The withdrawal of Puntland Security Force (PSF) units from their long-held base in Bosaso and the peaceful takeover of the facility by Puntland security forces may reduce the immediate risk of armed confrontation in the city.

After weeks of mounting tensions and a day after heavy fighting in Galkayo, the move has temporarily eased fears of another major clash in Puntland’s commercial capital.

However, security experts caution that the transition also creates a sensitive period during which authorities must quickly secure former military installations and prevent extremist groups such as Al-Shabaab and ISIS from exploiting any security gaps in the Bari region.

The development follows Puntland’s seizure of former PSF positions in both Bosaso and Galkayo after military operations targeting federal-aligned PSF units.

Although the handover in Bosaso occurred without reported fighting, analysts warn that the underlying political dispute between Puntland and Somalia’s Federal Government remains unresolved, leaving open the possibility of renewed confrontations if a political settlement is not reached.

Security and Political Risks Remain

The latest developments underscore the growing divide between Puntland and Mogadishu over security authority and the deployment of federal forces inside Puntland.

Continued military rivalry between Puntland forces and federal-aligned units risks further straining relations and weakening coordination against common security threats.

Bosaso serves as Puntland’s economic hub and principal seaport, meaning any deterioration in security could disrupt trade, investment, and daily economic activity.

The recent clashes in Galkayo also highlighted the humanitarian risks of such confrontations, with civilians exposed to mortar fire and heavy weapons as fighting spread near residential neighborhoods.

Potential for Renewed Conflict

Despite the withdrawal from Bosaso, observers caution that the crisis may not be over. The PSF remains a well-trained force with experienced personnel and loyal supporters.

Without a comprehensive political agreement, tensions could re-emerge elsewhere, particularly if either side attempts to alter the existing military balance.

The situation also raises broader regional security concerns. Puntland continues to face challenges from Al-Shabaab and ISIS militants, particularly in the Bari Mountains, while maintaining security commitments in other disputed regions.

A prolonged internal security crisis could divert military resources away from counterterrorism operations, potentially creating opportunities for extremist groups to regroup and expand their activities.

Economic and Humanitarian Consequences

Any prolonged instability would carry significant economic costs. Bosaso’s port is a vital gateway for Puntland’s imports, exports, and commercial activity.

Continued insecurity could discourage investment, interrupt supply chains, and increase the cost of goods across the region.

Escalating violence could also trigger civilian displacement, place additional pressure on humanitarian agencies, and complicate international assistance efforts.

Development partners have consistently emphasized that political stability and effective security coordination remain essential for sustaining economic growth and humanitarian support in Somalia.

Path Toward De-escalation

Analysts argue that preventing further conflict will require both immediate security measures and sustained political dialogue. Among the proposals being discussed are:

Establishing a joint mediation committee involving the Federal Government, Puntland, traditional elders, religious leaders, and regional or international partners such as the African Union, IGAD, or the United Nations.

Negotiating formal security arrangements governing the deployment of federal and Puntland forces within Puntland.

Clarifying the future status and command structure of former PSF personnel through security sector reforms.

Reviving constitutional dialogue to address long-standing disputes over federal-state powers, security responsibilities, and resource sharing.

While the peaceful withdrawal from Bosaso has lowered immediate tensions, its long-term significance will depend on whether Puntland and the Federal Government can translate the current pause in fighting into a broader political agreement.

Without meaningful dialogue, analysts warn that the military standoff could re-emerge, threatening both Puntland’s stability and Somalia’s wider security landscape.

The declaration came in a statement from the Puntland Presidency following recent fighting near the village of Laag, outside Bosaso, where Puntland Darawiish forces clashed with fighters affiliated with the PSF.

Puntland authorities said eight PSF personnel were captured during the confrontation, along with several military vehicles.

“The Puntland Government confirms that there is no force legally recognized within Puntland’s defense institutions known as the PSF,” the statement said.

The regional administration also rejected the presence of any federally registered military units operating within Puntland without its authorization.

Origins of the PSF

The Puntland Security Force was established in 2004 as a specialized counterterrorism unit with international support and initially operated under Puntland’s security structure.

Over the years, however, disputes over its command structure and operational independence have repeatedly placed the force at odds with Puntland authorities.

Unlike other regional security units, the PSF has historically maintained an independent chain of command, fueling recurring political and military tensions.

Dispute Dates Back to 2021

The current conflict traces its roots to November 2021, when Puntland President Said Abdullahi Deni attempted to dismiss then-PSF commander Mohamud Osman Diyano.

The move sparked intense fighting in Bosaso that left nearly 20 people dead before traditional elders mediated the crisis. President Deni later reinstated Diyano in March 2022 following negotiations.

A new chapter in the dispute emerged in October 2024, when Somalia’s Federal Government announced that the PSF had been fully integrated into the Somali National Armed Forces, placing the unit under federal command while assuming responsibility for its salaries, equipment, and leadership.

Laag Clashes Intensify the Crisis

The latest violence erupted on July 20 near Laag, where Puntland Darawiish forces confronted PSF units traveling from Bosaso.

What initially appeared to be a standoff quickly escalated into heavy fighting before Puntland security forces, reinforced by additional troops, surrounded the PSF fighters.

According to Puntland officials, the outnumbered PSF members later withdrew through the surrounding mountains overnight, leaving behind several armed vehicles used during the confrontation.

Conflicting Narratives

The PSF has maintained that its forces were conducting a routine security operation and denied posing any threat to Puntland’s stability.

A PSF spokesperson told local media that the unit has served as one of Somalia’s leading counterterrorism forces for many years and remains committed to combating extremist groups.

Puntland, however, described the operation as a planned security mission targeting armed groups it considers a threat to regional stability.

