										<content:encoded><![CDATA[<p data-start="289" data-end="677">Würzburg, Germany (KAAB TV) &#8211; A Somali man who killed three women and injured several others in a knife attack in the Bavarian city of Würzburg will remain permanently confined to a psychiatric hospital in Germany. Authorities have ruled out deporting him to Somalia, citing concerns for both public safety and the likelihood that he could return to Germany and commit further crimes.</p>
<p data-start="679" data-end="1041">According to the Munich Public Prosecutor’s Office, the man—identified as Abdirahman Jibril, aged 24 at the time of the attack—cannot be released for deportation. The office told the BR24 news outlet that deportation would pose a significant risk to public safety, as there would be no way to ensure continued supervision once he returned to Somalia.</p>
<p data-start="1043" data-end="1352">A psychiatric evaluation determined that Jibril suffers from a severe mental illness that played a decisive role in the attack.</p>
<p data-start="1043" data-end="1352">Experts warned that if he were deported, Somali authorities would likely release him without medical supervision, making it possible for him to return to Germany and reoffend.</p>
<p data-start="1354" data-end="1728">The Bavarian State Office for Refugees and Deportation had previously investigated the possibility of deporting him, but such an action required approval from prosecutors, who ultimately rejected it. The Munich prosecutor’s office concluded that indefinite confinement in a psychiatric institution was necessary, stating that Jibril “remains a danger to the public.”</p>
<p data-start="1730" data-end="1963">As a result, Jibril will be kept in the psychiatric ward of Lohr Hospital, located roughly 30 kilometers northwest of Würzburg. His defense lawyer, Hanjo Schrepfer, told the dpa news agency that he supported the ruling:</p>
<p data-start="1966" data-end="2099">“I consider the decision of the Prosecutor General’s Office to be correct, and I believe that this judicial decision is appropriate.”</p>
<p data-start="2161" data-end="2351">The incident occurred on June 25, 2021, when Jibril entered a department store in downtown Würzburg armed with a knife. He suddenly began attacking shoppers, targeting women at random.</p>
<p data-start="2353" data-end="2651">Three women—aged 24, 49, and 82—were killed in the assault. One of the victims, a mother, died while shielding her 11-year-old daughter from the attacker. Nine others were wounded, five of them critically. Eyewitnesses reported that Jibril shouted <strong data-start="2613" data-end="2631">“Allahu Akbar”</strong> during the rampage.</p>
<p data-start="2653" data-end="2953">Bystanders bravely intervened, throwing chairs and other objects to distract the attacker until police arrived and shot him in the thigh, subduing him. The attack shocked Germany and reignited debates over asylum policies, mental health care for refugees, and the monitoring of high-risk individuals.</p>

										<content:encoded><![CDATA[<p>NAIROBI (Kaab TV) &#8211; The U.S. Department of the Treasury has imposed sanctions on Rwanda’s Minister of State for Regional Integration, James Kabarebe, and a senior member of an armed group for their alleged roles in the ongoing conflict in eastern Democratic Republic of Congo (DRC).</p>
<p>The <strong><a href="https://home.treasury.gov/news/press-releases/sb0022" target="_blank" rel="noopener">sanctions</a></strong> come amid an intensifying M23 rebel offensive, which has triggered a mass displacement of civilians into neighboring Burundi.</p>
<p>In a statement issued Thursday, the Treasury Department said Kabarebe, a former army chief, was being sanctioned for his “central role in Rwanda’s support” for the M23 armed group.</p>
<p>“James Kabarebe is central to his country’s support for M23,” the statement emphasized.</p>
<p>Also targeted was Lawrence Kanyuka Kingston, a senior figure and spokesperson for the Congo River Alliance—which includes the M23—along with two companies he controls in the United Kingdom and France.</p>

<p>Kingston, a British national born in 1970, is an engineer who previously managed a company in London.</p>
<p>The Treasury Department stressed that the sanctioned individuals and entities were “linked to violence and human rights abuses” in the DRC.</p>
<p>“Today’s action underscores the need for Rwanda to return to negotiations under the Angola-led Luanda Process to achieve a resolution to the conflict in eastern DRC,” the statement read.</p>
<p>Rwanda has not immediately responded to the sanctions.</p>
<p>However, Kigali has consistently denied accusations from the United Nations, the U.S., and several other countries that it provides <strong><a href="https://en.kaabtv.com/congo-m23-rebels-take-airport-near-bukavu-as-president-seeks-support-abroad/" target="_blank" rel="noopener">military support to the M23</a></strong>.</p>
<p>Rwanda, in turn, accuses the DRC of harboring the Democratic Forces for the Liberation of Rwanda (FDLR), an armed group composed of Hutus who participated in the 1994 Rwandan genocide against the Tutsi.</p>
<p>The DRC government in Kinshasa claims Rwanda harbors “expansionist ambitions” and is exploiting Congolese mineral wealth. A recent UN report revealed that M23 rebels illicitly exported 150 tonnes of coltan to Rwanda in 2024.</p>
<h3><strong>Germany summons Rwanda ambassador </strong></h3>
<p>Meanwhile, Germany announced on Thursday that it had summoned the Rwandan ambassador to Berlin in response to the M23’s territorial gains in eastern DRC.</p>
<p>“Backed by Rwanda, the M23 militia continues its offensive in eastern DRC. Rwanda must respect the integrity of the DRC and withdraw its troops,” Germany’s Federal Foreign Office said on the social media platform BlueSky. “We strongly condemn this violation of international law and have summoned the Rwandan ambassador.”</p>
<p>Berlin also urged Kinshasa to engage in dialogue with the M23 while acknowledging Rwanda’s “legitimate security concerns.”</p>
<p>The ongoing violence has resulted in the largest refugee influx into Burundi in 25 years. The UN refugee agency (UNHCR) reported that approximately 30,000 people had fled the DRC into Burundi to escape the fighting.</p>
<p>“People are still pouring in by the thousands every day,” said Brigitte Mukanga-Eno, UNHCR’s representative in Burundi, during a Wednesday press briefing.</p>

										<content:encoded><![CDATA[<p>Mogadishu (Kaab TV) &#8211; Germany&#8217;s Development Bank (KfW) and Gargaara Company Limited, a Somali company signed a grant agreement to provide loans to Somali small and medium enterprises (SMEs) by financial institutions on the basis of transparent, objective and economic criteria.</p>
<p>The Project-Executing Agency will be Gargaara Company Limited. However the agreement was signed in Mogadishu, in the presence of representatives from the Somali Ministry of Finance and the German Embassy.</p>
<p>The grant contribution amounts to 17.7 Million EUR [equivalent to 19.45 Million USD], made available by the German Ministry for Economic Cooperation and Development (BMZ) through KfW Development Bank.</p>
<p>The purpose of this new project is to create and sustain jobs through improved access to financial services.</p>
<p>The project aims to contribute to the formalization and modernization of the financial services sector in Somalia through the provision of loans to SMEs by financial institutions on the basis of transparent, objective and economic criteria.</p>
<p>With the German funding, Gargaara will be able to expand the number of eligible sectors, adding education, health, hospitality and travel to sectors such as renewable energy, agriculture, fisheries, agricultural processing and small-scale manufacturing, which were already established with support by the World Bank.</p>
<p>With this broad coverage, underserved Somali micro, small and medium-sized companies shall be strengthened and encouraged to create jobs and improve their services and products. The project is expected to run from mid-2023 to 2027.</p>
