Officials aligned with former South West State President Abdiaziz Hassan Mohamed Laftagareen have reportedly visited parts of Buurhakaba district in Somalia’s Bay region following clashes between federal government forces and fighters loyal to the former regional leader.

The fighting broke out on the morning of the reported incident, as political and security tensions continued between rival factions competing for influence in South West State.

The clashes have raised concerns about the security situation in Buurhakaba and the potential impact on residents and transport routes connecting the area to other parts of southern Somalia.

Ugas Hassan Abdi Mohamed, a spokesperson for Laftagareen’s side, said forces aligned with the former president’s administration had launched what he described as a security operation inside Buurhakaba.

He urged residents to remain indoors while the operation was underway.

Separate reports indicated that officials from Laftagareen’s camp, including Security Minister Hassan Abdulqadir, toured parts of the district.

However, there has been no independent confirmation that forces loyal to the former regional leader have taken control of the entire town.

Reports also claimed that Buurhakaba district commissioner Ibrahim Leysaamow was wounded during the fighting and that his forces lost an Cabdi Bile military vehicle. Neither claim had received independent official confirmation at the time of reporting.

The number of people killed or injured remains unclear. There is also no verified information about the extent of damage to vehicles and military equipment or the overall impact on civilians.

Buurhakaba is located in Bay region, approximately 60 kilometres from Baidoa, the administrative centre of South West State.

The district occupies an important position along transport routes linking Mogadishu with Baidoa, making security developments in the area significant for civilian movement and regional logistics.

The latest clashes come amid a broader political dispute over leadership and authority in South West State.

Rival political and security actors have been involved in tensions as competing sides seek influence over the administration and its institutions.

The situation remains fluid, and further independent verification is needed to establish who controls key locations in Buurhakaba, the condition of the district commissioner and the full extent of the casualties and damage.

The United States has announced more than $1.21 billion in regulatory penalties against Bank of America over failures to comply with anti-money laundering requirements and financial sanctions, with Somalia among the countries covered by a separate settlement involving hundreds of apparent sanctions violations.

The US Department of the Treasury announced the enforcement actions on October 13, 2026, citing weaknesses in the bank’s monitoring of suspicious financial transactions and its compliance procedures.

The measures involve the Financial Crimes Enforcement Network (FinCEN), the Office of the Comptroller of the Currency (OCC) and the Office of Foreign Assets Control (OFAC).

OFAC said Bank of America agreed to pay approximately $11.66 million to settle potential civil liability for 475 apparent violations of sanctions programmes involving Russia, Belarus, Iran, Burma, Somalia, narcotics trafficking and global terrorism.

The violations occurred between September 2021 and April 2025, and the settlement covered transactions with a combined value of approximately $14.83 million.

According to OFAC, the suspected violations included payments processed through banks subject to restrictions, failures to properly prioritise alerts involving customers whose identifying details matched those of sanctioned individuals, delays in updating sanctions watchlists and errors involving business accounts associated with blocked persons.

The agency said these compliance failures allowed payments to be processed in apparent violation of several US sanctions programmes.

However, the published enforcement announcement did not identify specific Somali individuals, businesses or organisations involved in the transactions.

The inclusion of Somalia among the countries covered by the sanctions programmes does not, by itself, establish that a particular Somali person or institution was responsible for wrongdoing.

Separately, FinCEN imposed a $1.2 billion penalty after determining that Bank of America had failed to adequately address and report significant suspicious financial activity.

US authorities said the bank had failed to report more than $5 billion in suspicious transactions in a timely manner, including activity associated with potential national security risks, money laundering and fraud.

The OCC also assessed a $750 million civil penalty over deficiencies in the bank’s anti-money laundering compliance programme. That amount is credited toward the FinCEN penalty rather than added to it as a separate charge, while the OFAC settlement is additional.

The combined announced penalties therefore total slightly more than $1.21 billion.

The case highlights the extensive compliance obligations imposed on US financial institutions that process international payments.

Banks are required to monitor transactions, investigate suspicious activity, screen customers and intermediaries against sanctions lists, and submit reports to the relevant authorities when required.

For Somalia, the reference is relevant because it appears within the scope of the US sanctions programmes cited in the settlement.

Nevertheless, the Treasury announcement does not establish that the Somali government or any named Somali institution was implicated in the bank’s violations.

