										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">KISMAYO (Kaab TV) – Jubbaland has strongly rejected a decision issued by the Council of Ministers of the Federal Government of Somalia to annual agreements signed between the United Arab Emirates and Somalia’s federal member states, particularly the agreement related to the Port of Kismayo.</p>
<p>In an official press statement released by the Jubbaland Presidency, the administration stated that it does not recognize the decision, describing it as unconstitutional and an overreach of the powers granted to federal member states.</p>
<p>Jubbaland emphasized that both its own constitution and Somalia’s Provisional Federal Constitution clearly grant it the authority to manage agreements related to trade, investment, and infrastructure within its territory.</p>
<p>The Jubbaland administration further noted that only Jubbaland has the legal right to amend or cancel agreements concerning the Port of Kismayo and other key infrastructure located within its jurisdiction, asserting that this authority is grounded in law and constitutional provisions.</p>
<p>“The Jubbaland Government alone holds full authority to amend or revoke all development and security agreements, particularly those related to trade and infrastructure development, as clearly stipulated in the Jubbaland Constitution and the Federal Constitution of Somalia,” said Jubbaland Minister of Information Abdifataah Mohamed Mukhtaar.</p>
<p>This decision comes amid escalating tensions between the Federal Government and regional administrations, particularly over how relations with foreign countries are managed and how strategic agreements related to ports, security, and investment are handled.</p>

										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">Kismayo (Kaab TV) – Kismayo, the interim capital of the Jubbaland State, today officially welcomed the first delegation arriving to take part in the Somali Opposition Conference, which is expected to be formally opened tomorrow, Wednesday, December 17.</p>
<p>The delegation that arrived in Kismayo today was led by the Secretary of the Somali Salvation Forum, Mohamed Adan Koofi. They were received at Sayid Mohamed Abdulle Hassan Airport by the Jubbaland Minister of Interior, Mohamed Ibrahim Oogle, along with other officials from the Jubbaland administration.</p>
<p>Speaking to the media, Minister Mohamed Ibrahim Oogle stated that the conference will last four days, running from December 17 to December 20.</p>
<p>He noted that the meeting will focus on finalizing the structure of the Somali Future Council and analyzing the country’s ongoing transitional political situation.</p>
<p>For his part, Mohamed Adan Koofi said that the Kismaayo conference is of great importance given the difficult political phase Somalia is currently facing.</p>
<p>“Today I arrived in the city of Kismayo, where the conference to complete the formation of the Somali Future Council will soon open. During the conference, key issues related to the country’s complex situation will be discussed,” Koofi said, while thanking the Jubbaland administration and people for their warm reception and hospitality.</p>
<p>Reports from Kismayo indicate that the Jubbaland administration has significantly strengthened security and overall preparations, as opposition leaders—many of whom previously held senior positions in the federal government—are expected to arrive in the city in the coming days.</p>
<p>Members of the opposition have described the Kismaayo conference as a historic opportunity for unity, bringing them together after a long period of consultations and coordination.</p>
<p>During the conference, participants are expected to hold both open and closed-door meetings to deliberate on the country’s political direction, challenges to state-building, and their perspectives on the ongoing political changes.</p>
<p>The President of Jubbaland, Ahmed Mohamed Islam (Ahmed Madobe), is hosting the opposition leaders during their stay in Kismayo. The conference comes at a time when Somalia is experiencing intense political debates and a strong need for a unified opposition platform, particularly on national issues such as elections.</p>

<p>They asserted that President Hassan Sheikh Mohamud’s term ends on 15 May 2026 and expressed concern about the direction in which Somalia is heading.</p>
<p>Both Jubbaland and Puntland insisted that only consensus can save Somalia from failure, warning against unilateral decision-making.</p>
<p>They reiterated their earlier position that the constitutional amendments and the appointment of the electoral commission by President Hassan Sheikh Mohamud are illegitimate.</p>
<h2 data-pm-slice="0 0 []">Jubbaland Statement</h2>
<p>&#8220;The Jubaland government believes that the current situation in the country necessitates a national consultation and a serious focus on priority issues, as the Federal Government of Somalia has deviated from all important agendas, especially the fight against terrorism and protecting the unity of the Somali people.</p>
<p>Jubaland welcomes calls from all political parties and the Somali people for a general consultation on the direction of the country.</p>
<p>Likewise, Jubaland fully supports the call issued by the National Salvation Forum regarding the difficult period the country is in today.</p>

