part, Hassan Sheikh has presented the visit as an opportunity to promote peace and reconciliation. His appeal to Galkayo residents to preserve unity carries particular significance given the city’s history of political and clan-related tensions.

However, Puntland critics argue that calls for reconciliation must be matched by political engagement.

They maintain that lasting stability in Galkayo requires cooperation between Puntland, Galmudug and the Federal Government, rather than unilateral political moves.

Galkayo remains one of Somalia’s most strategically important cities because of its location, commercial activity and position between Puntland and Galmudug.

Any political or security escalation there could affect trade, transportation and the daily lives of residents on both sides of the city.

The immediate concern is therefore whether Hassan Sheikh’s visit will contribute to reconciliation or further deepen the political divide between Mogadishu and Garowe.

While the President says Galkayo should remain a symbol of unity and coexistence, Puntland’s concerns highlight the broader question of who controls security and political affairs in a city divided between two administrations.

Puntland has accused Somalia’s Federal Government of preparing to provoke renewed conflict in Mudug as Hassan Sheikh Mohamud plans to visit Galmudug including southern Galkayo.

In a statement issued on Thursday, Puntland said it was closely monitoring what it described as preparations by Villa Somalia to create “new conflict” in the region.

The administration specifically objected to Hassan Sheikh’s planned visit to southern Galkayo, which is administered by Galmudug.

Puntland warned that the visit could inflame tensions in Galkayo, a city divided administratively between Puntland and Galmudug, and urged the Galmudug administration and residents of southern Galkayo to protect peace and prevent the city from being used for political purposes.

“Puntland is closely monitoring the planned preparations and warns against the planned visit to southern Galkayo in Galmudug, which is intended to spread division and create conflict in Galkayo, where the two sides of Puntland and Galmudug live together peacefully and stably,” the Puntland statement said.

The administration also said its security forces were prepared to fulfill what it described as their responsibility to protect security and the unity of the population in areas under Puntland’s control.

Puntland has further appealed to Somali society and other stakeholders to reject actions that could undermine peace in Mudug.

Tensions After Recent Galkayo Clashes

The warning comes shortly after renewed fighting and military tensions in Galkayo. On August 5, Puntland said its forces had taken control of a military compound in the city after clashes with forces aligned with the Federal Government.

The latest dispute therefore comes against an already sensitive security backdrop, with both sides accusing the other of deploying forces and weapons in areas they consider to fall within their respective spheres of authority.

Galkayo has long been one of Somalia’s most politically sensitive cities because it is divided between Puntland in the north and Galmudug in the south.

The city has previously witnessed deadly clashes between forces from the two administrations, making any military or political escalation particularly concerning.

Wider Federal-Puntland Dispute

The confrontation is also part of a much broader political dispute between Puntland and the Federal Government.

Puntland has rejected several decisions by Mogadishu concerning constitutional changes, political transition and the distribution of federal authority, and its relationship with the central government has deteriorated significantly.

Puntland’s latest statement reflects its concern that a presidential visit to an area bordering its territory could become politically and militarily sensitive, particularly following the recent clashes in Galkayo.

The Federal Government has not, in the statement cited here, publicly accepted Puntland’s allegations that the planned visit is intended to provoke conflict.

With tensions already high, any further deployment of forces around Galkayo could increase the risk of another confrontation and disrupt movement and civilian life in a city that remains a key commercial and transport center in central Somalia.

The immediate challenge for both sides will be to prevent political disagreements from escalating into another armed confrontation and to ensure that local communities are not caught between competing federal and regional security forces.

The maritime security and defense agreement between Somalia’s Federal Government and Türkiye is facing mounting political and legal resistance from the Puntland and Jubaland administrations, both of which have warned against the deployment of Turkish naval vessels in waters off their coastlines.

The objections reflect a broader dispute over federal authority, constitutional powers, and control of Somalia’s maritime resources, exposing deep divisions within the country’s federal system.

Both administrations argue that the agreement was concluded without meaningful consultation with federal member states, making it politically unacceptable and legally questionable from their perspective.

Their statements are aimed not only at Ankara but also at Mogadishu, signaling opposition to what they describe as an increasingly centralized approach to national security and natural resource management.

The dispute comes amid already strained relations between the Federal Government and several regional administrations over constitutional amendments, electoral reforms, and the balance of power within Somalia’s federal structure.

Constitutional and Legal Questions

At the center of the disagreement is the interpretation of Somalia’s Provisional Constitution.

Puntland and Jubaland contend that matters involving natural resources, territorial waters, and national security require genuine consultation and cooperation between the Federal Government and the federal member states before binding agreements are concluded with foreign governments.

The two administrations further argue that, until a comprehensive legal framework governing the division of maritime authority and offshore resources is agreed upon, they retain responsibility for protecting coastal areas within their respective jurisdictions.

