<p data-start="261" data-end="542">Prime Minister Hamza Abdi Barre said on Saturday that the government has already recruited and deployed 6,000 trained teachers in less than two years — a significant increase from the roughly 900 teachers who were on the federal payroll when the current administration took office.</p>
<p data-start="544" data-end="850">“In just two years, we recruited and deployed 6,000 trained teachers as part of our journey toward reaching 10,000 nationwide — from bustling cities to the most remote communities,” Barre said in a post on X, formerly Twitter. “We are pressing forward to reach 12,000 government-employed teachers by 2026.”</p>
<p data-start="852" data-end="1030">Barre described education reform as a national mission, emphasizing that teacher salaries are now fully financed through domestic revenue for the first time in Somalia’s history.</p>
<p data-start="1032" data-end="1230">“That is not just policy — it is pride. It is sovereignty in action,” he said. “Our teachers are no longer overlooked; they are honored as the heartbeat of our country and the builders of tomorrow.”</p>
<p data-start="1232" data-end="1605">According to the prime minister, fewer than one in four Somali children were enrolled in school when the current government assumed office. Since then, enrollment has expanded significantly, with the number of national Grade 12 examination candidates rising from 7,000 to 39,000. Students in Las’anood also sat for national examinations for the first time in three decades.</p>
<p data-start="1607" data-end="1754">Government figures indicate that nearly 250,000 graduates and 200,000 current students are now registered within Somalia’s higher education system.</p>
<p data-start="1756" data-end="1941">Despite the progress, Barre acknowledged the scale of the remaining challenges, noting that Somalia would ultimately require an estimated 120,000 teachers to fully meet national demand.</p>
<p data-start="1943" data-end="2203">Education specialists caution that while expanding the teaching workforce is a critical step, sustainable long-term progress will depend on continued investment in school infrastructure, curriculum modernization, teacher training, and institutional governance.</p>
<p data-start="2205" data-end="2430" data-is-last-node="" data-is-only-node="">The government’s announcement signals a broader effort to transition essential public services toward domestically financed systems, aligning with ongoing fiscal reforms and state capacity-building initiatives across Somalia.</p>

<p data-start="284" data-end="798">The session, which was scheduled to be jointly chaired by the Speaker of the House of the People, Sheikh Adan Mohamed Nur (Madobe), and the Second Deputy Speaker of the Upper House, Shacbaan Ibrahim, descended into confusion from the outset. Opposition lawmakers disrupted the meeting by blowing whistles and banging plastic containers, protesting the proposed agenda, which focused on debating amendments to Chapters 5 and 9 of Somalia’s Provisional Constitution—an issue that has sparked significant controversy.</p>
<p data-start="800" data-end="1001">The Speaker of the Upper House, Abdi Hashi Abdullahi, boycotted the session despite being expected to attend joint parliamentary meetings, highlighting the deep divisions within the Federal Parliament.</p>
<p data-start="1003" data-end="1125">MP Hassan Ibrahim, a lawmaker from Jubaland, said the session failed to officially open after members rejected the agenda.</p>
<p data-start="1127" data-end="1296">“No agenda was approved. The hall turned into a scene of fighting and chaos, and that is how the meeting ended,” he told the media following the collapse of the session.</p>
<p data-start="1298" data-end="1554">Several lawmakers argued that amending the constitution at this time is unlawful, noting that President Hassan Sheikh Mohamud and the current Parliament have only three and a half months remaining in their term, making constitutional changes inappropriate.</p>
<p data-start="1556" data-end="1708">Opposition MP Dahir Amin Jeesow warned that Speaker Adan Madobe could face removal from office if he continues to introduce agendas that lack consensus.</p>
<p data-start="1710" data-end="1853">“If Adan Madobe insists on pushing an agenda that is not agreed upon, we will remove him from office—and I will take his seat,” MP Jeesow said.</p>
<p data-start="1855" data-end="2037">Meanwhile, the Minister of Internal Security, who is also an MP, Abdullahi Ismail Fartaag, accused opposition lawmakers of illegally obstructing the constitutional amendment process.</p>
<p data-start="2039" data-end="2287">A physical altercation later erupted between MP Fartaag and MP Hassan Ibrahim, with the two exchanging punches as the parliamentary chamber turned into what witnesses described as a battleground. Journalists were present and witnessed the incident.</p>

