Top General in Sudan Rejects U.S.-Led Ceasefire Proposal

Khartoum (KAAB TV) – Sudan’s top general has rejected a ceasefire proposal offered by U.S.-led mediators in a bid to end a devastating conflict that has ravaged the country for over two years.

In video remarks released by the military late Sunday, Gen. Abdel-Fattah Burhan described the ceasefire proposal as unacceptable and “the worst yet,” accusing the mediators of being “biased” in their efforts to end the war.

The conflict in Sudan began in April 2023, when the paramilitary Rapid Support Forces (RSF) and the Sudanese Armed Forces clashed in the capital, Khartoum. The war stems from a power struggle between the two groups.

According to U.N. figures, more than 40,000 people have died, though aid organizations suggest the actual toll may be significantly higher.

The fighting has triggered the world’s largest humanitarian crisis, displacing over 14 million people, fueling disease outbreaks, and pushing parts of the country into famine.

Mediators, known as the Quad—comprising the U.S., Saudi Arabia, Egypt, and the United Arab Emirates—have spent more than two years trying to end the fighting and restore Sudan’s path toward a democratic transition, which was derailed by a military coup in 2021.

Earlier this month, U.S. President Donald Trump said he would focus more on helping to resolve Sudan’s war after being urged to act by Saudi Crown Prince Mohammed bin Salman during a White House visit.

On Monday, U.N. Secretary-General António Guterres called for an immediate ceasefire and urged both the military and RSF to negotiate a settlement. Writing on the social platform X, he also called for “safe and unimpeded delivery of humanitarian aid” and an end to arms transfers to Sudan. “We need peace in Sudan,” Guterres said.

Massad Boulos, a U.S. adviser on African affairs, told The Associated Press that the latest proposal envisions a three-month humanitarian truce, followed by a nine-month political process.

The RSF has agreed to the truce following global outrage over paramilitary atrocities in the Darfur city of El-Fasher. In a video speech late Monday, RSF commander Gen. Mohammed Hamdan Dagalo reaffirmed the group’s commitment to a three-month humanitarian truce and urged mediators to pressure the military to accept the proposal.

However, Gen. Burhan rejected the plan, saying it “is the worst document yet” because it “eliminates the Armed Forces, dissolves security agencies, and allows the militia to remain in place” — a reference to the RSF.

“If the mediation continues in this direction, we will consider it biased,” Burhan said. He also criticized Massad Boulos, accusing the U.S. adviser of attempting to “impose conditions on us” and warned that Boulos could become “an obstacle to the peace that all the people of Sudan seek.”

Burhan also targeted the UAE, another member of the Quad, asserting that the mediation group “cannot be considered innocent of responsibility, especially since the world has witnessed the UAE’s support for the rebels against the Sudanese state.”

In response, the UAE Foreign Ministry said Burhan’s rejection of the ceasefire proposal reflects “obstructive behavior,” which “must be called out.” The UAE has faced widespread accusations from rights groups of arming the RSF. U.S. intelligence assessments reportedly indicate that the Emirates has been supplying weapons to the paramilitaries for many months, though the UAE denies these claims.

Burhan dismissed allegations that the military is controlled by Islamists or that it has used chemical weapons against the RSF — accusations made by the Trump administration in May.

He said the military would only agree to a truce if the RSF fully withdraws from civilian areas, allowing displaced people to return home before political negotiations begin.

“We’re not warmongers, and we don’t reject peace,” Burhan said. “But no one can threaten us or dictate terms to us.”

South Sudan Returns Deportee From the US to Mexico

Khartoum (KAAB TV) – South Sudan on Saturday repatriated a Mexican national who had been deported to Juba by the United States in July, the foreign ministry said.

South Sudan said Mexico had provided assurances the national would not face torture, inhumane treatment or unfair prosecution upon arrival.

Jesus Munõz Gutierrez was handed over to Mexico’s designated ambassador, Alejandro Ives Estivill, who arrived in Juba on Friday, the statement said.

It was not immediately possible to reach Gutierrez for comment.

Juba said it remained committed to working with international partners to ensure the safe and humane return of six other third-country nationals currently in South Sudan after being deported from the United States.

