HARGEISA (Kaab TV) – The President of Somaliland, Abdirahman Abdillahi Irro, has described the recent visit by Somali Prime Minister Hamza Abdi Barre to the city of Lasanod as an “Open Act of aggression.”

President Irro made the remarks today during his annual address to the Somaliland Parliament on Sunday.

“The position of the Somaliland government regarding the visit of Somalia’s Prime Minister to the eastern Sool region of Somaliland was clearly outlined in the communiqué issued after the 16th meeting of the Somaliland Council of Ministers, which I chaired on Wednesday, April 16, 2025. In that meeting, the Republic of Somaliland officially withdrew from talks with Somalia,” said President Irro.

Prime Minister Hamza paid a three-day visit to Las Anod last week where he met officials of the SSC-Khaatumo.

During the visit the SSC-Khaatumo released 25 prisoners of war of Somaliland who were captured during the August 2023 conflict between Somaliland and SSC-Khatumo clan forces.

“Open Act of Aggression”

Irro accused Hamza Abdi Barre of attempting to destabilize Somaliland and warned that such provocation could lead to “civil conflict.”

“My government has informed the international community that the arrival of Somalia’s Prime Minister is a violation of Somaliland’s sovereignty and an outright act of aggression against the Republic of Somaliland. This move aims to destabilize and undermine the peacebuilding and reconciliation efforts that Somaliland has pursued with great effort and determination,” Irro added.

“Once again, we warn that this violation could quickly spark civil conflict.”

He stated that Somaliland has informed neighboring countries about its ongoing peace efforts.

“Somaliland continues to notify neighboring countries and the international community that it remains committed to its peacebuilding, reconciliation, and good-neighborly efforts. However, it must also remind them that it retains the full capability to defend itself against any aggression,” said President Cirro.

BOSASO (Kaab TV) – The U.S. Africa Command (AFRICOM) confirmed it conducted an airstrike against ISIS-Somalia in northeastern Somalia, Puntland, on Sunday, February 16, 2025.

The midnight strike targeted the Kunle area of Al-Miskaad.

“The command’s initial assessment is that the strike killed two ISIS terrorists and no civilians were harmed,” AFRICOM stated.

The operation resulted in the deaths of at least two members of the IS-Somalia group.

The airstrike comes as Puntland security forces have been engaged in intense fighting with ISIS-Somalia militants in the mountainous region since December.

Puntland forces have reportedly driven the militants out of 70% of the area.

The United Arab Emirates has also been providing support to Puntland’s regional forces, including airstrikes and logistical assistance.

AFRICOM emphasized its commitment to ongoing operations against the group.

“Degrading ISIS and other terrorist organizations’ ability to plot and conduct attacks that threaten the U.S. homeland, our partners, and civilians” remains a key objective, the command said.

MOGADISHU (KAAB TV) – Human rights violations committed by the Macawiisley, a clan militia group allied with President Hassan Sheikh Mohamud, have increased by 11% since 2022, with their cases now dominating those brought before the Somali Military Court, according to the court’s chairman, Hassan Ali Nur Shuute.

Speaking at the Prosecutors’ Conference in Mogadishu on Wednesday, Shuute noted that since the arming of Macawiisley militias began in 2022, their abuses have escalated, including attacks against government forces.

“The number of cases involving Macawiisley militias has risen significantly. Their violations have increased by 11%,” Colonel Shuute stated.

The Macawiisley militia is a clan-based armed group in central and southern Somalia, formed to defend local communities against Al-Shabaab.

Named after the traditional Somali “macawiis” wrap, they identify as civilian fighters rather than a formal military force.

Their activities escalated in 2022 when President Hassan Sheikh Mohamud openly backed their mobilization as part of a government-led offensive against Al-Shabaab, providing them with significant support in 2022 and 2023.

Mr. Shuute recalled that in 2022, President Hassan Sheikh Mohamud and the Council of Ministers issued a directive requiring that cases involving Macawiisley be handled by the military court within three months.

“Since 2022, we have been dealing with this issue. I want to ask the Minister of Justice to find a solution so that this responsibility is removed from us,” Shuute said.

This is not the first time concerns have been raised about the Macawiisley militia.

Journalists and human rights activists have previously criticized the government’s decision to arm the clan-based militia, warning of abuses.

The rise in Macawiisley activities has been evident since their involvement in the 2022 war against Al-Shabaab.

Initially supported by government forces, the militia played a key role in the offensive, but the campaign later faltered, raising concerns over their conduct.

Atrocities attributed to the Macawiisley militia include sexual violence against women and girls, the burning of villages, and enforced disappearances in Hiiraan and Middle Shabelle, where much of the fighting took place.

In September 2022, a young man was beheaded, and another had his genitals mutilated by Macawiisley fighters after the former governor of Hiiraan, Ali Jeyte Osman, announced a $5,000 reward for anyone who brought the head of an Al-Shabaab fighter.

However, the militia allegedly began targeting unarmed civilians in pursuit of monetary rewards.
