The Commander of the Somali Army’s Ground Forces, General Sahal Abdullahi Omar (Khaalid), and his Turkish counterpart, General Metin Tokel, attended the graduation ceremony of the 21st Battalion of Somalia’s Gorgor Special Forces in Manisa, Turkey, marking another major milestone in the development of Somalia’s elite military units.

The ceremony marked what Somali officials described as a significant achievement for the Somali Armed Forces, as the 21st Gorgor Battalion completed its training as a fully formed unit at a single location and within a structured training period.

The completion of the program is expected to strengthen the Somali military’s operational readiness and provide the army with another specialized force capable of carrying out complex national security and counterterrorism missions.

The graduation comes at a critical time for Somalia, as the government continues to prepare its forces for expanded military operations against Al-Shabaab.

Somali forces, supported by regional and international partners, have been working to regain territory from the militant group and strengthen the government’s ability to independently conduct security operations across the country.

Gorgor’s Role in Somalia’s Military Campaign

Gorgor, one of Somalia’s principal special operations formations, has received extensive training and equipment from Turkey and has increasingly become an important component of the Somali military’s counterterrorism strategy.

Growing Military Partnership Between Somalia and Turkey

The presence of General Metin Tokel at the graduation ceremony also highlighted the increasingly close military relationship between Somalia and Turkey.

Turkey has become one of Somalia’s most important defense partners over the past decade, providing military training, equipment and institutional support.

Much of this cooperation has been conducted through the TURKSOM military training facility in Mogadishu, where Somali soldiers have received training under Turkish instructors.

The partnership has expanded beyond basic military training to include the development of specialized units such as Gorgor.

Turkish support has played a significant role in Somalia’s efforts to professionalize sections of its armed forces and establish units capable of conducting more sophisticated military operations.

The participation of senior Turkish and Somali military commanders at the ceremony underscored the importance both governments attach to the partnership and its role in strengthening Somalia’s security institutions.

Focus on Operations Against Al-Shabaab

The graduation also comes as Somali security forces intensify preparations for further operations against Al-Shabaab.

Somalia has been attempting to expand military pressure on the militant group, particularly in areas where Al-Shabaab continues to maintain operational networks and control over territory.

Specialized units such as Gorgor are expected to play an important role in offensive operations, particularly where highly trained troops are required.

Military officials and security planners have also been working to improve coordination between different Somali forces, intelligence-sharing mechanisms and operational planning.

The objective is to ensure that newly trained units can operate effectively alongside conventional army formations and other security forces.

Strategic Importance of the Gorgor Force

President Hassan Sheikh Mohamud has previously described the Gorgor forces as an “symbol of strength and resilience,” while urging members of the armed forces to maintain discipline and professionalism in carrying out their responsibilities.

The government has made military professionalization one of the central elements of its broader security-sector reform agenda.

The development of specialized forces is intended to create units capable of taking on demanding missions while gradually improving the overall capacity of the Somali National Army.

However, the graduation also raises a broader question about how these specialized forces will be integrated into Somalia’s wider military structure.

Challenges Beyond Training

Although the graduation represents an important achievement, military training alone will not resolve all of the challenges facing Somalia’s security forces.

The Somali military continues to face difficulties related to logistics, intelligence gathering, command and control, equipment maintenance and the ability to sustain prolonged operations in remote areas.

These challenges can limit the effectiveness of even highly trained combat units if they are not supported by adequate supply chains, intelligence and institutional structures.

There is also the question of sustainability. Somalia has received substantial assistance from international partners, including Turkey, in developing specialized military capabilities.

While such assistance remains valuable, Somali authorities face the long-term challenge of ensuring that these capabilities can be maintained and expanded through domestic institutions and resources.

Military analysts have frequently emphasized that building a capable national army requires more than creating elite units. It also requires strengthening conventional forces, improving logistics and ensuring effective command structures across the armed forces.

The Need to Strengthen the Wider Army

The development of Gorgor and other special forces could significantly improve Somalia’s counterterrorism capabilities, but experts have cautioned against relying too heavily on a small number of elite formations.

If specialized units receive advanced training and equipment while conventional forces remain poorly equipped or inadequately supported, the military could develop an imbalance in which a limited number of formations carry a disproportionate share of combat operations.

For that reason, the government faces the challenge of ensuring that investment in Gorgor and Danab is accompanied by broader reforms across the Somali National Army.

Improvements in logistics, intelligence, communications, leadership and troop welfare will be essential if the gains made through specialized training are to translate into lasting military effectiveness.

The graduation of the 21st Gorgor Battalion in Manisa is an important milestone in Somalia’s efforts to develop a more professional and capable military.

It also demonstrates the continuing depth of the defense relationship between Mogadishu and Ankara.

For Somalia, the immediate priority will be turning the training received by the newly graduated troops into effective operational capability while ensuring that the forces operate under strong command structures and respect military discipline and the rule of law.

The longer-term test, however, will be whether Somalia can use the development of specialized formations such as Gorgor as a foundation for strengthening the entire national army.

The graduation therefore represents both an achievement and a challenge: Somalia is producing increasingly capable specialized forces, but sustaining those capabilities and integrating them into a professional, self-reliant national security system will remain crucial to the country’s long-term fight against Al-Shabaab and its broader security objectives.