Further details would be needed to determine whether any specific transactions had a direct connection to Somali individuals or entities.

Remarks by US President Donald Trump about Somaliland have sparked debate among residents and political observers over the territory’s international status, its long-standing independence campaign and the possibility of changing its name.

Trump reportedly described Somaliland as distinct from Somalia during a political rally in Youngstown, Ohio, on October 12, 2026, and suggested that its name should be changed.

His comments prompted mixed reactions, with some Somalilanders viewing the remarks as an opportunity to attract greater international attention, while others questioned whether they would lead to any meaningful diplomatic progress.

There is no representative public survey establishing how Somaliland’s population as a whole has responded. However, the reactions described in local discussions reflect differing views on how best to advance the territory’s international recognition campaign.

Supporters of Trump’s remarks argue that references to Somaliland by the US president could help raise its profile in Washington and other international capitals.

They see greater attention from the United States as potentially useful for Somaliland’s efforts to build diplomatic relationships and secure formal recognition.

Others caution against treating the comments as a diplomatic breakthrough. A statement made during a political rally does not, by itself, establish a change in US foreign policy, nor does it amount to formal recognition of Somaliland.

For those taking this view, the significance of Trump’s remarks will depend on whether they are followed by concrete diplomatic measures.

The suggestion that Somaliland should adopt a different name has also raised questions about its political identity and historical legacy.

For supporters of the existing name, “Somaliland” is closely associated with the territory’s history and its campaign for self-determination. They argue that any proposal to change it would require careful consideration and broad consultation.

Others may regard a discussion about the name as worth examining, particularly because of the potential for confusion between Somaliland and the Federal Republic of Somalia in international settings.

Nevertheless, no officially approved replacement name has been announced, and Trump’s reported comments do not constitute a legal decision to rename the territory.

The Somaliland Ministry of Foreign Affairs and International Cooperation issued a statement on October 13 welcoming Trump’s remarks.

The ministry said his comments reflected an acknowledgement of Somaliland’s separate identity and reiterated the administration’s position on its claimed borders, constitution, government institutions and external relations.

The statement also highlighted Somaliland’s historical account of its independence, noting that it became independent from Britain on June 26, 1960, before entering a union with the former Italian-administered territory that formed the Somali Republic.

Somaliland declared that it was restoring its independence on May 18, 1991, following the collapse of Somalia’s central government.

The ministry’s welcome reflects the Somaliland administration’s position, however, and should not be interpreted as evidence that Washington has formally recognised the territory or changed its official policy.

Somaliland has operated with its own governing institutions for decades, but its international status remains disputed, and the Federal Government of Somalia continues to regard it as part of Somali territory.

Trump’s comments have renewed discussion about the strategic and diplomatic relationship between Somaliland and the United States.

The Horn of Africa’s location near the Red Sea and the Gulf of Aden gives the region wider geopolitical significance, while security cooperation, trade and access to maritime routes remain important considerations for international partners.

Somaliland has sought closer ties with Western governments by pointing to its separate institutions and record of self-government. Somalia’s federal authorities, meanwhile, maintain that the country’s territorial integrity must be preserved.

Whether the latest remarks lead to any shift in US engagement will depend on subsequent official decisions and diplomatic actions, rather than the comments alone.

Somalia’s Federal Parliament has approved the long-pending Sexual Offences and Misconduct Bill, a legislative measure intended to strengthen protections for victims of sexual violence, uphold human rights and improve access to justice for survivors of abuse.

The Federal Ministry of Family and Human Rights Development welcomed the approval, describing the proposed law as an important step towards protecting human dignity and public safety, particularly for women, children and other vulnerable groups.

Minister of Family and Human Rights Development Khadija Mohamed Al-Makhzoumi praised the leadership and members of the House of the People for carrying out their constitutional responsibilities.

She said the bill had undergone an extended legislative process and several stages of review before receiving parliamentary approval.

Al-Makhzoumi also acknowledged the contributions of the House of the People’s committees responsible for human rights and women’s affairs, Somali religious scholars, civil society organisations and other stakeholders who participated in consultations and discussions during the bill’s development.

The ministry emphasised that cooperation between government institutions and civil society remains essential to strengthening legislation that protects fundamental rights, promotes accountability and ensures victims can pursue justice.