Members of both chambers were distributed reports on the proposed amendments to Chapters 5 through 9 of the Constitution, including a detailed explanatory document, as well as a brief proposal regarding amendments to Articles 49, 50, and 54 of Chapter 4,” the statement from the Speaker’s office said.</p>
<p data-start="2908" data-end="2980">The meeting concluded around midday amid widespread disorder and unrest.</p>
<p data-start="2982" data-end="3325">This incident follows developments from the previous day, when the joint constitutional review committee of both parliamentary chambers became divided over the disputed amendments to Somalia’s Provisional Constitution. 										<content:encoded><![CDATA[<p data-pm-slice="0 0 []">MOGADISHU (Kaab TV) – Opposition MP Dahir Amin Jeesow, a member of Somalia’s federal parliament, has accused President Hassan Sheikh Mohamud of adding a new chapter to the country’s constitution that was drafted externally and inserted unlawfully.</p>
<p>In an exclusive interview with Kaab TV, MP Jeesow said that it is not within parliament’s mandate to amend the constitution, arguing that the Provisional Constitution was a pact agreed upon by representatives from all federal member states.</p>
<p>“It is not our job to amend the constitution. Among the four chapters, there is one that was written outside and inserted,” MP Jeesow stated.</p>
<p>Previously, there have been accusations that most of the altered provisions in the constitution were written by President Hassan Sheikh himself.</p>
<p>The federal member states of Puntland and Jubbaland, along with opposition politicians in Mogadishu — including former leaders — have rejected the constitutional amendments, calling them illegal.</p>

<p>This impasse has led to concerns about the country&#8217;s stability and progress.</p>

										<content:encoded><![CDATA[<p>MOGADISHU (Kaab TV) — Somali parliamentarians on Monday questioned State Minister for Foreign Affairs Ali Omar during a heated session of the Lower House, as debate began over the newly adopted Intergovernmental Authority on Development (IGAD) treaty.</p>
<p>Minister Omar told lawmakers that Somalia has not yet ratified the treaty, which was approved by Heads of State and Government during the 14th Ordinary Session of the IGAD Summit held in Djibouti on June 12, 2023.</p>
<p>So far, only Djibouti, Ethiopia, and South Sudan have ratified the new agreement.</p>
<p>“There is nothing significant we can change in the treaty. I encourage you to read it thoroughly. If there are any concerns, Somalia can enter reservations before ratification,” Omar explained.</p>

<p>However, the parliamentary discussion quickly shifted from treaty details to broader concerns about Somalia’s continued membership in IGAD, with several MPs proposing a complete withdrawal from the eight-member regional bloc.</p>
<p>“IGAD is composed of some of the most unstable countries in the region,” said MP Mohamed Kooshin, citing ongoing conflicts in South Sudan and Sudan, as well as Uganda’s military presence in Somalia and the internal situations in Ethiopia and Eritrea. “We gain nothing from this body. It is best for Somalia to exit.”</p>

<p>MP Dahir Amin Jesow of the opposition Himilo Qaran party echoed those sentiments.</p>
<p>He recalled IGAD’s origins as a six-nation effort to address humanitarian crises like the drought in Ethiopia but said the bloc has evolved into a politically driven organization with deep interference in Somali affairs.</p>
<p>“Our parliament once passed a resolution to keep IGAD frontline states out of Somalia. That shows the level of unwanted intervention,” Jesow said.</p>
<p>“Today, IGAD member states have deployed their troops in Somalia. What we’ve received is not support, but destruction and interference.”</p>

<p>IGAD countries including Uganda, Ethiopia, Djibouti, Kenya, and Burundi have contributed troops to the African Union mission in Somalia since 2007 to combat al-Shabaab militants and support the federal government.</p>
<p>Despite the criticism, some lawmakers advised caution.</p>
<p>MP Abdisalam Dhabancad warned against a hasty decision to withdraw, noting that IGAD had provided Somalia with significant support over the years.</p>
<p>“We have benefited from IGAD in many ways. Let’s not rush into decisions that could harm our interests,” Dhabancad told his colleagues.</p>
<p>The parliamentary chair announced that discussions on the IGAD treaty will continue. A draft resolution will go through three readings in parliament before a final vote is held.</p>
