										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">MOGADISHU (Kaab TV) – Two days before a secret meeting took place inside Villa Somalia between President Hassan Sheikh Mohamud and MP Jacfar Abuukar, businessman Gallad — who is said to have bought land in Dayniile from the president for $27 million in cash — arranged the meeting.</p>
<p>The meeting came after MP Jacfar recently delivered a fiery speech in Dayniile, accusing authorities of illegally seizing land from local residents. He also urged Dayniile residents to resist the businessmen encroaching on their land.</p>
<p>According to reliable sources, businessman Gallad personally secured the appointment from Villa Somalia, and MP Jacfar was secretly brought in using the president’s motorcade.</p>
<p>For nearly two hours, the President and the MP failed to reach an understanding. Jacfar reportedly told the President:</p>
<p>“Mr. President, there is not much I need. I am not seeking a job for any Murusade person, nor for anyone from my sub-clan. I have never called your office for such favors.”</p>
<p>After a long exchange, President Hassan Sheikh allegedly said to the MP:</p>
<p>“Honorable MP, I gave that Dayniile land to this man (Gallad). Step aside from it, and tell me what you want.”</p>
<p>MP Jacfar insisted that he wanted nothing for himself. Instead, he requested that residents not be charged more than the price used to regularize land in the Soonakey neighborhood of Hodan—$8,000. He added that residents of Dayniile could only afford $5,000–$6,000, and he rejected the idea that businessman Gallad could sell each plot for $15,000–$20,000. He argued that, logically, Dayniile should not cost more than areas like Wadajir, Hodan, or Howlwadaag, where land is officially regularized at lower rates.</p>
<p>After two hours of stalled discussions, businessman Gallad — feeling financial pressure from the ongoing negotiations — joined the meeting. He reportedly told the President that MP Jacfar could be persuaded if he were offered the position of Director of Immigration in exchange for dropping his objections to the Dayniile land deal and the proposed pricing.</p>
<p>Although the President and his associate Gallad tried to win him over, sources say MP Jacfar firmly refused, arguing that he could not trade his political integrity for a deal that would displace or disgrace his clan during a transitional period. The meeting ended with a vague agreement to “meet again,” and the MP later traveled to Nairobi, Kenya.</p>
<p>Frustrated that he did not secure the deal he wanted, Gallad urged the President to find a quick solution, saying he had invested heavily in the land.</p>
<p>According to Gallad, his expenses included:</p>
<p>$4,000 per plot – Villa Somalia</p>
<p>$2,000 per plot – Muungaab</p>
<p>$1,000 per plot – Macallin Mahdi (operation fee)</p>
<p>$1,000 per plot – Demolition forces (soldiers’ planning)</p>
<p>The businessman now feels he is facing a major financial loss, as his plan to sell each plot for over $15,000 appears to have collapsed, with MP Jacfar blocking the scheme and insisting on much lower prices. Meanwhile, local residents see the dispute as a rare conflict that actually benefits them, as it prevents excessive pricing.</p>
<p>Gallad is currently seeking a solution that does not involve force. On the other hand, MP Jacfar and the Murusade community say they have prepared a response that does not involve begging.</p>

<p>The shake-up comes amid an escalating internal power struggle<strong><a href="https://en.kaabtv.com/somalias-auditor-general-and-court-officials-clash-over-multi-million-dollar-extortion-proceeds/" target="_blank" rel="noopener"> over an alleged multi-million-dollar extortion</a></strong> scheme that has pitted Auditor General Ahmed Isse Gutale against other top officials.</p>
<p>The dispute, which has played out in dramatic fashion, led the Banadir Regional Court to summon <strong><a href="https://kaabtv.com/milicsi-dembiyada-qaran-ee-horey-loogu-eedeeyay-hanti-dhowre-axmed-ciise-guutaale/" target="_blank" rel="noopener">Gutale</a></strong> earlier this year—a summons he refused to acknowledge.</p>
<h3 data-pm-slice="0 0 []"><strong>The Network of Corruption and Abuse</strong></h3>
<p>Judge Salah Ali Mohamud (also known as Salah Daban) has been accused of sexually abusing vulnerable women, while Attorney General Sulayman Mohamoud has been implicated in serious corruption, abuse of power, and past threats against journalists.</p>