The approval comes as Somalia continues to face challenges in preventing sexual and gender-based violence and ensuring that victims have access to effective legal protection and support.

The implementation of the legislation, including the ability of police, courts and relevant institutions to investigate cases and protect survivors, will be important to translating its objectives into practical safeguards.

Al-Makhzoumi said her ministry would continue working to strengthen human rights protections and advance legislation designed to safeguard the welfare, dignity and rights of Somali citizens.

Although parliamentary approval marks an important stage in the legislative process, further details about the bill’s specific provisions and the steps required before it takes effect were not included in the ministry’s announcement.

Somali lawmaker Muse Suudi Yalahow has been accused of punching a journalist who questioned him about rising political tensions in Mogadishu, including allegations that the federal government was planning an attack on the residence of former President Sheikh Sharif Sheikh Ahmed.

The alleged incident comes amid growing friction between the federal government and opposition figures, with competing claims over security operations and the presence of armed forces near the former president’s home.

The accusation has also raised concerns about the safety of journalists covering politically sensitive issues and their ability to question public officials without fear of violence.

According to accounts circulating in Mogadishu, the journalist asked Yalahow about reports of a possible government operation against Sharif’s residence.

The question reportedly concerned the security situation in the capital and opposition allegations that government forces had been moving around the former president’s home.

Yalahow was then accused of striking the journalist with a punch. The allegation has not been independently verified, and no response from Yalahow was included in the available account.

The dispute follows a separate exchange of accusations between Sharif’s office and the National Intelligence and Security Agency (NISA).

The agency has accused armed men allegedly linked to the former president of attacking its personnel, while Sharif’s office has rejected the allegations and raised concerns about government security operations near his residence.

The competing accounts have not been independently verified.

Reports of a possible attack on Sharif’s home have circulated widely in Somali media and on social media in recent days. However, the existence of an officially authorised plan to attack the residence has not been established by independent evidence.

Somalia’s Defence Minister, Ahmed Moallim Fiqi, denied on October 14 that the government had attacked the former president’s home and said the authorities favoured dialogue and a peaceful resolution.

The political dispute has placed renewed attention on the relationship between public officials and the media.

Journalists play an important role in informing the public, questioning those in positions of authority and scrutinising claims involving national security and public affairs.

Political leaders, in turn, can challenge inaccurate reporting, dispute allegations and provide their own accounts, but such disagreements should be addressed through clear responses and lawful procedures rather than physical confrontation.

The reported incident underscores the importance of protecting press freedom and journalists’ safety as Somalia navigates political disagreements and security concerns in its capital.

Any allegation of assault should be investigated fairly, with findings based on evidence and all parties given an opportunity to respond.

Security concerns are mounting in Somalia’s capital, Mogadishu, amid escalating political tensions between the federal government and opposition figures, particularly former President Sheikh Sharif Sheikh Ahmed and former Prime Minister Hassan Ali Khaire.

Reports of troop movements, road restrictions and an alleged plan targeting Sharif’s residence have heightened fears of a possible confrontation, although key claims remain unverified.

According to circulating reports, an officer identified as Ahmed Beeryare, reportedly serving in the Somali National Army’s reconnaissance and intelligence command, has been accused of agreeing to lead an operation allegedly targeting Sharif’s home.

The reports describe Beeryare as having close links to Mahad Salaad and claim he accepted the assignment after other officers declined.

These allegations have not been independently confirmed, and no publicly verified evidence has established that such an operation was formally planned.

The claims have emerged amid a dispute over statements by the National Intelligence and Security Agency (NISA) concerning an alleged attack on its personnel by members of Sharif’s security detail.

The agency accused armed men allegedly acting under Sharif’s orders of attempting to provoke a confrontation with its forces in Mogadishu’s Wadajir district.

Sharif’s office rejected the accusations, alleging instead that government forces had targeted his staff and restricted access to his residence.

Retired military officer General Mohamed Mohamud Koronto, a former commander of the Somali National Army’s 27th Division, criticised NISA’s account of the incidents.

In a sarcastic remark questioning the agency’s explanation, he said it would have been better for NISA to claim that Sharif had shot at himself inside his own home and that an investigation was underway, drawing a comparison with an earlier case involving General Mahad “Shub.”