<p>It is unfortunate that the Federal Government has failed to provide leadership that unites the Somali people, and is constantly preoccupied with short-term political interests that have further eroded public trust. Therefore, Jubaland believes that the country&#8217;s salvation lies in national consensus and genuine leadership that takes responsibility for the future of Somalia.</p>
<p>The Jubaland government calls on the Somali people to stand by the unity and security of the country, and to participate in efforts to build a future led by the people, building trust, unity, and genuine governance.&#8221;</p>
<h2>Puntland Statement</h2>
<p>&#8220;The Puntland Government reiterates its concern over the deepening political turmoil in Somalia and the uncertainty surrounding the country&#8217;s state-building process. The Puntland Government, while underscoring the need to preserve the unity and solidarity of the Somali nation, has repeatedly called on the leaders of the Federal Government of Somalia to listen to the calls of the country&#8217;s political stakeholders, and uphold the interim constitution that elected the President of the Federal Government on May 15, 2022, which is based on a political agreement that was adopted with the approval of voters from various sectors of Somali society in 2012.</p>

<p>Unfortunately, the President of the Federal Federal Government has deliberately ignored these calls, and in a manner inconsistent with the political agreements, the Interim Constitution and other provisions of the agreement, has abused the repeal of the basic provisions of the Interim Constitution, which has plunged the country into political confusion and uncertainty as to the future and unity of Somalia.</p>
<p>The Puntland Government condemns the corrupt policy of the President of the Federal Federal Government to interfere in, divide constitutional institutions, and organizations united to direct the policy of the Federal Government. The practice of interfering and dividing constitutional institutions and political organizations is based on the prejudice and desire for personal interests that Somalia has experienced in the past, and has led to political and security collapse.</p>
<p>The Puntland government supports the press release issued today by the Salvation Forum, and reiterates its call for the President of the Federal Republic of Somalia, whose term ends on May 15, 2026, to put the country&#8217;s government on the table, listen to the recommendations of the country&#8217;s political stakeholders in order to reach a consensus on holding elections for the Houses of Parliament and the President of the Federal Republic of Somalia in accordance with the 2012 Interim Constitution.</p>
<p>Finally, the Puntland Government, in accordance with its Constitution and the Interim Constitution of the Federal Republic of Somalia (2012), is ready to participate in preventing the institutions of the Federal Government from falling into legal limbo, which could lead to a statelessness in the country. The Puntland Government also calls on the Somali people to unite in the fight against the extremist organizations of ISIS and Al-Shabaab, which pose a threat to the existence and sovereignty of the Somali people.&#8221;</p>

<p>This meeting was initially announced by president Hassan Sheikh Mohamud.</p>
<p>A brief statement published on the official Facebook page of the Office of the Prime Minister of Somalia announced the postponement, citing internal consultations among national leaders as the reason for the delay.</p>
<p>“The National Consultative Council (NCC) meeting, which was scheduled to officially begin in Mogadishu tomorrow, has been rescheduled to Monday, May 5, 2025, following consultations among the country’s leaders,” the statement read.</p>
<p>According to the statement, the postponement aims to allow more time for further dialogue on key issues to ensure unified outcomes that serve the interests of the Somali people and nation.</p>
<p>Some federal government sources told Kaab TV that the meeting was delayed partly due to pressure from the Puntland State House and Jubbaland, who insisted that the talks be relocated to Garowe — a proposal strongly opposed by President Hassan Sheikh Mohamud.</p>
<p>International partners, who recently met with President Hassan Sheikh, have reportedly urged him to compromise for the sake of national unity, as the NCC summit has not convened since October 2024.</p>
<p data-pm-slice="0 0 []">The last NCC meeting was held in October 2024, but a political dispute disrupted the session, leading President Ahmed Madobe of Jubbaland to withdraw and abruptly depart from Mogadishu.</p>
<p>The ongoing tensions between President Hassan Sheikh and federal member states have overshadowed preparations for the meeting and negatively impacted joint military operations against Al-Shabaab.</p>
<p>The growing political fragmentation continues to hinder Somalia’s path toward peace and reconciliation.</p>
<p>It remains unclear whether the rescheduled meeting will indeed take place on May 5, as previous attempts have also been postponed multiple times.</p>
<p data-pm-slice="0 0 []">Meanwhile, President Hassan Sheikh&#8217;s administration has only a year left in office, yet the type of election the country will hold has not been agreed upon.</p>
<p data-pm-slice="0 0 []">Despite this, the federal government is moving ahead with its controversial unilateral electoral process without the approval of regional states and other political stakeholders.</p>

