This decision is linked to the mandate period of the Panel of Experts supporting the 2713 Sanctions Committee, whose term is scheduled to end on January 13, 2026.

These developments come at a time when AUSSOM is facing significant funding challenges that are affecting both the mission’s operations and those of the UN Support Office in Somalia (UNSOS).

The financial constraints pose serious risks to ongoing security and stabilization efforts in the country. The African Union has recently urged the international community to urgently ensure predictable and sustainable funding so that AUSSOM personnel receive their salaries, logistical support, and operational resources.

AU officials have warned that continued funding shortages could undermine hard-won gains in the fight against Al-Shabaab and jeopardize the safety of areas already recovered from the group, putting the security of Somali communities at risk.

Countries supporting AUSSOM have been encouraged to increase their financial contributions to ensure that the mission remains unified, effective, and capable of helping Somalia achieve lasting peace.

Kenyan security officials, working with Mandera County authorities, are targeting specific locations suspected of being used by Al-Shabaab fighters to stage cross-border attacks and kidnappings.

Kenya has announced that it is intensifying security measures in Mandera County, where recent incidents have disrupted stability and raised public concern.

Mandera lies on the Kenya-Somalia border and has recently seen a wave of attacks.

On Friday, armed men hijacked one of the Mandera County government vehicles.

Since then, a series of meetings have been held to discuss how to prevent such incidents and apprehend the perpetrators.

Meanwhile, Mandera Governor Mohamed Adan Khalif has expressed concern over Somali militia groups that have recently been clashing along the border near Beled-Hawo town in Somalia.

The militias, aligned with Abdirashid Janan and the Jubaland administration, have fought deadly battles over the past two months in Beled-Hawo, causing displacement and casualties. Janan’s militias are reportedly supported by the Federal Government of Somalia.

Kenyan authorities fear that Al-Shabaab may be exploiting the instability along the border to carry out cross-border attacks and kidnappings inside Kenya.

Anisa told SJS that on Tuesday night 26 August, she was contacted by a police commander from Waaberi police station in Mogadishu, where her television has a studio. The officer summoned her in response to an alleged complaint filed by another police commander from Dayniile district. On Wednesday morning 27 August, at around 9:30 a.m. local time, when she reported to Waaberi police station, she was held for an hour and her phone was confiscated. Armed men later arrived and forcibly pushed her into a waiting police vehicle. When she tried to ask where she was being taken, two armed officers physically assaulted her, grabbing her by the neck and threatening to strangle her if she resisted.

According to Anisa, she was transferred to Dayniile police station, located on the northwestern side of Mogadishu, where she was interrogated about her recent reports on insecurity and armed robbery. She was locked in a dark cell until nearly 6:00 p.m. local time.

Dalbile TV manager, Mushtaq Qanyare, who is based in the UK, told SJS that Anisa had recently filed two reports highlighting the worsening insecurity in Dayniile district, including incidents where “armed men in government uniforms were robbing civilians“. Anisa herself had also been a victim of robbery by government forces. These reports first published on 23 August, seemed to have angered Dayniile district officials, who demanded that Dalbile TV remove them, but the station refused.

While being detained at the Dayniile police station, Anisa said she was shocked to see “dozens of kidnapped civilians” held there, including local shopkeepers subjected to extortion and bribery demands in exchange for their release. Anisa recounted that one young shopowner told her he had been “held for 45 days without charge and that his family had been forced to pay US$ 400 for his release, yet he remained in custody”.

Although Anisa herself was not charged, she remained locked in the police cell for the entire day.

“At one point they photographed me and forced me to sign a police statement, which they claimed was mine. But when I read it, I saw they had inserted false information and fabricated crimes against me. I refused to sign, and they began threatening me,” she told SJS.

Later in the afternoon, a member of the Somali Federal Parliament’s Lower House intervened. The Dayniile police commander, Captain Ahmed Ali Yalahow, who had ordered her arrest told Anisa that he was informed “she belonged to his clan”, which led to her immediate release.

Yalahow did not respond to SJS calls. However, SJS reviewed a statement he posted on his personal Facebook account on 25 August two days after the Dalbile TV’s report. In the post, Captain Yalahow appeared to acknowledge the armed robbery in his district and even urged locals to report such incidents to the police.

After her release, Anisa wrote about her ordeal on Facebook, but she said she was pressured to remove it, which she did. She told SJS that the Dayniile police commander, Captain Yalahow, had contacted her family, who then pressured her to take it down for her own safety.

“We strongly condemn the unlawful arrest and assault of our colleague Anisa Ahmed. Such blatant abuse of power by the police against a young woman journalist is unacceptable and must not go unpunished. We demand full accountability for those responsible for this unlawful detention and physical assault,” said SJS Secretary General, Abdalle Mumin.