Mogadishu, however, maintains that foreign affairs, defense, and international agreements fall under the constitutional mandate of the Federal Government.

Potential Security and Diplomatic Implications

The dispute could complicate implementation of the Somalia-Türkiye maritime defense agreement, particularly if Turkish naval assets begin operating along the Puntland and Jubaland coastlines without coordination with the regional administrations.

Such a scenario risks creating operational tensions, political confrontation, and potentially security incidents involving local authorities.

Beyond its immediate security implications, the disagreement highlights the broader challenge of implementing international agreements in Somalia while major constitutional questions remain unresolved.

Analysts warn that continued disputes between Mogadishu and federal member states could undermine national unity, weaken security coordination, and create uncertainty for international partners seeking to support Somalia’s maritime security and counter-piracy efforts.

Türkiye has become one of Somalia’s closest strategic allies over the past decade, investing heavily in military training, infrastructure, humanitarian assistance, and economic development.

The maritime defense agreement is intended to strengthen Somalia’s ability to protect its territorial waters, combat piracy, illegal fishing, and other maritime threats.

However, its long-term success may depend not only on technical implementation but also on whether Somalia’s political leaders can bridge internal federal disagreements over authority, resource management, and constitutional governance.

The withdrawal of Puntland Security Force (PSF) units from their long-held base in Bosaso and the peaceful takeover of the facility by Puntland security forces may reduce the immediate risk of armed confrontation in the city.

After weeks of mounting tensions and a day after heavy fighting in Galkayo, the move has temporarily eased fears of another major clash in Puntland’s commercial capital.

However, security experts caution that the transition also creates a sensitive period during which authorities must quickly secure former military installations and prevent extremist groups such as Al-Shabaab and ISIS from exploiting any security gaps in the Bari region.

The development follows Puntland’s seizure of former PSF positions in both Bosaso and Galkayo after military operations targeting federal-aligned PSF units.

Although the handover in Bosaso occurred without reported fighting, analysts warn that the underlying political dispute between Puntland and Somalia’s Federal Government remains unresolved, leaving open the possibility of renewed confrontations if a political settlement is not reached.

Security and Political Risks Remain

The latest developments underscore the growing divide between Puntland and Mogadishu over security authority and the deployment of federal forces inside Puntland.

Continued military rivalry between Puntland forces and federal-aligned units risks further straining relations and weakening coordination against common security threats.

Bosaso serves as Puntland’s economic hub and principal seaport, meaning any deterioration in security could disrupt trade, investment, and daily economic activity.

The recent clashes in Galkayo also highlighted the humanitarian risks of such confrontations, with civilians exposed to mortar fire and heavy weapons as fighting spread near residential neighborhoods.

Potential for Renewed Conflict

Despite the withdrawal from Bosaso, observers caution that the crisis may not be over. The PSF remains a well-trained force with experienced personnel and loyal supporters.

Without a comprehensive political agreement, tensions could re-emerge elsewhere, particularly if either side attempts to alter the existing military balance.

The situation also raises broader regional security concerns. Puntland continues to face challenges from Al-Shabaab and ISIS militants, particularly in the Bari Mountains, while maintaining security commitments in other disputed regions.

A prolonged internal security crisis could divert military resources away from counterterrorism operations, potentially creating opportunities for extremist groups to regroup and expand their activities.

Economic and Humanitarian Consequences

Any prolonged instability would carry significant economic costs. Bosaso’s port is a vital gateway for Puntland’s imports, exports, and commercial activity.

Continued insecurity could discourage investment, interrupt supply chains, and increase the cost of goods across the region.

Escalating violence could also trigger civilian displacement, place additional pressure on humanitarian agencies, and complicate international assistance efforts.

Development partners have consistently emphasized that political stability and effective security coordination remain essential for sustaining economic growth and humanitarian support in Somalia.

Path Toward De-escalation

Analysts argue that preventing further conflict will require both immediate security measures and sustained political dialogue. Among the proposals being discussed are:

Establishing a joint mediation committee involving the Federal Government, Puntland, traditional elders, religious leaders, and regional or international partners such as the African Union, IGAD, or the United Nations.

Negotiating formal security arrangements governing the deployment of federal and Puntland forces within Puntland.

Clarifying the future status and command structure of former PSF personnel through security sector reforms.

Reviving constitutional dialogue to address long-standing disputes over federal-state powers, security responsibilities, and resource sharing.

While the peaceful withdrawal from Bosaso has lowered immediate tensions, its long-term significance will depend on whether Puntland and the Federal Government can translate the current pause in fighting into a broader political agreement.

Without meaningful dialogue, analysts warn that the military standoff could re-emerge, threatening both Puntland’s stability and Somalia’s wider security landscape.