<p>The announcement was made by Senator Abdullahi Ismail Fartag, Somalia&#8217;s Minister of Internal Security, who is currently in the Gedo region holding meetings with clan elders, politicians, and security forces.</p>
<p>Tensions between the Federal Government and Jubaland authorities have been running high.</p>
<p>Earlier this month, Jubaland forces defeated Somali government troops in a confrontation in Raaskaambooni, and clashes were also reported in the Gedo region, which borders Ethiopia.</p>
<p>Despite the ongoing hostilities, Minister Fartag stated that the Federal Government is committed to holding elections administered by Mogadishu in Kismayo and six other cities within Jubaland, including Gedo, where the situation remains tense.</p>
<p>“We will ensure that a one-person, one-vote election takes place in Jubaland. That is what Ahmed Madobe does not want,” Fartag declared during a speech in Garbaharey, the regional capital of Gedo.</p>
<p>Last month, Jubaland held its state-level election in Kismayo, re-electing President Ahmed Madobe for another five-year term. It remains unclear how the Federal Government plans to implement its election amidst the current political and security challenges.</p>

<p>Speaking at the mosque within the Presidential Palace in Kismayo, Madobe accused Hassan Sheikh of prioritizing clan interests and personal gains over Somalia’s national unity and progress.</p>
<p>“Hassan Sheikh is a tribal mercenary serving his own clannish interests, subordinating the nation he represents to his personal agenda,” said Madobe.</p>
<p>The Jubbaland leader expressed grave concerns about the trajectory of the federal government, calling on the Somali people to resist Hassan Sheikh’s alleged attempts to destabilize the country.</p>

<p>He said that “Hassan Sheikh is instigating clan-based conflicts, arming people in peaceful areas, and looting the nation’s resources. He has even desecrated graves for his personal gain. His corruption extends into places of worship, and he shows no shame or self-awareness about his actions.”</p>
<p>The Jubbaland president also targeted Hassan Sheikh’s alleged entanglement of his family in state affairs, painting him as a leader who prioritizes personal and family interests over national responsibilities.</p>
<p>“Even if I haven’t achieved much for you, I’ve kept my family and clan out of government matters. Hassan Sheikh’s children and wives are looting everywhere. Have you ever seen a son or relative of mine meddling in Jubbaland&#8217;s administration? If a leader cannot manage his own household, what can he do for the nation?” Madobe asked.</p>

										<content:encoded><![CDATA[<p>MOGADISHU (Kaab TV) &#8211; Jubbaland opposition politician Abdiweli Qasim Gabow has revealed that he was abducted in Mogadishu a few days ago while walking near the Sayidka-Dabka junction, a heavily secured area within the vicinity of Villa Somalia, the presidential palace.</p>
<p>In a Facebook post, Gabow recounted being forcibly taken by armed men in a military vehicle, who are suspected to be intelligence officers.</p>
<p data-pm-slice="0 0 []">“A few days ago, in Mogadishu, while I was leaving my residence near the perimeter of the presidential palace, a group of men in a military vehicle forcibly took me from the area between the Sayidka monument and the presidential palace—a highly secured zone with a heavy military presence. The men informed me that they were ordered to detain me, but they did not provide any details about the reason or who issued the order,” Gabow wrote.</p>

After considerable commotion and internal disagreements among themselves, they eventually returned me to the exact spot where I had been taken without taking me to any detention center,&#8221; he stated.</p>

<p>The men allegedly attempted to blindfold him but later returned him to the exact location from which he was taken without transferring him to any detention center.</p>
<p>“Finally, I regained my freedom without any further explanation. I was not subjected to physical harm or any other mistreatment,” he wrote.</p>
<p>According to Gabow, subsequent investigations by government officials revealed that both his abduction and release were ordered by a senior officer within the Somali intelligence services.</p>
<p>However, no further details about the incident have been disclosed by the Somali government.</p>
<p>Gabow expressed gratitude to those who worked to resolve the situation without naming them.</p>
<p>Abdiweli Qasim Gabow is part of a Jubbaland opposition group based in Mogadishu.</p>
<p>Reports suggest that tensions have escalated between the Somali federal government and Jubbaland opposition figures, following alleged attempts by the federal government to co-opt opposition leaders into its political agenda.</p>
<p>Gabow and his colleagues reportedly rejected such moves, placing them at odds with federal authorities once again.</p>