“Instead of addressing the real problems of insecurity and the armed robbery, the authorities in Mogadishu are targeting the messengers who dare to expose the truth. The ongoing threats and intimidation against independent journalists show that speaking out about the harrowing ordeal the Mogadishu population is enduring has become extremely dangerous—not only for journalists but also for ordinary citizens. When press freedom no longer exists, the public’s right to know dies,” Mr. Mumin adds.

The suspect, identified as Hassan Atar, was arrested on Sunday, June 15, while fetching water alone from a well.

He was armed with an AK-47 rifle but unaccompanied, according to Brigadier General Ahmed Abdullahi Sheikh, one of the senior officers leading the counter-terror campaign.

“This represents a substantial achievement by Puntland’s counter-terror operations,” said Brig. Gen. Sheikh. “These exceptional tactical gains will significantly contribute to intelligence gathering, improving threat assessments, and deepening our understanding of this global terror network.”

The arrest was carried out by the 3rd Battalion of the Puntland Defense Forces. Atar is currently being held at an undisclosed interrogation facility.

This follows a similar incident in which Puntland forces previously captured a Moroccan national linked to ISIS.

Sweeping military campaign targeting ISIS

Since December 2024, Puntland has launched a sweeping military campaign targeting ISIS bases entrenched in the Cal Miskaad mountains.

The offensive, supported by U.S. forces, the UAE, and Ethiopia, has led to the recapture of key militant positions.

In a related development earlier this year, Puntland security forces recovered the passport of Mohamed Ahmed Al Hawshani, a Saudi ISIS operative, which revealed he had entered Somalia via Egypt, providing critical insight into the movement of foreign militants.

Meanwhile, following a deadly car bombing, Puntland authorities neutralized 12 ISIS militants near Dharjaalle, a remote mountain area in Bari.

According to Puntland intelligence sources, foreign fighters have been identified from countries including Morocco, Algeria, Tunisia, Libya, Sudan, Syria, Saudi Arabia, Yemen, Ethiopia, and Tanzania.

While ISIS-Somalia remains smaller in scale compared to the al-Shabaab insurgency, its continued foothold in Puntland underscores the region’s ongoing security challenges.

ISIS-Somalia was established in 2015 when Abdulqadir Mumin, a former al-Shabaab cleric, pledged allegiance to ISIS.

Operating primarily in the Golis Mountains, the group has been responsible for a string of assassinations and IED attacks targeting security forces and local officials.

Puntland’s strategic location along the Gulf of Aden and its proximity to the Red Sea make it a key corridor for international maritime trade.

However, the same geography also renders it vulnerable to smuggling networks and transnational criminal activity, which extremist groups exploit for funding.

The region’s complex security environment is further complicated by the involvement of international actors and the broader geopolitical dynamics of the Horn of Africa.

Military officials from South West State said the clash began at dawn when Al-Shabaab fighters launched a surprise attack on a military base in Baay Burjeed manned by regional troops.

The confrontation resulted in deaths and injuries on both sides.

In an official statement, the South West State government confirmed that its forces had repelled the attack and dealt a significant blow to Al-Shabaab.

The statement also noted that bodies believed to be those of Al-Shabaab fighters were brought to Baidoa after the fighting.

Officials also confirmed the loss of several South West State officers during the confrontation.

Following the attack, residents of Baidoa and regional security forces gathered in the city center to express their support and celebrate what they described as a military victory.

The assault reportedly began with explosions targeting the military outpost before an armed assault ensued.

Security forces said they repelled the attack, killing and wounding several of the attackers.

“The Council of Ministers praised the Armed Forces for defeating the surprise assault launched by the Khawarij Al-Shabaab on army and Darawish positions near Baidoa,” read a statement from the South West State presidency.

President Abdiaziz Hassan Mohamed (Laftagareen) later visited frontline troops in Baidoa to commend their efforts and encourage them to continue defending the region.

“We will hunt them down everywhere — in villages, towns, wherever they try to hide,” president Laftagareen declared.

Al-Shabaab, which is designated as a terrorist organization by the Somali government, the United Nations, and other international actors, has intensified its operations across southern and central Somalia in recent months.

The group has regained control over various areas in Hiiraan, Middle Shabelle, and Lower Shabelle.

Despite ongoing military operations, Al-Shabaab maintains control over many rural areas and key roads in South West State, restricting civilian travel.

However, reports from towns such as Xudur, Diinsoor, and Waajid suggest that the group has recently begun allowing public vehicles to use certain routes leading to Baidoa.

It remains unclear whether this shift is part of a broader strategy by Al-Shabaab to expand its influence and territorial control in southern and central Somalia.