<p data-pm-slice="0 0 []">Ahmed Gutale, a former journalist dismissed by BBC Media Action in 2010 for incompetence, was appointed Somalia’s Auditor General in February 2023 by President Hassan Sheikh Mohamud—reportedly as a reward for his role in pro-government propaganda via Radio Mustaqbal during the 2021 Mogadishu unrest and the 2022 presidential election.</p>
<p>The scandal unraveled as Gutale allegedly <strong><a href="https://hornobserver.com/articles/3197/How-a-5-Million-Extortion-Scheme-Sparked-a-Clash-Among-Powerful-Allies-of-Somalias-President" target="_blank" rel="noopener">demanded</a></strong> a 5% bribe on all transactions at the Central Bank of Somalia, clashing with Finance Minister Bihi Iman Egeh and Accountant General Abdirahman Mohamed Anas—exposing deep-seated corruption within the administration.</p>
<p>According to sources, the Council of Ministers has already begun reviewing candidates’ credentials in preparation for its upcoming Thursday weekly meeting, where the new appointments are expected to be finalized.</p>
<p>Avv. Mohamed Hussein Hamud, former head of the expanded Anti-Corruption Commission, is expected to take over the role of the Attorney General.</p>
<p>Mohamed Osman Barri, a former judge, is likely to be appointed as the Chief Judge of the Court of Appeal.</p>
<p>Abdikhadar Mohamed Hassan, described by sources as one of the most controversial figures, is expected to assume the position of Auditor General.</p>
<p>Burhan Mohamed Ali, currently serving at the Appeals Court, is set to be promoted Chief Judge of the Banadir Regional Court.</p>
<h3><strong>A Deepening Corruption Crisis</strong></h3>
<p>President Hassan Sheikh Mohamud is facing one of the most difficult political crises of his tenure, as his close allies engage in an internal power struggle over proceeds from illicit financial activities.</p>
<p>Among the most controversial sources of illicit funds is a fraudulent land auction, where millions of dollars are believed to have been siphoned.</p>
<p>Government sources claim the scheme involved the president himself, his family, and key political allies.</p>
<p>Additionally, high-ranking officials allegedly extorted suspected terrorist financiers, demanding a 20% “fee” to unfreeze their frozen bank accounts.</p>
<p>None of the money collected was deposited into the government treasury, raising further concerns about institutionalized corruption.</p>
<p>Multiple government insiders, speaking on condition of anonymity, have pointed to Premier Bank in Mogadishu as a central player in these corrupt dealings, acting as a conduit for laundering illicit proceeds.</p>

										<content:encoded><![CDATA[<p>MOGADISHU (Kaab TV) – A drone incident over Somalia’s presidential palace, Villa Somalia, on January 31 has intensified long-standing security concerns among Somali officials and Western counter-terrorism experts.</p>
<p>A security officer at Villa Somalia told <strong><a href="https://kaabtv.com/dhacdaddii-diyaaradaha-drones-ee-villa-somalia-oo-walaac-amni-abuuray/" target="_blank" rel="noopener">Kaab TV</a></strong> that palace guards opened fire with small arms and anti-aircraft weapons in an attempt to neutralize the drones.</p>
<p>While there are reports that two drones were shot down, Kaab TV could not independently verify this claim.</p>
<p>On Friday night, security officials at the presidential palace reported that the drones flew dangerously close to Villa Somalia, which houses President Hassan Sheikh Mohamud, Prime Minister Hamza Abdi Barre, and Speaker of Parliament Sheikh Aden Madobe.</p>
<p>The incident caused alarm among senior government officials.</p>
<p>Residents near the palace told Kaab TV that heavy gunfire lasted for more than two hours as guards attempted to shoot down the drones.</p>

<h3><strong>Al-Shabaab’s Drone Ambitions</strong></h3>
<p>Al-Shabaab, the al-Qaeda-affiliated militant group, has long sought to acquire combat drones and missiles.</p>
<p>Intelligence sources and defectors have previously revealed that the group attempted to develop electric-powered aircraft, though these efforts were reportedly disrupted by Somali and African Union military operations.</p>
<p>Despite setbacks, al-Shabaab continues its pursuit of aerial weaponry.</p>
