Kaab TV has learned that politicians from the Samatabihinta Forum, which includes former national leaders, are also preparing the agenda for the Kismayo conference, which Jubaland has organized.

The Puntland administration has likewise prepared a high-level delegation that will travel to Kismayo ahead of December 10, the scheduled opening date of the conference.

2026 Elections

The main agenda of the Kismayo conference will be the announcement of a unified electoral committee for Somalia.

If announced in Kismayo, this electoral committee would differ from the one established by President Hassan Sheikh Mohamud, which is currently rejected by opposition groups and some federal member states.

Sources close to the Jubaland presidency told Kaab TV that the Kismayo conference will set the political direction for Somalia in 2026, at a time when the country faces significant political and security uncertainty, as the federal government is confronting strong opposition.

The Kismayo conference is not limited to the 2026 elections; sources say it will also review the federal government structure and power-sharing mechanisms.

This move comes after concerns that President Hassan Sheikh’s administration in Mogadishu has taken actions that could alter the provisional federal constitution.

Since 2004, Somalia has operated under a federal system with elections held every four years. However, opposition politicians and the Puntland and Jubaland administrations suspect that the current Villa Somalia leadership has become a threat to the federal system that allows clans to share power and gives each region its own autonomy.

Meanwhile, reports from Villa Somalia indicate that there are election-related activities underway to establish local councils in only 16 districts of the capital.

This election process is part of the controversial plan pursued by President Hassan Sheikh over the past two years, which he describes as the implementation of one-person, one-vote elections, even though not all eligible voters across the country have been registered.

The election, contested by two groups—Himilo and Tayo—took place in a calm and orderly environment.

Ahmed Jele Korah was elected as the new Chairman of the Executive Council and will lead the Jubaland Aviation Union for the next four years.

Additionally, Abdihakim Dahir Mohamed was elected as Chairman of the Shura Council. The event was attended by Members of Parliament, directors, business leaders, airport security officials, and the airport’s General Manager, Sayid Mohamed Abdulle Hassan.

Following the conclusion of voting, the results were publicly announced by the Chairman of the Electoral Commission, Aden Nur Habib.

Speaking during a regional environmental conference held in Kismayo on Monday, Madobe claimed that President Hassan Sheikh derailed negotiations aimed at reuniting Somalia’s key federal actors around shared national priorities, including constitutional reform and upcoming elections.

“If someone can overstay their mandate, then why did we insist on removing our friend [former president] Farmaajo in 2022?” Madobe asked, questioning what he described as double standards regarding presidential term extensions.

Madobe warned that Somalia is heading in a dangerous direction, saying the risk of communal conflict is higher than ever.

He emphasized that no single Somali leader should impose decisions unilaterally and called for inclusive dialogue.

“We tried to bring Somalis back together for a national conversation on the constitution, elections, and the future of the country. But it ended with the federal leadership insisting, ‘We’re moving ahead regardless,’” he said.

“That attitude is dangerous—you can imagine where it might lead.”

Reflecting on his withdrawal from the October 2024 National Consultative Council (NCC) meeting in Mogadishu, Madobe said he faced repeated rejections when raising concerns about the constitutional process and political inclusion.

“We attempted to gather all sides so we could reach a consensus. But we failed to agree,” he noted. “I raised the issue of inclusivity in constitutional discussions—Somaliland was absent, and Puntland walked away. We needed real dialogue, not exclusion.”

The Jubaland leader also addressed internal political tensions in his own region. He criticized the Jubaland parliament’s decision to extend the presidential term from four to five years, claiming it was made without his consultation.

Madobe has boycotted NCC meetings since October 2024, deepening the rift between Kismayo and Mogadishu.

That divide widened further following his disputed re-election, which the federal government refused to recognize.

In December, the conflict escalated into an armed confrontation when federal forces deployed into Raskamboni town.

On December 11, Jubaland forces launched a surprise counter-attack, capturing hundreds of federal troops. Over 1,000 federal soldiers reportedly surrendered to Kenyan authorities, effectively halting the federal offensive.