										<content:encoded><![CDATA[<p>MANDERA, Kenya (Kaab TV) – Three weeks after Jubbaland state forces decisively defeated Somali federal government troops in Raas Kaambooni, the situation remains volatile, with both sides preparing for further conflict.</p>
<p>The initial clashes, which saw over a thousand Somalia federal soldiers surrender to Kenyan forces, dozens killed or injured, and some still missing, have now expanded to other parts of Gedo and Lower Jubba regions.</p>
<p>The conflict threatens to destabilize these areas further, which are already significantly influenced by Al-Shabaab insurgents. Given the proximity of these regions to Kenya and Ethiopia, the ongoing hostilities pose a heightened risk of regional spillover.</p>
<p>The current tensions began when the Somali federal government, based in Mogadishu, deployed nearly 2,000 Turkish-trained troops alongside presidential guard units and intelligence forces to the coastal town of Raas Kaambooni, just 10 kilometers (6 miles) from the Kenyan border.</p>

<p>The controversial deployment aimed to advance towards Kismayo, the interim capital of Jubbaland, with the objective of apprehending Jubbaland&#8217;s leader, Ahmed Mohamed Islam, popularly known as &#8220;Madobe.&#8221; of the <em>Ogaden/Daarood</em> clan.</p>
<p>This move followed an <strong><a href="https://www.barrons.com/news/somali-court-issues-arrest-warrant-for-jubaland-leader-345b9789" target="_blank" rel="noopener">arrest warrant</a></strong> issued by a Mogadishu-based judge from President Hassan Sheikh Mohamud’s <em>Abgaal/Hawiye</em> clan. In response, a Kismayo judge issued a reciprocal <strong><a href="https://kaabtv.com/judge-issues-arrest-warrant-against-somali-president-hassan-sheikh-mohamud-over-serious-allegations/" target="_blank" rel="noopener">arrest warrant</a></strong> for President Mohamud, escalating tensions further.</p>
<h3><strong>Decisive Clashes in Raas Kaambooni</strong></h3>
<p>The situation culminated in a major confrontation on December 11, when Jubbaland’s elite units, known as Abris and Birjeh, launched a surprise attack from the beachside on federal forces positions in Raas Kaambooni.</p>
<p>The four-hour battle ended in a humiliating defeat for the federal troops. Over 600 soldiers were captured alive, while others fled to Kenya, where they were seen surrendering barefoot and disarmed to the Kenyan Defense Forces.</p>

<p>Jubbaland’s Minister of Information, Abdifatah Mohamed Mukhtar, confirmed the release of captured soldiers, stating, “Jubbaland facilitated their departure smoothly, providing care and respect, despite the soldiers initially acting on misguided orders from their commanders.”</p>
<p>Kenyan sources reported that over 1,100 Somali troops surrendered, and Mogadishu requested their return via air transport.</p>
<p>The Somali federal government has remained tight-lipped about the debacle, while Jubbaland capitalized on the victory to bolster its position.</p>

<h3><strong>Conflict Spreads to Gedo and Lower Jubba</strong></h3>
<p>The conflict has since expanded beyond Raas Kaambooni.</p>
<p>In Gedo, Somali federal authorities <strong><a href="https://kaabtv.com/gedo-wasiirka-amniga-fartaag-iyo-wafdi-federaalka-oo-gaaray-garbahaarey/" target="_blank" rel="noopener">dispatched</a></strong> a delegation led by Internal Security Minister General Abdullahi Ismail Fartaag, who hails from the Marehan clan.</p>
<p>Arriving in Garbaharey, Gedo’s provincial capital, Fartaag held meetings with clan elders and mobilized local forces.</p>
<p>Meanwhile, Jubbaland replaced Gedo’s governor, Abdullahi Abdi Jama, with Sheikh Mohamed Al-Qaadi, a former Ahlu Sunna militia commander.</p>
<p>Both sides have continued deploying troops and weapons. Jubbaland forces reportedly received support from Ethiopian troops stationed in the region, while Mogadishu reinforced its positions.</p>
<p>On December 23, clashes <strong><a href="https://en.kaabtv.com/jubbaland-forces-regain-control-of-dolow-after-deadly-battle-with-somalia-government-forces/" target="_blank" rel="noopener">erupted</a></strong> in Dolow, a strategic border town hosting numerous humanitarian organizations and thousands of internally displaced persons (IDPs).</p>
<p>The fighting, which began when federal forces attempted to arrest Jubbaland officials, left at least four people dead.</p>
<p>Jubbaland forces regained control of the town by midday. The violence forced businesses to shut down and residents to flee, with some crossing into Ethiopia for safety.</p>