Sudanese Journalist Returns To Newsrooms Decimated by War

KHARTOUM (KAAB TV) – When journalist Shamael Elnoor left Sudan at the outbreak of war in 2023, Sudanese newspapers were already suffering under an economic crisis and the worldwide shift to digital news.

Then the fighting brought presses to an immediate standstill – leaving busy newsrooms in Khartoum empty and ransacked.

“Since the first bullet was fired, all newspapers stopped,” said Elnoor, walking through a warehouse with old pre-war newspapers scattered around a printing press gathering dust.

A prominent freelance journalist known for her coverage of politics and the troubled Darfur region, Elnoor returning to Sudan’s capital this year after the army regained control.

“Sudanese press institutions, especially print newspapers stopped completely and lost their ability to perform their required role,” she added of the press’ demise.

Civil war between the army and paramilitary Rapid Support Forces has crushed Sudan’s economy, pushed half of the population of 50 million into hunger, and claimed tens of thousands of lives.

It also decimated Sudan’s media just as it was enjoying a freer period after decades of state control under autocrat Omar al-Bashir.

Independent newspapers, television channels, and websites had sprung up, though economic troubles meant publishers were shutting down or reducing print operations before the war.

Ad revenues then dried up as the war decimated businesses, Elnoor said.

DEATHS AND DEPARTURES

According to the Sudanese Journalists’ Syndicate, after the war began some 27 newspapers ceased operations, along with 32 radio stations and eight television stations.

About 1,000 journalists lost their jobs as they scattered across Sudan and the world. Among those who remained, 31 journalists have been killed, the syndicate’s Secretary General Mohamed Abdelaziz told Reuters.

Digital outlets have been springing up, but most are sponsored by the warring parties or other political interests, and there is a parallel disinformation war on social media.

Elnoor left her home in Omdurman, across the Nile from Khartoum, a month after the war erupted.

She headed first to Sennar, a city to the south on the Blue Nile, among the 14 million Sudanese who fled their homes.

She eventually went to the United Arab Emirates, before coming back this year after the army’s recapture of Khartoum, spurring the return of about 2 million Sudanese.

Elnoor, who never stopped publishing online, came back to find her home destroyed, but said the deserted and looted newsrooms were even more painful to see.

With fewer local reporters on the ground, warring parties watching them closely and requiring permits, and some violence by fighters towards journalists, Sudan’s media is hanging by a thread.

“Without a doubt we are entering an unprecedented era when it comes to press freedom, but it hasn’t yet been tested because journalistic activity itself has declined,” Elnoor said.

Sudan’s Islamists Plot Post-War Comeback by Supporting Army

KHARTOUM (KAAB TV) – The Islamist movement toppled in Sudan’s uprising in 2019 could support an extended period of army rule as it eyes a political comeback after deploying fighters in the country’s war, according to some of its leading members.

In his first media interview in years, Ahmed Haroun, chairman of the former ruling National Congress Party (NCP) and one of four Sudanese wanted by the International Criminal Court, told Reuters that he foresaw the army staying in politics after the war, and that elections could provide a route back to power for his party and the Islamist movement connected to it.

More than two years of war between Sudan’s army and the RSF has caused waves of ethnic killings, famine and massive displacement, drawing in foreign powers and creating what the United Nations has called the world’s biggest humanitarian crisis.

While the RSF remains entrenched in its western stronghold of Darfur and parts of the south and there is no sign of a stop to the fighting, the army has made major advances in recent months, gains that Islamist operatives say they helped bring about.

Army leaders and former regime loyalists have played down their relationship, wary of the unpopularity of ousted ex-leader Omar al-Bashir and his NCP allies.

But the army’s recent advances have allowed the Islamist movement to entertain a return to a national role, according to accounts from seven of the movement’s members and six military and government sources.

The NCP is rooted in Sudan’s Islamist movement, which was dominant in the early Bashir era during the 1990s when the country hosted Osama bin Laden, but has long abandoned hardline ideology in favour of amassing power and wealth.

The movement’s resurgence could cement the reversal of Sudan’s pro-democracy uprising that began in late 2018, while complicating the country’s ties with regional players suspicious of Islamist influence – including hardening a split with the powerful United Arab Emirates.