<p>In June 2024, U.S. intelligence <strong><a href="https://edition.cnn.com/2024/06/11/politics/us-intelligence-houthis-al-shabaab/index.html" target="_blank" rel="noopener">uncovered</a></strong> discussions between Yemen’s Houthi rebels and al-Shabaab regarding the supply of weapons, according to CNN.</p>
<p>In response, Somali Prime Minister Hamza Abdi Barre and President Hassan Sheikh’s security adviser, Hussein Sheikh Ali, met with Iranian Islamic Revolutionary Guard Corps (IRGC) officials in Baghdad, urging Iran to pressure the Houthis to halt weapons sales to al-Shabaab.</p>
<p>It remains unclear whether these diplomatic efforts were successful.</p>
<p>The drone incident in Mogadishu has raised concerns not only for Villa Somalia but also for other critical locations, including Aden Adde International Airport and the adjacent Halane area, which hosts foreign embassies and UN offices.</p>

<p>Al-Shabaab has previously targeted these locations with deadly suicide bombings and mortar attacks.</p>
<p>In northeastern Somalia, Puntland security forces last month reported shooting down more than a dozen drones deployed by Islamic State (ISIS) militants engaged in clashes with regional forces in the mountainous Bari region.</p>
<p>Kaab TV reporters who examined the downed drones identified them as Chinese and Iranian models, which had been reconfigured and fitted with improvised explosive devices (IEDs).</p>
<p>Puntland security officials told Kaab TV that it remains unclear how ISIS militants acquired these drones.</p>

										<content:encoded><![CDATA[<p>MOGADISHU (KAAB TV) &#8211; In a bid to address the pressing issues facing the war-torn nation, Somali presidency, The Villa Somalia this week played host to a political stakeholders&#8217; consultative meeting.</p>
<p>The <a href="https://www.facebook.com/VillaSomaliaOfficial/posts/pfbid0Jc5eYQq7Tn6Le9rUQJAqKM3qGGZKoUhVq8RgCXvofhJQcmJWU33TDDmY9mk3ZvnVl">gathering</a> brought together a group of current and former political leaders including President Hassan Sheikh Mohamud, Prime Minister Hamza Abdi Barre and Speakers of Parliament, Abdi Hashi and Adan Madoobe.</p>
<p>Scheduled to span three days from 12th to 14th July at Decale Hotel, the meeting unexpectedly concluded a day earlier than planned, citing difficulties in finding common ground on key agenda items.</p>
<p>The intended outcome of the meeting, as stated by Villa Somalia, was to rally the support and expertise of former leaders and politicians, allowing them to contribute to the nation&#8217;s future, particularly in relation to the proposals put forth by the National Consultative Council on 27th May 2023.</p>
<p>However, the joint statement that was expected to be issued at the conclusion of the meeting was not released. Reports suggest that certain participants expressed discontent and were unwilling to endorse any of the points outlined in the draft statement finally unilaterally released by the Villa Somalia.</p>
<p>Analyzing the press release issued by Villa Somalia, several critical concerns emerged as central to the discussions:</p>
<ul>
<li>The method of conducting the next presidential elections came under scrutiny during the discussions, with some political participants emphasizing the importance of ensuring an inclusive process that respects the will of the people.  This marks backtracking an earlier decision initially proposed by the National Consultative Council on May 27 which states transition from a clan-based selection process to a direct voting system.</li>
<li>The current configuration of the Somali parliament was deemed flawed and necessitated further deliberation, particularly with regards to incorporating input from various social sectors, a point on which consensus had not yet been reached.</li>
<li>The conference discussed the need for a multiparty system.  According to several sources, this particularly came following the rejection of a proposal by President Hassan Sheikh, which aimed to establish only two eligible political parties.</li>

Participants at the gathering only represented portions of the Hawiye, Darood, and Isaq clans, leaving out political stakeholders from other significant clans and regions. Consequently, this lack of inclusivity renders the meeting largely ineffective, even in the face of potentially impactful decisions that could be made.</p>
