										<content:encoded><![CDATA[<p>BELED-HAWO (Kaab TV) – At least five people were killed on Tuesday in fierce clashes in Beled-Hawo, a border town in Somalia’s Gedo region, following a confrontation between Jubaland forces and troops loyal to Abdirashid Abdinuur Janan, recently appointed by the Federal Government as the regional NISA (National Intelligence and Security Agency) commander for Jubaland.</p>
<p>The fighting erupted inside the town after Janan&#8217;s forces, reportedly airlifted in on two helicopters, advanced towards Beled-Hawo.</p>
<p>Jubaland forces eventually regained full control of the town, while Janan’s fighters retreated to a nearby military base known as &#8220;UK Camp.&#8221;</p>
<p>Eyewitnesses reported heavy gunfire and the use of military vehicles during the exchange.</p>
<p>Jubaland authorities stated they had captured ten members of Janan’s force, who were allegedly deployed from Mogadishu.</p>
<p>In a statement, Jubaland’s Ministry of Information accused the Federal Government of orchestrating the attack, claiming government-supplied aircraft were used to transport Janan’s troops.</p>
<p>“Jubaland strongly condemns the heinous actions carried out by Villa Somalia,” the statement read.</p>
<p>The Federal Government, in response, blamed Jubaland President Ahmed Mohamed Islam (Ahmed Madobe) for instigating the violence.</p>
<p>Somalia’s Ministry of Internal Security warned against what it called the misuse of armed groups by regional leaders.</p>
<p>“The government issues a stern warning to militias being wrongfully used by Ahmed Madobe,” it said in a statement.</p>
<h2><strong>Tensions Remain High</strong></h2>
<p>Although the fighting has subsided, tensions remain high in Beled-Hawo.</p>
<p>Residents expressed fears that violence could erupt again, as both sides continue to maintain a military presence in and around the town.</p>
<p>Sources told Kaab TV that Janan remains stationed at the Camp UK with over 200 troops, while Jubaland forces have encircled the area.</p>
<p>Tuesday’s fighting forced many civilians to flee, and local communities fear further displacement if clashes resume.</p>
<p>Jubaland Vice President Mahmoud Sayid Adan, Security Minister Gen. Mohamed Darwish, and senior security officials visited Jubaland positions in the Mandera area today to assess the situation.</p>
<h2><strong>Who is Abdirashid Janan?</strong></h2>
<p>Abdirashid Abdinuur Janan is a former district commissioner of Doolow and previously served as Jubaland’s Security Minister before falling out with the regional administration.</p>

<p>He has been accused of serious human rights abuses, including extrajudicial killings—some involving women—and obstructing humanitarian aid to starving internally displaced people.</p>
<p>Janan was arrested in Mogadishu in August 2019 on charges related to human rights violations but was later released.</p>
<p>Last week, Janan was appointed by Somalia’s NISA to head the agency’s operations in Jubaland.</p>
<p>The incident reflects deepening tensions between the Jubaland administration and the Federal Government, which have clashed over constitutional reforms and electoral processes.</p>
<p>In recent months, the Federal Government has increased military mobilization in Gedo, seeking to assert control and organize elections in areas traditionally under Jubaland’s influence—moves that have been firmly opposed by regional leaders.</p>

<p>The crisis in Kabaase is part of a broader displacement emergency across Somalia.</p>
<p>According to the United Nations, more than 3.8 million people are currently displaced within the country, driven by conflict, drought, and insecurity.</p>
<p>Residents say conditions in the camp have deteriorated further following recent political tensions and international funding cuts.</p>
<p>Aid workers and community leaders report growing concerns over malnutrition, especially among children.</p>
<p>Compounding the crisis is the deteriorating security situation around Doolow. Al-Shabaab militants maintain a presence in surrounding areas, restricting access and undermining the safety of civilians.</p>
<p>With hope diminishing, some displaced families have begun making the risky journey across the border into Ethiopia, seeking refuge in camps like Melkadida.</p>
<p>The residents of Kabaase are now calling on both the Somali government and the international community to restore aid flows and establish long-term resettlement and recovery plans.</p>

										<content:encoded><![CDATA[<p>KISMAYO (Kaab TV) – Jubaland President Ahmed Mohamed Islam (Madobe) has launched a scathing criticism against Somali President Hassan Sheikh Mohamud, accusing him of obstructing efforts to rebuild trust and consensus with Puntland&#8217;s leadership.</p>
<p>Speaking during a regional environmental conference held in Kismayo on Monday, Madobe claimed that President Hassan Sheikh derailed negotiations aimed at reuniting Somalia’s key federal actors around shared national priorities, including constitutional reform and upcoming elections.</p>
<p>“If someone can overstay their mandate, then why did we insist on removing our friend [former president] Farmaajo in 2022?” Madobe asked, questioning what he described as double standards regarding presidential term extensions.</p>
<p>Madobe warned that Somalia is heading in a dangerous direction, saying the risk of communal conflict is higher than ever.</p>
<p>He emphasized that no single Somali leader should impose decisions unilaterally and called for inclusive dialogue.</p>
<p>“We tried to bring Somalis back together for a national conversation on the constitution, elections, and the future of the country. But it ended with the federal leadership insisting, ‘We’re moving ahead regardless,’” he said.</p>
<p>“That attitude is dangerous—you can imagine where it might lead.”</p>

<p>Reflecting on his <strong><a href="https://kaabtv.com/shirka-golaha-wadatashiga-qaranka-oo-ay-ubadantahay-in-lagu-kala-tago-axmed-madoobe-oo-maanta-kismaayo-dib-ugu-laabanaayaa/" target="_blank" rel="noopener">withdrawal</a></strong> from the October 2024 National Consultative Council (NCC) meeting in Mogadishu, Madobe said he faced repeated rejections when raising concerns about the constitutional process and political inclusion.</p>
<p>“We attempted to gather all sides so we could reach a consensus. But we failed to agree,” he noted. “I raised the issue of inclusivity in constitutional discussions—Somaliland was absent, and Puntland walked away. We needed real dialogue, not exclusion.”</p>
<p>The Jubaland leader also addressed internal political tensions in his own region. He criticized the Jubaland parliament&#8217;s decision to extend the presidential term from four to five years, claiming it was made without his consultation.</p>

<p>That divide widened further following his disputed re-election, which the federal government refused to recognize.</p>
<p>In December, the conflict escalated into an armed confrontation when federal forces deployed into Raskamboni town.</p>
<p>On December 11, Jubaland forces launched <strong><a href="https://en.kaabtv.com/battle-for-southern-somalia-federal-forces-and-jubbaland-on-the-brink-of-regional-chaos/" target="_blank" rel="noopener">a surprise counter-attack</a></strong>, capturing hundreds of federal troops. Over 1,000 federal soldiers reportedly surrendered to Kenyan authorities, effectively halting the federal offensive.</p>

<p>According to local sources, rival clan militias engaged in intense gun battles early in the morning, leading to casualties and injuries.</p>
<p>Businesses were forced to shut down as terrified civilians fled to seek shelter.</p>
<p>At the moment, the town’s main telecom networks are down, making it difficult to obtain further information on the situation.</p>
<p>The two militias involved in the fighting had previously clashed but reached a resolution last year.</p>
<p>However, it remains unclear what triggered the renewed violence, which continues to put civilian lives at risk.</p>
