										<content:encoded><![CDATA[<p>NEW YORK (KAAB TV) &#8211; The United Nations Security Council held an emergency meeting on 30 October 2025 to address reports of mass killings in El Fasher (Al-Fashir), a city in North Darfur, in the Republic of Sudan.</p>
<p data-start="396" data-end="618">In its statement, the Council emphasised that the escalating crisis can only be resolved through dialogue, and that the United Nations is renewing efforts to resume peace talks that have been under way for some time.</p>
<p data-start="620" data-end="813">The meeting was requested by six Member States: the United Kingdom, Algeria, Sierra Leone, Somalia, Guyana and Denmark. A spokesperson for the United Nations Secretary-General confirmed this.</p>
<p data-start="815" data-end="1104">The violence in El Fasher has drawn international alarm. The paramilitary Rapid Support Forces (RSF) is accused of committing widespread atrocities — including summary executions and ethnically-motivated killings — following its assault on the city.</p>
<p data-start="815" data-end="1104">The Council’s statement condemned these attacks, stressed the urgency of protecting civilians and ensuring humanitarian access, and reaffirmed support for Sudan’s sovereignty, unity and territorial integrity.</p>

<p data-start="790" data-end="1064">The meeting, held on the sidelines of the United Nations General Assembly, brought together key international stakeholders to assess the urgent financial and logistical needs required to sustain Somalia’s ongoing security transition and ensure long-term peace and stability.</p>
<p data-start="1066" data-end="1575">The central aim of the discussion was to mobilize financial support for ATMIS, a mission mandated to support Somalia in its efforts to degrade the terrorist group Al-Shabaab and facilitate the gradual transfer of security responsibilities to the Somali National Army (SNA).</p>
<p data-start="1066" data-end="1575">The meeting also focused on broader goals such as the restructuring and professionalization of Somalia’s national security forces, strengthening institutional independence, and supporting political stability during this crucial period.</p>
<p data-start="1577" data-end="1854">Participants in the meeting included senior representatives from the African Union (AU), the United Nations (UN), the European Union (EU), the Intergovernmental Authority on Development (IGAD), the United States, the United Kingdom, and other bilateral and multilateral donors.</p>
<p data-start="1856" data-end="2212">All attendees reaffirmed the urgent need for sustained financial and logistical support to ensure that ATMIS can fulfill its mandate effectively, especially as Somalia approaches key benchmarks in the transition plan.</p>
<p data-start="1856" data-end="2212">These include a phased drawdown of ATMIS forces and a concurrent increase in the operational capacity of Somali-led security institutions.</p>
<p data-start="2214" data-end="2564">President Mohamud presented a clear vision and roadmap for the next phase of the security transition, highlighting the government’s commitment to building a capable, accountable, and self-reliant national army.</p>
<p data-start="2214" data-end="2564">He emphasized that without consistent and predictable funding, both the mission and Somalia&#8217;s broader security objectives would be at risk.</p>
<p data-start="2566" data-end="2997">“The security of Somalia is not only vital for the stability of the Horn of Africa, but also for global peace and the fight against terrorism,” said President Mohamud. “Our government is making significant progress in rebuilding national security institutions, but we cannot do it alone.</p>
<p data-start="2566" data-end="2997">We deeply value the partnership of our international friends and urge them to maintain their critical support during this transitional period.”</p>
