MOGADISHU (Kaab TV) – The Director General of the Immigration and Citizenship Agency (ICA), Mustafa Duhulow, chaired a high-level meeting with senior officials from Citizenship, Investigation, and Border Management departments, alongside advisors and office heads.

The meeting focused on strengthening the Somali passport system and addressing the increasing misuse of travel documents for illegal migration.

This comes as Somalia faces a growing human trafficking crisis, with reports of traffickers exploiting vulnerable individuals using Somali passports.

Officials presented reports detailing the challenges in passport recognition and measures needed to curb unlawful migration.

ICA Director General Mustafa Duhulow emphasized the urgency of improving service delivery and cracking down on trafficking networks.

“We must accelerate our efforts against illegal migration and human trafficking. Relevant departments must remain vigilant to protect Somali youth and prevent traffickers from exploiting vulnerable individuals,” Duhulow said in a statement.

Trafficking Through Mogadishu Airport

Meanwhile, Artan Mohamed Artan, head of Mogadishu Border Control, told Kaab TV that authorities have started intercepting individuals being trafficked through Aden Adde International Airport.

“We regularly rescue young men and women who are in the hands of traffickers attempting to smuggle them through Libya and Algeria,” Artan said.

According to Artan, some of those rescued have been reunited with their families, while officials closely monitor the travel of young people aged 19-25, the primary targets of traffickers.

Human trafficking remains a severe and persistent issue in Somalia, fueled by conflict, economic hardship, corruption, and weak governance.

The country is both a source and transit hub for trafficking, with victims subjected to forced labor, sexual exploitation, and recruitment by armed groups.

The U.S. Trafficking in Persons (TIP) Report consistently ranks Somalia among the lowest globally (Tier 3) due to the lack of anti-trafficking laws and weak enforcement.

Corrupt officials and porous borders further enable trafficking networks to operate with impunity.

In a recent development, a Somali diplomat was arrested in Ireland for his involvement in an international human trafficking network.

The diplomat, who was based in Saudi Arabia, allegedly sold Somali diplomatic and service passports to traffickers smuggling people into Europe.

He was detained in Dublin after flying in from Dubai in November last year, exposing a network that exploited diplomatic privileges to facilitate illegal migration.

LONDON (Kaab TV) – Ismail Moalim Buule once dreamed of a life in education. After earning his degree in physics, he quickly secured a teaching position at the Adult Education Centre, a private school in Mogadishu, where he became known as a “bright teacher of physics and history.”

Students like Binti Abshir fondly recall his dedication and intellect as ‘tireless instructor’.

But in 2020, Ismail chose a different path, joining Danab, Somalia’s elite U.S.-trained military force.

With intense and rigorous training, 27-year-old Ismail took part in numerous high-risk operations targeting Al-Shabaab strongholds in Lower Shabelle, Middle Shabelle, and Hiiraan regions.

One particularly daring raid in September 2022 saw Danab commandos eliminate 11 Al-Shabaab militants during an overnight operation in Buq Aqable, Hiiraan Province.

Despite the ever-present dangers, Ismail remained steadfast. However, tragedy struck in January 2023 during a dawn raid in Gal’ad District, central Somalia, when Major Hassan Mohamed Osman (Hassan Tuure), Danab’s deputy commander and Ismail’s close ally, was killed.

The two had worked side by side on critical operations, often coordinating efforts with U.S. advisors on the ground.

Ismail himself narrowly escaped death during a 2022 operation in Lower Shabelle when militants detonated an IED, leaving him critically injured. Yet, his resilience never wavered.

In 2020, Ismail chose a different path, joining Danab, Somalia’s elite U.S.-trained military force. | PHOTO/ Danab.

In February 2024, Ismail and his comrades secured Jowhar airport, a region heavily influenced by Al-Shabaab, after the U.S. Embassy in Mogadishu and Somalia’s federal government signed a $100 million Memorandum of Understanding (MoU) to construct five military bases for Danab, before it was put on hold.

These bases were meant to recruit, train, and equip 3,000 soldiers from across Somalia, building a sustainable light infantry capability within the Somali National Army (SNA).

However, by September 2024, Ismail’s service had taken a toll.

Months of unpaid wages, inadequate food, lack of healthcare, and the denial of his promotion due to corruption and nepotism left him disillusioned.

“It was time to quit,” said a family member, noting Ismail’s frustration with a military he had once served with pride.

Food rations suspended

In April 2024, the United States suspended food rations for Danab following a corruption scandal. An investigation revealed that food and fuel meant for Danab had been resold on the black market.

Companies linked to President Hassan Sheikh Mohamud’s family were implicated in these contracts.

This scandal left soldiers like Ismail struggling to survive.

“Even after leaving the army, Ismail feared staying in Mogadishu,” a family member shared. “Militants could hunt him down, and government officials unhappy with his decision might target him.”

Corruption within Somalia’s military remains a significant obstacle, undermining professionalism and morale.

Soldiers frequently report that promotions are determined by clan affiliations or political connections rather than merit.

Additionally, the inclusion of recruits without thorough background checks has further compromised the military’s integrity.

In January 2023, during a dawn raid by al-Shabaab in Gal’ad, Major Hassan Mohamed Osman (Hassan Tuure), a close ally of Ismail and the deputy commander of Danab (pictured above), was killed. | PHOTO/Private.

Hoping to reach Europe

With no viable options, Ismail sold his pistol—his last valuable possession—and used the funds, along with help from friends, to flee Somalia.

