<p data-pm-slice="0 0 []">Garowe (Kaa TV) – Somalia’s semi-autonomous regional state of Puntland has declared that it no longer recognizes Hassan Sheikh Mohamud as the legitimate President of Somalia, arguing that his constitutional term expired on May 15, 2026.</p>
<p>In a statement issued on Thursday, the Puntland administration said the terms of both President Hassan Sheikh Mohamud and Somalia’s Federal Parliament had expired under the country’s Provisional Federal Constitution.</p>
<p>Puntland also endorsed resolutions adopted by the Somali Future Council, an opposition coalition based in Mogadishu, and called for accountability in the management of Somalia’s electoral and constitutional processes.</p>
<p>“The meeting of the Puntland Council of Ministers concluded with decisive resolutions aimed at safeguarding the unity and cohesion of the Somali people, while reaffirming Puntland’s commitment to defending the constitutional framework of the Federal Republic of Somalia,” the statement said.</p>
<p>Citing Article 91 of Somalia’s Provisional Federal Constitution, the Puntland Council of Ministers stated that the term of the President of the Federal Republic of Somalia ended on May 15, 2026.</p>
<p>“Consequently, Puntland declares that Hassan Sheikh Mohamud is now recognized as a former president and no longer has the legal authority to occupy or continue operating from the Office of the President of the Federal Republic of Somalia,” the statement added.</p>
<h3><strong>Expiry of of the mandate of the Federal Government </strong></h3>
<p>Puntland also said that, under Article 60 of the Provisional Constitution, the mandate of Somalia’s Federal Parliament expired on April 14, 2026, effectively ending the legal authority of both houses of parliament.</p>
<p>The regional administration welcomed resolutions issued by the Somali Future Council during a meeting held in Mogadishu on May 15, 2026, which similarly declared that the mandates of President Hassan Sheikh Mohamud and the Federal Parliament had expired.</p>
<p>Puntland further called for responsibility and transparency in the management of Somalia’s electoral process.</p>
<p>“The Federal Government, by violating its own constitution, has also established a disputed electoral committee that lacks legal legitimacy under the Provisional Constitution and the 2012 political agreement, and therefore has no lawful authority to oversee elections for the Federal Member States of Somalia,” the statement said.</p>
<p>Puntland officially suspended cooperation with the Federal Government in Mogadishu two years ago, accusing it of constitutional violations.</p>
<p>Since last year, Puntland President Said Abdullahi Deni has aligned himself with the opposition coalition that accuses the Federal Government of attempting to extend President Hassan Sheikh Mohamud’s term in office.</p>
<p>The Puntland administration and opposition groups have also rejected constitutional amendments introduced by the Federal Government, as well as the proposed “one person, one vote” electoral model, which critics describe as an attempt to prolong the current administration’s mandate.</p>
<p>The mandate of Somalia’s Federal Parliament expired in mid-April, while the presidential term ended in mid-May, deepening political uncertainty in the country.</p>
<p>A political deadlock over the electoral process has triggered rising tensions, security concerns, and opposition protests in Mogadishu in recent weeks.</p>
<p>According to Thursday’s statement, Puntland said Somalia’s federal institutions have entered a transitional period and urged both Somali stakeholders and the international community to recognize that the legal mandates of the country’s federal institutions have expired.</p>
<p>Puntland called on all parties to respect constitutional limits until a consensual agreement is reached on elections for Somalia’s Federal Parliament and Presidency.</p>
<p>The regional administration also urged international organizations and foreign governments to engage directly with Puntland until what it described as a legitimate and legally recognized federal authority is established through consensus.</p>
<p>“The Puntland Council of Ministers also condemned the intimidation, harassment, and restrictions allegedly imposed by former President Hassan Sheikh Mohamud on Somali citizens living in Mogadishu,” the statement added.</p>
<p>Puntland further called on Somali citizens to participate in efforts aimed at “saving the country” and rebuilding Somali state institutions, which it said had deteriorated despite years of international support and reconstruction efforts.</p>
<p>The Puntland Government also expressed appreciation to international partners for their continued support toward Somalia’s recovery and state-building process.</p>