<p>Amidst these political deliberations, one would mention the dire situation unfolded in Laascaanood, where clashes between Somaliland and Dhulbahante fighters since early February resulted in hundreds of casualties, injuries, and a significant displacement of thousands of families. Unfortunately, the Mogadishu press release did not touch upon this ongoing conflict, further emphasizing the limitations of the non-inclusive meeting.</p>
<p>As discussions and debates ensue within the Somali community, concerns regarding the absence of certain clans and the exclusion of key regions continue to mount.</p>

										<content:encoded><![CDATA[<p>MOGADISHU (KAAB TV) &#8211; In a stunning display of hypocrisy, Somali President Hassan Sheikh Mohamud&#8217;s recent statements about combating corruption within his government have come back to haunt him.</p>
<p>Just barely three weeks ago, he <a href="https://www.facebook.com/VillaSomaliaOfficial/videos/656787459224927">denounced corrupt officials</a> as &#8220;those having a contagious disease&#8221; and called on the people to distance themselves from such individuals. However, it seems that the president himself is unable to adhere to his own words, as he fails to distance himself from his closest allies involved in corrupt practices.</p>
<p>A troubling case has emerged from the Ministry of Finance, where officials are unable to account for a substantial sum of USD 400,000 that was withdrawn from government accounts for President Mohamud&#8217;s planned trip to London in May of this year.</p>
<p>The president was slated to attend the <a href="https://www.bbc.co.uk/news/topics/c9wl4m5rqmlt">coronation of King Charles III</a> and Queen Camilla, but due to his failure to travel on time and the fact that United Kingdom’s airspace authorities do not permit direct flights from Somalia, the trip was ultimately canceled.</p>
<p>Despite this, officials at Villa Somalia, the presidential palace, have not returned the funds that were withdrawn from the Central Bank for the purpose of the president&#8217;s travel. Instead, a key member of the cabinet and a staunch ally of the president has allegedly taken possession of the funds and refuses to provide an account of their use.</p>
<p>State Minister for Presidency Abshir Ahmed Mohamed, also known as Abshir Bukhaari, is at the center of this controversy.</p>
<p>Despite multiple requests for clarification and accountability from the Ministry of Finance, Abshir Bukhaari has allegedly harassed ministry officials and failed to provide any explanation regarding the funds.</p>
<p>Two officials from the finance ministry and the central bank have confirmed these troubling allegations, speaking on the condition of anonymity due to concerns for their safety.</p>
<p>The matter was brought to the attention of President Mohamud on the eve of his trip to the United States i<a href="https://www.defense.gov/News/Releases/Release/Article/3434902/readout-of-secretary-of-defense-lloyd-j-austin-iiis-meeting-in-washington-with/#:~:text=the%20following%20readout%3A-,Secretary%20of%20Defense%20Lloyd%20J.,developments%20in%20the%20defense%20relationship.">n late June</a>.</p>
<p>However, it appears that no action was taken by the president, who seemingly understands the gravity of the problem.</p>
<p>Another official from the Somali Central Bank corroborated these accounts but was unable to provide further details due to the sensitive nature of the matter. This official emphasized the risks involved, as the individual implicated in the case is closely associated with the president.</p>
<p>This scandal comes on the heels of Prime Minister Hamza Abdi Barre&#8217;s decision to <a href="https://www.garoweonline.com/en/news/somalia/somalia-pm-fires-finance-minister-makes-cabinet-reshuffle">dismiss</a> Finance Minister Dr. Elmi Mohamud Nur on Saturday night.</p>
<p>The minister had recently <a href="https://en.kaabtv.com/somali-finance-minister-sacked-days-after-suspending-powerful-officials-amidst-of-a-power-struggle/">suspended two associates</a> of President Mohamud over corruption allegations and other wrongdoings.</p>
<p>Officials within the finance ministry have repeatedly highlighted instances of the president&#8217;s close associates abusing their influence to embezzle and misappropriate funds at the expense of the government.</p>