In late September 2024, he embarked on a dangerous journey facilitated by merciless human traffickers through Ethiopia, Sudan, and the Libyan desert, hoping to reach Europe.

However, the journey turned tragic. While trekking through the Libyan desert in December, Ismail’s group was ambushed by robbers who stole their food and water. His previous injuries worsened, and he contracted severe diarrhea.

Left behind by his group, Ismail succumbed to illness and dehydration in December 20.

Friends and colleagues expressed their grief on social media.

“Ismail was an officer oppressed by his own country. May God give him his reward in Jannah,” wrote Nur Mohamud.

Mohamud Abdi stated: “We belong to Allah and to Him we shall return. A young man with pride has his life cut short. O Allah, forgive him and have mercy on him, honor his abode, and expand his entrance.”

The Somali defence ministry declined to comment on Ismail’s case.

Corruption, nepotism, and the absence of accountability continue to undermine Somalia’s security and erode trust, even within elite units like Danab.

Unless the lack of accountability at the highest levels of leadership is addressed, the sacrifices of soldiers like Ismail Moalim Buule will go unrecognized, and the cycle of inefficiency and neglect will persist, further jeopardizing the country’s stability.

MOGADISHU (KAAB TV) – Mogadishu was shaken by a shocking incident on July 8 when a group of individuals stormed the premises of a travel agency located at KM4 junction, accusing the agency, as reported by the media, of orchestrating a large-scale visa scam.

Allegedly, fake visas to Canada, Europe, and Qatar were issued, leaving at least 240 victims in their wake.

Police officers who intervened said they apprehended approximately seven individuals believed to be involved in running the fraudulent Toronto Tours and Travel Agency which operates two branches in the city.

The victims, who had paid between $4,000 to $12,000, eagerly anticipated their promised tourist and work visas to Canada, Italy, Finland, Germany as well as Qatar, only to discover that they had been duped with counterfeit documents.

Among those affected was Qasim Mohamed Ali, who expressed his frustration, saying, “We were promised to get visas to travel to Canada. Some of my friends were promised to travel to Italy, and others were told they would receive visas to Finland and Qatar, where they could work.”

Yasin Mohamed, known as Yaaska, had even higher hopes when he paid $8,500 to the Toronto Tours and Travel Agency for a promised Schengen visa to Italy. However, after waiting for 45 days, he was handed back his passport with a fake Italian visa sticker. “When I checked the visa, it was not authentic. I demanded my money back, but the man had disappeared from the agency. When we reached there on Saturday, only his employees were present,” he explained.

Another victim, Mohamed, revealed that he paid $3,500 for a visa to Qatar and an additional USD 1,800 for a plane ticket, as he had been promised employment at a company in Doha. After nearly a month and paying the full amount, he received a fake visa attached to his passport. His disappointment was compounded when, upon arriving at the Mogadishu airport last week, immigration officials informed him that the visa was not genuine, resulting in his return to Mogadishu.

The Hodan police officers are currently investigating the case following their intervention at the fake visa agency in KM4, where an enraged crowd had gathered. The Office of the Somali Attorney General issued a statement confirming that they are also investigating seven individuals in connection with the visa scam and human trafficking.

Since the incident, an increasing number of victims, totaling approximately 500, have come forward, recounting similar experiences of falling victim to the same scammers.

The issue of visa scammers promising opportunities abroad is not new, and initial investigations suggest the involvement of certain government officials. The protracted conflict, poverty, and unemployment in Somalia have forced many young people to seek better lives and job prospects overseas. Exploiting the vulnerability of these individuals, scammers – sometimes with involvement of government officers – pose as legitimate travel agencies, luring unsuspecting victims into their traps.

According to immigration officer Mohamed Nur, the problem stems from the registration process of travel agencies, with some being co-owned by known government officials. Suspicions also extend to airport and police officials, who are suspected of benefiting from these fraudulent activities.

120 girls trafficked to Saudi

In a separate case involving human trafficking, Kaab TV’s investigation uncovered that on April 15, 120 teenage girls carrying Somali passports were trafficked from Aden Adde Airport in Mogadishu on the disguise of working as maids in the Kingdom of Saudi Arabia.

These girls boarded a Daallo plane destined for Saudi Arabia, while Prime Minister Hamse Abdi Barre and members of his cabinet were scheduled to travel to Umrah. Remarkably, the Prime Minister and his ministers traveled on the same flight, while the girls were among the first passengers to embark.

According to Waberi police officers who involve in the probe, the girls form part of a larger group of about 170 girls who had fallen victim to different amounts of money taken by five travel agencies in Mogadishu.

On April 24, the police summoned another 50 girls remaining for questioning at the Waberi police station in Mogadishu. A police officer informed Kaab TV that the girls underwent interrogation as part of the ongoing investigation.

Emerging evidence now suggests an ongoing scrutiny in the involvement of security officers at the Aden Adde Airport in the trafficking of the girls.

According to a police source, the companies engaged in trafficking paid a bribe of $18,000, equivalent to $150 per girl, to the airport security team consisting of police and intelligence officers at the airport. The trafficking of 120 girls occurred following the Ministry of Labour’s ban on transporting Somali maids to Saudi Arabia, announced in November 2022 due to concerns of human rights abuses.

In another alarming development, between February and March of this year, Nairobi police intercepted over 40 Somali passport holders attempting to board a flight to Brazil. Sources at Jomo Kenyatta International Airport revealed that Brazil and Mexico have become new routes for human traffickers smuggling migrants into the United States. Some of those apprehended possessed Somali government service passports, highlighting the complexity of the problem.