His comments reflect the deep divisions over the credibility of security agencies’ statements and the handling of allegations involving opposition figures.

Koronto has also been associated with the Badbaado Qaran forces, which opposed the administration of former President Mohamed Abdullahi Farmaajo during the political and security crisis surrounding Somalia’s previous electoral dispute.

Meanwhile, reports from Mogadishu indicate that armed personnel have been deployed along several important roads, with restrictions on the movement of vehicles and pedestrians in some areas.

Residents have reportedly expressed concern over the military presence and alleged blockages affecting certain roads and side streets.

However, the number of troops involved, the reasons for their deployment and their precise locations have not been independently established.

Sharif’s residence and the home of former Prime Minister Hassan Ali Khaire have also featured in reports concerning opposition leaders’ security concerns.

The reported deployments have fuelled speculation that the political dispute could take on a more serious security dimension, but there is insufficient verified information to establish whether the movements are connected to a coordinated operation against opposition figures.

Banadir Regional Governor Abdifatah Omar Halane, widely known as Mungaab, was also quoted as issuing a warning directed at those he described as political opponents resisting progress.

“Those who are backward and sit at home—if they make even a small move against Mogadishu’s security, they will be met with a much stronger response,” he reportedly said.

The remarks have been interpreted by some as a warning to opposition politicians, although their precise context and intended targets remain unclear.

The developments come as Somalia faces renewed political friction over governance, security and the country’s electoral process.

With government officials and opposition figures exchanging accusations, observers face the challenge of separating verified incidents from claims circulating amid the political standoff.

A peaceful resolution will depend on restraint from all sides, transparent investigations into reported security incidents and the use of lawful political dialogue rather than force or intimidation.

Protecting civilians and preventing political disagreements from triggering armed clashes remain critical to maintaining stability in the capital.

Somalia’s House of the People has begun deducting salaries from lawmakers who repeatedly miss parliamentary sessions, reviving a long-standing attendance rule that had remained largely unenforced for nearly four years.

Several MPs complained this week about deductions from their monthly pay.

Reports indicate that between eight and 13 lawmakers who missed seven sessions within a month had more than $1,000 deducted from their salaries under the parliamentary rules of procedure.

The measure is based on amendments to Article 23 of the House’s rules, approved in late 2022.

Despite the rule’s adoption, enforcement had been limited, with parliamentary authorities occasionally announcing the names of absent lawmakers rather than imposing financial penalties.

Under the attendance regulations, the House holds three sessions each week. Three late arrivals are counted as one day of absence, while an MP who misses three days without permission receives a written warning.

Lawmakers who accumulate seven days of unauthorised absence within a month are referred to the Ethics Committee and face a deduction equivalent to one-fifth of their monthly salary.

With each MP earning $5,240 per month, the prescribed penalty amounts to $1,048. The rules also prohibit lawmakers from avoiding the penalty by signing the attendance register and then leaving before a session ends. Such conduct is treated as an absence.

House Speaker Abdulkadir Mohamed Nur defended the enforcement drive, arguing that lawmakers should not receive equal pay when their attendance records differ significantly.

He said MPs who attend sessions, including those who are unwell, should not be treated the same as colleagues who remain absent without authorisation.

“Even if only two MPs show up, only those two will be paid,” the Speaker told lawmakers, signalling a tougher approach to parliamentary attendance.

The decision comes amid repeated disruptions to parliamentary business caused by a failure to meet the required quorum. A session cannot begin unless more than 140 MPs are present, while the rules permit only 30 lawmakers to be on leave at any one time.

According to the figures provided, sessions that fail to reach the required attendance threshold reflect widespread absence among members.

The enforcement of attendance rules is intended to strengthen accountability and ensure that lawmakers fulfil their legislative responsibilities.

However, MPs who challenge the deductions have the right to appeal within 15 days or request that the matter be debated by the full House.

The move marks a shift from warnings and public disclosure of absenteeism towards financial penalties, as parliamentary leaders seek to improve attendance and prevent repeated interruptions to legislative proceedings.

Former Somali President Sheikh Sharif Sheikh Ahmed has accused Somalia’s federal government of targeting his staff, deploying security forces near his Mogadishu residence and restricting access to his home, escalating tensions between the government and opposition figures over the country’s political and electoral future.