<p>Adding to the turmoil, Jubbaland officials accused Somali federal forces of kidnapping a local humanitarian worker in Dolow.</p>
<p>The federal government has not commented on the allegation.</p>
<p>In Lower Jubba, fighting erupted in Kulbiyow, near the Kenyan border, as federal forces, backed by a former Jubbaland district commissioner Muhumed Fanah from the <em>Ogaden/Daarood</em> who defected, clashed with Jubbaland troops.</p>
<p>The skirmish resulted in five deaths and temporarily forced Jubbaland forces to withdraw from the town.</p>
<p>Jubbaland’s Minister of Security, General Yusuf Hussein Dhumal, vowed to retake Kulbiyow, urging the public to “wait and see what happens.”</p>
<h3><strong>Al-Shabaab Exploits the Chaos</strong></h3>
<p>Amid the conflict, Al-Shabaab has sought to capitalize on the instability.</p>
<p>On December 23, a landmine detonated on a road between Beledhawo and Dolow, targeting a Somali government military vehicle.</p>
<p>The explosion killed several officers and destroyed the vehicle, highlighting the group’s continued threat in the region.</p>
<p>The ongoing hostilities between Jubbaland and federal forces have severe implications for civilians and regional stability.</p>
<p>In Dolow, humanitarian operations are under strain, and further clashes risk triggering a refugee crisis as residents flee to neighboring Kenya and Ethiopia and the prospect of a resolution remains uncertain, with both sides entrenched in their positions.</p>

										<content:encoded><![CDATA[<p data-pm-slice="0 0 []">DOLOW, Gedo (Kaab TV) – At least four people were killed and several others injured on Monday after Jubbaland forces clashed with recently deployed Somali federal government forces in Dolow town, Gedo region.</p>
<p>Jubbaland&#8217;s Security Minister, General Yusuf Hussein Dhumal, blamed the federal government forces for initiating the fighting.</p>
<p>In a press conference held in Dolow, General Dhumal stated that federal forces from Beledhawo town attacked Dolow early Monday in an attempt to arrest Jubbaland officials who had arrived from Kismayo by air.</p>

<p>“They began shooting in the city center. Several people were injured, businesses were closed, and residents started fleeing,” General Dhumal said.</p>
<p>According to Kaab TV&#8217;s local reporter, several hours of skirmishes led to Jubbaland forces regaining control of Dolow, a strategic border town with Ethiopia.</p>
<p>Several Somali federal forces were reportedly arrested, while the injured were taken to the hospital.</p>
<p>Meanwhile, a local NGO worker was reportedly kidnapped on Monday in Dolow. General Dhumal accused Somali federal forces of being behind the abduction.</p>
<p>Local residents told Kaab TV that Ethiopian troops stationed in Dolow as part of the African Union mission intervened to de-escalate the situation and helped end the fighting.</p>
<p>However, Jubbaland forces maintained control of the town.</p>
<p>Dolow is home to thousands of internally displaced people and has been a relatively peaceful base for several local and international humanitarian organizations.</p>
<p>The Gedo region remains in crisis as tensions between Jubbaland and the Somali federal government escalate into violent conflict.</p>
<p>Separately, a Jubbaland official in Baardheere town, Gedo region, accused the federal government of attempting to destabilize the area by arming local militias against Jubbaland state.</p>
<p>In a statement, however, the Somali federal government accused Ethiopian forces of supporting Jubbaland forces during the Dolow clashes. The Mogadishu administration reported that several Somali federal forces were killed and injured as a result of the fighting.</p>