In a sign of the trend, several Islamists and their allies have been appointed since last month to the cabinet of Kamil Idris, the technocratic new prime minister named in May by the army.

In response to a request for comment from Reuters, a representative for Sudan’s army leadership said, “some Islamist leaders may want to use the war to return to power, but we say categorically that the army does not ally or coordinate with any political party and does not allow any party to interfere.”

‘ARMY IN POLITICS’

Haroun, speaking to Reuters late at night from a hideaway without electricity in northern Sudan, said the NCP foresaw a hybrid governing structure in which the army retained sovereign control “until all threats are removed”, while elections brought in civilians to run the government.

“We have taken a strategic decision to not return to power other than by the ballot box after the war,” Haroun, a Bashir ally who escaped from prison at the start of the conflict, said in the interview in late April.

“The Western model is not practical in Sudan,” he said. “We must develop a model for the role of the army in politics given fragile security and foreign greed, as this won’t be the first or last war in the country.”

A senior army officer suggested that a transitional period run exclusively by the army prior to elections “would not be brief.”

Haroun, wanted by the ICC for alleged involvement in war crimes and genocide in Darfur in the early 2000s — charges he dismisses as political — suggested a referendum to choose which army officer would lead the country.

The revival of Islamist factions began before the outbreak of the war in April 2023, during a period when a transition towards civilian rule was veering off course.

The factions had established deep roots in Sudan’s ruling apparatus and in the army during Bashir’s three decades in power. When army commander General Abdel Fattah al-Burhan, who became head of Sudan’s ruling council shortly after Bashir’s overthrow in 2019, staged a coup two years later, he drew on their support.

The RSF participated in the coup but was suspicious of the Islamists, and as the RSF and the army moved to protect their interests ahead of another planned transition, tensions erupted into warfare.

The RSF quickly seized most of the capital, Khartoum, and made other advances, before the army started to claw back ground, extending its control over eastern and central Sudan.

FIGHTERS

An NCP document shared with Reuters by a senior Islamist official points to a major role for Islamist networks since early on in the fighting.

In the document, Islamist operatives lay out their activities to party leaders, taking credit for directly contributing between 2,000 and 3,000 fighters to the army’s war effort over the first year of the conflict.

They also take credit for training hundreds of thousands of ordinary civilians who answered an army call for public mobilisation, of whom more than 70,000 joined operations – a move that greatly bolstered the army’s diminished ground forces, according to three military sources from the army or aligned with it.

The military sources put estimates of fighters directly linked to the NCP at about 5,000, mainly serving in “special forces” units that have made some of the largest gains for the army, particularly in Khartoum.

Other Islamist-trained combatants are serving in an elite, re-constituted unit belonging to the general intelligence service, according to Islamist fighters and military sources.

Army sources and Haroun said Islamist factions held no power over the army. Haroun also said he doubted the veracity of the document seen by Reuters and claims of thousands of NCP-linked troops fighting alongside the army, without elaborating.

But he acknowledged that it was “no secret that we support the army in response to the commander-in-chief’s call, and to ensure our survival”.

Burhan has said repeatedly he would not allow the outlawed NCP back to power, whilst enabling the return of Islamist civil servants including to such high-level roles as foreign minister and minister of cabinet affairs.

The RSF has played up the Islamist connection as the army has minimised it. “The Islamists are the ones who set off this war in order to return to power once again, and they are the ones managing this war,” said Mohamed Mukhtar, an advisor to the RSF’s leadership.

Two military officers familiar with the issue said Burhan was balancing a desire not to cede influence to political figures with his need for military, bureaucratic, and financial support from the Islamist network.

FOREIGN ALLIES

The Sudanese Islamist movement has long given members military training, including in what was known under Bashir as the reservist Popular Defence Force (PDF).

During the war, semi-independent Islamist units have emerged, most prominently the al-Baraa Ibn Malik brigade, named after an early Islamic figure.

One of its leaders, 37-year-old engineer Owais Ghanim, told Reuters he had been wounded three times, participating in crucial battles to break the siege on army bases in the capital earlier this year.