In a statement issued Sunday, Sharif rejected allegations by the National Intelligence and Security Agency (NISA) that members of his security detail had attacked intelligence personnel in the General Da’ud sector of Wadajir district.

His office described the allegations as misleading and urged security institutions to remain independent of political disputes, operate within the law and treat citizens equally.

Sharif’s office alleged that government forces had been positioned near his residence in recent days and claimed that some members of his staff had been abducted.

It also said roadblocks and movement restrictions had impeded access to the property and disrupted deliveries of essential supplies, including food and water.

According to the statement, Sharif’s security personnel had exercised restraint to prevent the situation from escalating into an armed confrontation.

The former president’s office warned against using unverified security allegations to intimidate opposition politicians or undermine calls for an election process based on political consensus.

It said all reported incidents should be documented and independently verified, adding that anyone found to have committed wrongdoing under the authority of the state should be held accountable.

Sharif reaffirmed his support for national security, the independence of security institutions and the rule of law, but argued that these principles must apply equally regardless of political affiliation.

He called on government leaders, security agencies, opposition figures and international partners to promote transparency, accountability and dialogue, warning that further escalation could threaten civilian lives and stability in the capital.

The statement also stressed that Somalia should resolve its political disagreements through negotiations, mutual trust and an agreed electoral process rather than confrontation.

Sharif denied seeking to provoke insecurity or bloodshed and urged leaders to exercise restraint amid the country’s continuing political tensions.

NISA issued its own statement hours earlier, accusing armed men allegedly acting under Sharif’s orders of attempting to provoke a confrontation with its public protection forces in the General Da’ud sector of Wadajir district.

The agency said its personnel had acted professionally and exercised restraint to prevent further escalation and protect civilians.

The intelligence agency further alleged that armed members of Sharif’s security detail, carrying AK-47 rifles, BKM machine guns and rocket-propelled grenades, had forcibly entered homes in the Tiintiinley neighbourhood.

NISA also claimed that the same group attacked its personnel on June 24, 2026, and abducted a soldier who was performing official duties. It said security operations in the General Da’ud sector were obstructed again on June 27.

NISA maintained that it would not allow its personnel to be drawn into political disputes and said it remained committed to protecting national security and maintaining public order in Mogadishu.

The competing statements highlight growing friction between the federal government and opposition figures as political actors continue to debate Somalia’s electoral arrangements.

However, the allegations made by both Sharif’s office and NISA have not been independently verified, and no independent evidence establishing responsibility for the reported incidents was provided in the statements.

Somalia’s plan to restore its national currency has come under parliamentary scrutiny, with lawmaker Abdullahi Arab questioning the legal and economic justification for a proposed rate of 100 Somali shillings to one US dollar.

The issue arose during the second reading of legislation to amend the law governing the Central Bank of Somalia.

Arab challenged Article 34(2) of the draft bill, arguing that lawmakers needed a formal economic assessment explaining how the proposed exchange rate had been determined.

“What is the economic and legal basis for determining in Article 34(2) that 100 Somali shillings equal $1, when no formal study has been presented to the House?” Arab asked during the parliamentary session.

He also raised concerns about the implications of the proposed arrangement for the Central Bank’s authority over monetary policy, calling for greater clarity on the legal framework and economic principles underpinning the currency plan.

Somalia’s Effort to Restore the Shilling

The parliamentary debate comes as Somalia works towards reintroducing the Somali shilling after decades in which the Central Bank has not issued a new series of banknotes.

In a December 2024 assessment, the International Monetary Fund (IMF) said Somali authorities planned to restore the shilling as legal tender, replacing old notes in circulation, many of which are believed to be counterfeit.

The currency reform is intended to rebuild public confidence in the national monetary system, improve access to financial services and make small cash transactions easier, particularly for people who have limited access to formal banking.

The IMF has also discussed plans for a currency-board arrangement, a framework designed to support currency stability by linking monetary issuance to foreign-exchange reserves under specified rules.

Somalia’s proposed approach would retain the US dollar alongside the shilling, rather than immediately eliminating the use of foreign currency.

However, the exchange rate discussed in parliament does not, by itself, establish the current market value of the Somali shilling or confirm that newly issued banknotes are already in circulation. The proposal remains part of the legislative and policy process.