<p>Concerns have also been raised regarding the accountability of funds allocated to the president&#8217;s office.</p>
<p>According to the Appropriation Act for the 2023 Fiscal Budget, the president&#8217;s office is set to receive USD 11,329,103 for expenses, including trips and stipends.</p>
<p>However, finance officials assert that there is little to no transparency or accountability surrounding the utilization of these funds.</p>
<p>Despite attempts to seek a comment from Abshir Bukhaari, he did not respond. The president&#8217;s communication director, Abdikadir Dige, stated that he could not comment on the matter.</p>
<p>As the allegations continue to cast a shadow over President Mohamud&#8217;s administration, the lack of action and accountability further undermines the government&#8217;s commitment to tackling corruption within and fostering transparency.</p>

<p>The move has raised concerns about the potential disintegration of federal institutions.</p>
<p>Just two days after the Somali National Consultative Council (NCC) granted itself sweeping powers to alter the constitutional order, the Puntland Political Forum issued a strong statement denouncing the unconstitutional decision.</p>
<p>The Forum expressed its apprehension, warning that such a hasty move could lead to dictatorship and further destruction, while disregarding the constitution and consensus-based decision-making procedures.</p>
<p>Highlighting the significance of abiding by the draft constitution and political agreements, the Forum emphasized the need for a united Somalia and the importance of rebuilding transitional and post-transition institutions.</p>
<p style="margin-top: 0cm; background: white;">“The Puntland Political Forum considers the National Consultative Council (NCC) statement dated May 27, 2023 to be dangerous, and believes it may lead to dictatorship and further destruction. This decision is hasty, and violates the constitution and decision-making procedures whereby political agreement is reached by consensus” reads the statement.</p>
<p>They called on the bicameral legislature not to endorse any political agreement that lacks broad consensus. It further urged politicians, academics, traditional elders, and the Somali people to work together toward a peaceful and inclusive Somalia, addressing constitutional flaws at both federal and regional levels, while maintaining good governance and national unity.</p>
<p>Meanwhile, President Said Abdullahi Deni of Puntland, a key federal member state, expressed his determination to pursue an independent path if President Hassan Sheikh Mohamud continued to disregard key provisions of the constitution. Deni emphasized that Puntland would remain independent until a unified Somalia adhering to constitutional rule is achieved.</p>
<p>Adding to the already tense situation, politicians and clan elders from Baidoa and Mogadishu threatened to establish their own self-rule due to perceived marginalization by President Hassan Sheikh&#8217;s government. They cited concerns over the misappropriation of state resources, rampant corruption, and the unequal distribution of foreign aid to the government.</p>
<p>Opposition leaders, including a former president and three prime ministers, condemned the move as unconstitutional and urged those involved to reconsider actions that could plunge the country further into chaos.</p>
<p>As Somalia faces this constitutional crisis, the nation stands at a critical juncture, with the need for political consensus and inclusive dialogue becoming more crucial than ever.</p>
<p>&#8220;The stakes are high, and the decisions made in the coming days or months will shape the future trajectory of Somalia&#8217;s governance and stability,&#8221; says political analyst Mohamed Nuur.</p>
<p>Transitioning away from the existing clan-based power-sharing system, which mandates equal representation for the four major clans and half for the remaining clans, poses a significant challenge. Complicating matters, Somalia&#8217;s constitution has remained provisional since its adoption in 2011, without undergoing a referendum.</p>
<p>According to experts, any substantial constitutional amendments necessitate consensus through an inclusive process. Given the country&#8217;s current state of division into rival regional states and the evident deep-seated distrust among clans, it is essential that all clans have a voice in the process.</p>