										<content:encoded><![CDATA[<p data-start="0" data-end="255">Garowe (Kaab TV) – The Puntland Ministry of Interior has strongly condemned an election schedule issued by Somalia’s Election and Boundaries Commission, which last night announced the timetable for local council elections in the Federal Member States.</p>
<p data-start="257" data-end="500">In a statement released by the ministry, it was noted that the commission had included the district of Galdogob in the Mudug region in its schedule, despite the fact that Puntland had already held local council elections there on May 25, 2023.</p>
<p data-start="502" data-end="648">The ministry also stated that the schedule included districts in the Sool and Ayn regions, which it insisted constitutionally belong to Puntland.</p>
<p data-start="650" data-end="911">The Puntland administration emphasized that local council, House of Representatives, and presidential elections are constitutional powers exclusively reserved for Federal Member States, as stipulated under Article 120 of the Provisional Constitution of Somalia.</p>
<p data-start="913" data-end="1196">Puntland further declared that the commission which issued the schedule was established without consensus or legal basis and that it does not recognize its legitimacy. It added that the commission has no authority to operate within Puntland’s territory or its constitutional borders.</p>
<p data-start="1198" data-end="1384">The statement also accused the President of Somalia, Hassan Sheikh Mohamud, of using the commission to fuel political tensions, create social divisions, and undermine the federal system.</p>
<p data-start="1386" data-end="1597" data-is-last-node="" data-is-only-node="">However, the National Election Commission later removed Galdogob district from the election schedule, stating that it had been included by mistake and acknowledging that it falls under Puntland’s administration.</p>

<p>In a press release, PUNSAA also stated that it is reminding the Federal Ministry of Justice and Constitutional Affairs of Somalia, which today issued a statement claiming that Puntland civil society participated in the constitutional amendment process, that the position of Puntland civil society remains exactly as declared on March 30, 2024.</p>
<p>PUNSAA reiterated that it clearly articulated its stance on the proposed amendments to the Provisional Constitution in its statement issued on March 30, 2024.</p>
<p>“Furthermore, the Puntland Non-State Actors Association (PUNSAA) confirms that the Independent Constitutional Review and Implementation Commission neither consulted nor listened to the views of Puntland civil society regarding the constitutional amendments, despite stating in its published document that it had consulted civil society,” the press release said.</p>
<p>This clarification comes after the Somali Minister of Justice and Constitutional Affairs, Hassan Sheikh Ali, claimed yesterday that “various stakeholders, including Puntland, were consulted,” without providing any evidence to support this assertion.</p>

<p data-start="213" data-end="389">Lieutenant Mohamed Siciid Cabdi Muumin was appointed as the Head of the Road Safety Department of Bari Region, according to a decree issued by the Office of Commander Muumin.</p>
<p data-start="396" data-end="606">All relevant institutions addressed by the decree have been instructed to facilitate the implementation of this appointment so that the newly appointed commander can effectively carry out his official duties.</p>
<p data-start="613" data-end="767">The newly appointed Head of the Road Safety Department for Bari Region, Mohamed Siciid Cabdi Muumin, also graduated today from Golis University in Bosaso.</p>

<p>According to information obtained by Puntland Post, troops recently redeployed from the Calmiskaad mountains and currently stationed at the 54th Brigade military base in Garowe are expected to move toward the Sool region in the near future.</p>
<p>Huddun district is home to the Holhol well, previously known as the Nugaal well. It was one of the earliest sites for oil exploration, conducted approximately 46 years ago by American-owned companies.</p>
<p>In 2024, the former Federal Minister of Petroleum and Minerals of Somalia, Abdirizak Omar Mohamed, stated that an agreement had been signed with a Qatari-owned company regarding the Holhol well.</p>
<p>Puntland also deployed forces to the coastal town of Las Qoray in the Sanaag region, amid reports that the Federal Government of Somalia intends to establish a military base there for the Turkish government.</p>

										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">Garowe (Kaab TV) — Puntland authorities have ordered military officers who defected to Somalia’s federal government to immediately return all weapons and military assets, warning that failure to comply could have serious security repercussions.</p>
<p>The order was issued by Puntland Police Commander Gen. Mumin Abdi Shire, who accused the officers of unlawfully retaining weapons, vehicles, and military bases belonging to the Puntland regional administration.</p>
<p>He emphasized that the equipment is state property and must be returned without delay.</p>
<p>“No one is above the law,” Gen. Mumin said. “Officers who have involved themselves in political matters must return government assets and military bases. If this does not happen, the consequences could be dangerous for security.”</p>
<p>The officers are currently based in Las Anod, the administrative capital of Somalia’s Northeastern Regional State, where former Puntland units—including elements of the Danab Brigade and the Puntland Security Force (PSF)—have aligned with federal forces and are providing security for senior officials.</p>
<p>The dispute comes amid a rapid realignment of armed groups following the establishment of the Northeastern Regional State, which is recognized by the federal government and encompasses the Sool, Sanaag, and Cayn regions.</p>
<p>Las Anod has emerged as a focal point of competing political claims and shifting loyalties since Somaliland forces withdrew from the city last year.</p>
<p>Earlier this week, Danab Brigade commander Gen. Jimcaale Jamaac Takar said in Las Anod that his forces no longer recognize Puntland President Said Abdullahi Deni as their commander-in-chief.</p>
<p>He announced that the unit would instead place itself, on a temporary basis, under the authority of Northeastern Regional State President Abdulqadir Ahmed Aw-Ali, widely known as Firdhiye.</p>
<p>The announcement marked a sharp escalation in tensions between Garowe and Mogadishu, where relations have deteriorated amid broader disagreements over federal authority, elections, and power-sharing arrangements.</p>
<p>Somali President Hassan Sheikh Mohamud and Prime Minister Hamza Abdi Barre attended Firdhiye’s inauguration on Saturday in Las Anod, alongside senior federal officials, regional leaders, traditional elders, and foreign diplomats.</p>
<p>The high-profile ceremony was widely interpreted as a strong show of federal backing for the new administration and a direct challenge to Puntland’s influence in the region.</p>
<p>Puntland officials argue that the defection of officers and military equipment undermines the region’s security framework and weakens command and control structures. Federal authorities, however, describe the deployment of former Puntland forces in Las Anod as a legitimate effort to stabilize the area under federal authority.</p>
<p>Security analysts warn that unresolved disputes over weapons, loyalty, and command structures could fuel further instability, particularly in a city already shaped by years of conflict and political contestation.</p>