Under army orders, members of the brigade have access to light arms, artillery, and drones, he said.

“We do not fight for the Islamists to return to power, we fight to push back the (RSF) aggression,” said Ghanim. “After Islamists’ participation in the war, I expect they will return via elections.”

Rights monitors have accused the brigade of extrajudicial killings in newly re-captured parts of Khartoum, accusations Ghanim denied.

Army leaders have said the brigade and other groups will be integrated into the army after the war, to avoid a repeat of what happened with the RSF, which the armed forces developed to fight an insurgency in Darfur under Bashir.

Military sources say that during the war, senior Islamist figures have also used long-standing ties with countries like Iran, Qatar, and Turkey to help the army secure weapons. Haroun said he could neither confirm nor deny this.

Any further alignment with those countries, and the expanded influence of the Islamists within Sudan, could strain relations with the United States and further antagonise the UAE, which helped the army and RSF oust Bashir and has sought to roll back political Islam internationally.

The army cut diplomatic ties with the UAE earlier this year, accusing it of being the RSF’s biggest supporter, a charge the Gulf state denies.

The Iranian, Turkish and Emirati foreign ministries and the Qatari international media office did not respond to requests for comment.

Widespread Sexual Violence Against Women and Girls in Sudan

NAIROBI (Kaab TV) – The Rapid Support Forces (RSF) have committed extensive sexual violence against women and girls during Sudan’s two-year civil war, using rape, gang-rape, and sexual slavery as tools to humiliate, control, and displace communities across the country.

Amnesty International’s latest report outlines how these atrocities amount to war crimes and potentially crimes against humanity.

The report, titled They Raped All of Us: Sexual Violence Against Women and Girls in Sudan, details horrific incidents of sexual violence, including the rape or gang-rape of 36 women and girls as young as 15, across four Sudanese states between April 2023 and October 2024.

The victims suffered brutal assaults such as a mother being raped after her breastfeeding child was forcibly removed, and a woman held in sexual slavery for 30 days in Khartoum.

In addition to sexual violence, survivors were subjected to severe beatings, torture with hot liquids and sharp objects, and even murder.

Deprose Muchena, Amnesty International’s Senior Director for Regional Human Rights Impact, condemned the RSF’s actions, saying, “The RSF’s assaults on Sudanese women and girls are sickening, depraved, and aimed at inflicting maximum humiliation. The RSF has targeted civilians, particularly women and girls, with unimaginable cruelty during this war. The world must act to stop the RSF’s atrocities by stemming the flow of weapons into Sudan, pressuring the leadership to end sexual violence, and holding perpetrators, including top commanders, accountable.”

30 survivors and their relatives

The civil war in Sudan, which erupted in April 2023 between the RSF and Sudanese Armed Forces (SAF), has led to the deaths of tens of thousands and displaced more than 11 million people.

Both sides have committed numerous violations of international humanitarian law, including widespread sexual violence.

Amnesty’s report is based on interviews with 30 survivors and their relatives, mostly from Ugandan refugee camps.

All victims identified RSF fighters as the perpetrators of these attacks.

Many of these assaults took place in front of other soldiers, civilians, or victims, suggesting that the perpetrators did not fear reprisals or punishment.

In one of the most harrowing testimonies, a woman from Nyala, South Darfur, recounted being tied to a tree and raped in front of others by RSF soldiers.

“It was the most horrific day in my life,” she said.

In another case from Madani, Gezira, a woman was gang-raped by three RSF soldiers while her 12-year-old daughter and sister-in-law looked on.

“It was so humiliating,” she said. “I feel broken.”

Many survivors shared that they were targeted by RSF soldiers on suspicion of supporting the SAF.

Female medical workers reported being raped if they failed to save injured soldiers, with one nurse recalling how 13 soldiers abducted her in Khartoum North, forced her to treat critically wounded men, and then gang-raped her.

Amnesty documented cases of sexual slavery, including a woman held captive in a Khartoum house for a month, enduring daily sexual assaults.

Survivors of sexual violence described how resisting rape resulted in beatings, torture, or death, including the killing of an 11-year-old boy who tried to protect his mother.