MPs Seek Details on Banknotes and Implementation

Lawmakers have also asked the government and Central Bank to clarify how the new currency would be introduced. Their questions include the expected issuance date, the denominations and designs of the banknotes, and where the notes would be printed.

Some members of parliament have called for the Central Bank governor to appear before the House to explain the technical and financial aspects of the proposed reform.

The questions reflect broader concerns about how the currency would be introduced, how public confidence could be restored and what safeguards would be needed to ensure the process is credible and transparent.

Cash remains particularly important in rural communities and among small businesses and livestock traders, many of whom rely on physical currency and have limited access to digital payment systems.

A successful reform could help facilitate everyday transactions, but its effectiveness would depend on practical implementation, public trust and the stability of the monetary framework.

Central Bank Powers and Next Steps

The parliamentary committee examining the bill said it would review the recommendations raised during the debate.

It also indicated that information about proposed banknote samples, denominations, designs and printing arrangements would be provided to lawmakers at the appropriate stage.

The legislation remains under consideration, and the questions raised by Arab highlight the need for a clear explanation of the proposed exchange-rate provision before it is finalised.

The debate also touches on a wider policy issue: how Somalia can restore a functioning national currency while protecting the Central Bank’s role in monetary policy and maintaining confidence in the financial system.

The success of the planned currency revival will depend not only on the introduction of new banknotes but also on transparent decision-making, sound monetary arrangements and the public’s willingness to use the shilling alongside the US dollar.

Former Somali Foreign Minister Abdisalam Abdi Ali has claimed that several countries may be considering withdrawing their recognition of Somalia’s Federal Government, raising questions about the country’s international standing, national unity and relations between the federal administration and regional states.

Abdisalam said he was aware of countries weighing a possible change in their position towards the government based in Mogadishu.

He also discussed the possibility of Puntland separating from the rest of Somalia and the potential political implications for the federal government.

He argued that if Puntland were to pursue separation with broad public support, the Federal Government could face political challenges to its claim of representing the entire country.

However, he did not identify the countries allegedly considering withdrawing recognition, and no specific official decisions were cited to substantiate the claim.

What International Law Says About Recognition

International law distinguishes between recognising a state as a sovereign country and recognising a particular government as the authority representing that state.

Somalia remains a member of the United Nations, and its status as an independent country is not automatically determined by the diplomatic position of any single foreign government.

Foreign governments can change their diplomatic relations with Mogadishu, downgrade ties or reconsider which authorities they engage with.

However, a decision by one or more countries to reduce relations with Somalia’s Federal Government would not, by itself, mean that Somalia had lost its status as an internationally recognised sovereign state.

If foreign governments were to dispute the Federal Government’s authority to represent Somalia internationally, the development could create diplomatic complications.

The consequences would depend on the nature of the decisions taken, the countries involved and the extent to which those governments changed their official policies.

For now, Abdisalam’s remarks remain a claim rather than confirmation of an emerging international policy shift. Establishing whether any countries are genuinely considering such action would require identifiable governments, official statements or other verifiable evidence.

Could Puntland Separate From Somalia?

The prospect of Puntland becoming independent would raise significant legal and political questions.

Puntland is a federal member state within Somalia’s federal system, and any move towards separate statehood would involve disputes over Somalia’s constitutional framework, territorial integrity, the wishes of the population and the positions of foreign governments.

Public support could play an important role in a political campaign for independence, but it would not automatically guarantee international recognition.

Recognition of a new state is shaped by a combination of legal considerations, political circumstances and decisions by other countries.

Any attempt by Puntland to separate would therefore have implications beyond its internal politics.

It could affect relations with the Federal Government, the wider federal system and neighbouring countries, while raising questions about borders, political authority and international engagement.

Federal Disputes Fuel Debate Over Somalia’s Future

Abdisalam’s comments come amid continuing political disagreements between Somalia’s Federal Government and some federal member states over governance, constitutional issues and the future of the country’s federal arrangement.

These disputes have fuelled wider debate about the balance of power between Mogadishu and regional administrations, as well as the long-term stability of Somalia’s political system.

Nevertheless, the suggestion that foreign governments could withdraw recognition from the Federal Government should be treated cautiously in the absence of named countries or confirmed official actions.

The distinction between Somalia’s continued international status as a sovereign state and the diplomatic standing of its federal administration remains central to understanding the issue.