<p>The conference took place shortly after Turkey’s Energy Minister Alparslan Bayraktar announced plans to deploy a drilling vessel to Somalia in February, marking Turkey’s first overseas deepwater energy exploration project. Bayraktar said the Cagri Bey drilling ship would operate in offshore areas within Somalia’s territorial waters, though he did not provide details on potential reserves or investment.</p>
<p>Somalia has long regarded its offshore oil and gas potential as a cornerstone of economic recovery, but progress has been hindered by insecurity, political disagreements between federal and regional authorities, and the lack of a fully agreed resource-sharing framework.</p>

<p>Marking one year since the launch of Operation Hilaac, the police chief stated that the campaign has eliminated the group’s main fighters, cutting ISIS’s military capacity by nearly 85 percent.</p>
<p>He added that weapons stockpiles, supply depots, and facilities used to produce explosives and plan attacks were also destroyed.</p>
<p data-start="0" data-end="359">General Shire stated that ISIS’s most dangerous technological and chemical center, which housed foreign experts specializing in technical attacks, was completely destroyed.</p>
<p data-start="0" data-end="359">He commended Puntland’s efforts to combat terrorism, noting that allied countries provided essential technological and intelligence support that contributed to the operation’s success.</p>
<p data-start="361" data-end="507">The police chief added that the ongoing operations have significantly weakened ISIS, diminishing its capacity to terrorize the local population.</p>

<p>They reported that nearly half a billion dollars are lost to khat across Somalia, highlighting that Puntland in particular suffers severe economic damage due to its consumption, as stated in their official declaration.</p>
<p>“Khat causes serious problems for our society. Migration and illegal movement will continue unless we address the economic issues, of which khat is a part. As parliamentarians, we have a responsibility. In developed countries, it is banned,” said MP Kuluc.</p>
<p>The lawmaker cited several countries, including the United States and the United Kingdom, where khat is prohibited in order to control economic and social challenges.</p>
<p>“The United States banned it 25 years ago. In the UK, other European countries, and many Arab nations, khat is not consumed. The only Arab country where it is still used is Yemen, which is itself struggling. A significant portion of people’s money is wasted on khat, and it negatively impacts our economy, health, and morals,” MP Kuluc added.</p>
<p>Discussions about plans to ban khat have begun in areas of Puntland, with differing opinions emerging among the stakeholders on both sides of the debate.</p>

										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">GALKA&#8217;YO (Kaab TV) – The Court of First Instance in Puntland’s Mudug region today sentenced Hodan Mohamud Diriye to death after she was found guilty of murdering 14-year-old Sabirin Saylaan, who had been living in her household.</p>
<p>The court’s ruling followed a hearing that lasted several hours and was broadcast live on social media. The court also sentenced Hodan’s 65-year-old husband to one year in prison and a $500 fine after finding him complicit in the crime.</p>
<p>Although Hodan Mohamud told the court she did not kill Sabirin, she admitted to routinely torturing the girl. The court stated that the evidence presented clearly showed she was responsible for the murder.</p>
<p>The defendants were granted one month to file an appeal. The lawyer representing them said he was dissatisfied with the verdict and intends to appeal Hodan’s sentence.</p>
<p>The body of the deceased Sabirin, who has not yet been buried, is expected to be handed over to her relatives this afternoon for burial.</p>
<p>Sabirin’s killing sparked protests in Galkayo that resulted in one death and significant property damage.</p>
