Two officials from the administration and finance department of Agency (NISA) have reportedly been arrested over allegations involving the misappropriation of approximately $2.5 million in government funds.

According to sources familiar with the case, the detained officials served as a cashier and an accountant within NISA’s finance department.

Investigators are reportedly examining how the funds were managed, where the money went, and whether other individuals may have been involved in the alleged scheme.

The case has sparked renewed scrutiny over financial oversight and accountability within Somali state institutions.

Analysts argue that if such a large sum was indeed embezzled, investigators will need to examine the entire chain of financial authorization and supervision rather than focusing solely on the officials who directly handled the funds.

Unconfirmed allegations have also circulated regarding the possible involvement or knowledge of NISA’s Director of Administration and Finance, Abdishakur Furje.

However, no independent evidence has been presented to support those claims, and it remains unclear whether he is facing any official investigation.

Mursal Aydarus, a specialist in public administration and financial management, questioned whether two mid-level employees could have diverted such a large amount of money without the involvement or awareness of higher-ranking officials.

“There appears to be suspicion of corruption and stolen funds, but it is difficult to believe that two lower-level employees alone could have diverted an amount as large as $2.5 million,” he said.

He argued that any credible investigation should examine the financial system under which the officials operated, including approval procedures, oversight mechanisms, and the responsibilities of senior managers.

A senior official from the Office of the Auditor General was also quoted as emphasizing that any corruption probe should follow the full chain of responsibility within the administrative and financial structure.

Such an approach would require investigators to trace the movement of funds, review financial records, and examine every level of authorization involved in handling the money.

If the allegations are substantiated, the case could become one of the most significant corruption investigations involving Somalia’s intelligence agency in recent years, raising broader questions about internal controls, transparency, and financial accountability within key state institutions.