The report highlights the inadequate global response to the crisis.

Survivors, now refugees, face severe physical and psychological trauma but have been unable to access timely medical care due to ongoing conflict and stigma.

Furthermore, cuts to critical USAID-funded programs have reduced access to sexual health care for those affected.

“The international response to the suffering of Sudanese women and girls has been reprehensible,” Muchena added. “The world has failed to protect civilians, provide sufficient humanitarian aid, or hold perpetrators accountable. It’s time for the international community to acknowledge the truth of what has happened in Sudan, ensure justice for the victims, and offer reparations and comprehensive health care to survivors.”

The report calls for an urgent response from the global community to end the RSF’s impunity, stop the flow of weapons to Sudan, and provide justice for the survivors of these heinous crimes.

Khartoum (KAAB TV) – The Minister of Foreign Affairs of Sudan, Ali Yusuf Ahmed, said in Cairo that the protracted war in Sudan is nearing its end, citing significant military successes achieved by the RSF in the capital Khartoum.

The Sudanese military forces, since the start of the war, are almost in complete control of the city of Khartoum and the roads that include bridges that cross the strategic regions of Sudan, and for the first time I see the RSF leaving the bases where they attack the military forces.

This means that it is more likely that the Sudanese military will end the control of Sudan, which was heard last week from the commander-in-chief of Sudan, Abdifatah Burhani, that they will establish a civilian government, a step that shows the success of the war against the military.

The RSF group is almost in the middle of experiencing the strongest destruction that could result in their presence in Sudan, including their home region of Darfur, where they now seem to be going back, to prove it.

The RSF group is now facing a financial collapse, no one can complain when the gun runs out, after the group lost the support they used to receive, the communication link of the group was also lost, since there was no explanation and the officials of this group decided to surrender some of them, and the others to go back to the areas they came from in Darfur.

The problem arose when the top leader of the RSF, Mohamed Hamdan Dagalo, and the members of the international relations in charge of this group went into hiding.

The RSF seems to have adopted a policy of retreat, as it is now considered that they will use a defensive zone in the industrial area of Giad, which is 80 km south of Khartoum.

The support received by the RSF decreased, while the Sudanese military received military assistance from Russia, Turkey, Saudi Arabia, Egypt and Iran, which strengthened their military ability to destroy the military bases of the RSF using drones.

The war between the Sudanese military forces and the RSF group is entering its second year, and this war has caused the death of many civilians and widespread displacement and destruction.

Sudan Army Chief Visits Khartoum Headquarters, Vows To Defeat RSF Paramilitary

KHARTOUM (KAAB TV) – Sudanese army chief General Abdel Fattah al-Burhan visited its strategic headquarters in central Khartoum on Sunday in his first appearance there since government forces claimed to have broken a months-long siege by the paramilitary Rapid Support Forces (RSF).

Accompanied by senior military leaders, Burhan praised the “resilience and sacrifices” of soldiers who defended the army’s General Command for 20 months, vowing to “eradicate” the RSF and pursue its fighters “in every corner of Sudan.”

He also hailed the army’s continued operations elsewhere in the country, including in Omdurman, Bahri, and El Fasher, where fierce clashes have been reported in recent days.

The General Command in Khartoum had been under siege since the conflict erupted in April 2023.

The army announced on Friday it had successfully lifted the RSF blockade and restored control over parts of the city, signalling a potential turning point in the nearly two-year war.

The RSF has denied the army’s claims as “propaganda” aimed at boosting morale.

Also on Friday, an advisor to the head of the RSF announced his resignation, saying the paramilitary was targeting civilians in its operations.

The war, triggered by a power struggle between the army and the RSF, has killed tens of thousands, displaced millions, and plunged the country into a humanitarian crisis.

Both sides have blamed the other for causing the crisis. The RSF accused the army of receiving foreign backing, particularly from Egypt while the Sudanese government has alleged RSF ties to external supporters, including the United Arab Emirates allegations both sides deny.

International observers have been warning of escalating violence and its devastating impact on civilians.

The head of the World Health Organization called on Saturday for an end to attacks on healthcare workers and facilities in Sudan.