Political Dispute Behind the Military Confrontation

The PSF dispute reflects a broader political confrontation between Puntland and Somalia’s Federal Government.

Puntland has repeatedly accused President Hassan Sheikh Mohamud’s administration of supporting military activities intended to weaken the regional administration and fuel instability inside Puntland.

The Federal Government has not publicly responded to those accusations.

Relations between the two sides have deteriorated over several issues, including constitutional amendments rejected by Puntland, disagreements over federal authority, and competing claims regarding command of security forces operating inside the region.

Puntland has also prohibited federal security forces from operating in major towns under its control without authorization, barred federal recruitment activities within the region, and restricted visits by some federal officials.

The Diyano Family’s Continued Influence

The Diyano family remains central to the dispute.

The PSF has been closely associated with the Diyano family since its creation. Somalia’s current Police Commissioner, General Asad Osman Abdullahi Diyano, previously commanded the PSF, while members of his family continue to maintain close ties to the force.

Puntland’s latest declaration effectively labels forces associated with the Diyano network as operating outside the region’s legal security framework.

However, the Federal Government’s recognition and continued support of the PSF mean the unit remains active despite Puntland’s position.

Recent security incidents in Garowe, including an exchange of gunfire involving individuals allegedly linked to the PSF that reportedly left two soldiers dead, have further highlighted the continuing tensions.

A Constitutional Grey Area

The dispute also exposes broader weaknesses within Somalia’s federal system.

Somalia’s Provisional Constitution does not clearly define the division of security responsibilities between the Federal Government and federal member states.

Puntland argues that regional governments have exclusive authority over police and internal security, while the Federal Government is responsible only for national defense.

The PSF occupies a legally contested position between those two mandates—a federally backed counterterrorism force operating inside a federal member state that rejects its legal status.

A Dispute With No Immediate Resolution

Puntland’s declaration that the PSF has no legal standing represents one of its strongest official positions on the issue to date.

However, the statement does little to resolve the underlying political and constitutional dispute. Instead, it reinforces a division that has already resulted in repeated armed confrontations and loss of life.

The Federal Government’s continued silence on Puntland’s latest declaration has been interpreted by observers as an effort to avoid escalating the confrontation publicly while maintaining its support for the PSF.

For international partners that have invested heavily in Puntland’s security institutions and Somalia’s federal system, the dispute presents a difficult dilemma.

Supporting Puntland risks straining relations with Mogadishu, while backing the Federal Government strengthens a force that Puntland considers illegal.

Without a negotiated political settlement, analysts warn that the dispute over the PSF is likely to remain one of the most significant security and constitutional flashpoints in Somalia.

The force initially received training, equipment, and financial support from the U.S. Central Intelligence Agency (CIA) and became known for conducting operations against suspected extremist networks.

Headquartered in Bosaso, the PSF was originally part of Puntland’s security structure.

However, over time, disagreements emerged over its chain of command, eventually leading the force to operate with increasing autonomy under commanders linked to General Asad Osman Abdullahi (Asad Diyano).

How Did the Dispute Begin?

The conflict escalated after the 2019 Puntland presidential election, in which Said Abdullahi Deni defeated General Asad Diyano.

After taking office, President Deni dismissed Mahamud Osman Diyano, the PSF commander and brother of Asad Diyano.

Diyano rejected the dismissal triggering a prolonged standoff.

The dispute culminated in December 2021, when heavy fighting broke out in Bosaso between Puntland government forces and PSF fighters.

Following the clashes, Puntland dissolved the PSF and established the Puntland Intelligence and Security Agency (PISA) as its official security force.

Why Is the Federal Government Involved?

The dispute expanded beyond Puntland after General Asad Diyano was appointed Chief of the Somali Police Force by the Federal Government.

General Jim’ale Takar and General Asad Diyano.

In October 2024, Mogadishu announced that the PSF had been incorporated into the Somali National Armed Forces as the 17th federal military unit, with its personnel eligible for federal salaries and logistical support.

Puntland rejected the move, arguing that the Federal Government had no constitutional authority to deploy or recognize armed forces within Puntland without the regional government’s approval.

The disagreement further strained already tense relations between Puntland and the Federal Government, contributing to political and security tensions across several Puntland towns.

What Triggered the Latest Confrontation?

According to Puntland, intelligence reports indicated that PSF units had begun moving from Bosaso toward Haafuun, prompting the regional government to deploy forces from the Almiskaad Mountains to secure the Bosaso–Garowe highway and prevent what it described as unauthorized military movements.

Puntland said the operation was carried out under President Deni’s directive prohibiting heavily armed forces from moving through towns and populated areas without authorization.

Authorities maintain that the deployment was necessary to preserve public order and prevent further instability.

What Are the Competing Claims?

Puntland has accused the Federal Government of supporting armed groups operating in Bari region, alleging that forces linked to Mogadishu are attempting to undermine Puntland’s security.

President Deni reiterated last week that Puntland would not “tolerate armed groups operating” outside the authority of the regional administration, warning that decisive action would be taken against any force attempting to establish a military presence without Puntland’s approval.

Vehicles seized from the PSF.

Since late May 2026, Puntland has deployed large numbers of troops to the outskirts of Garowe, heightening fears of another armed confrontation.

The Federal Government has previously acknowledged the presence of federal forces in parts of Puntland but has not commented on the latest operation in Bosaso.

Likewise, General Asad Diyano has not publicly responded to the incident or Puntland’s allegations.

Tensions in Garowe have eased following mediation by traditional elders, with Kaab TV reporting that the parties have reached a preliminary agreement.

What Happens Next?

Although no major fighting has been reported following the operation, the latest developments have significantly heightened tensions in northeastern Somalia.

The confrontation underscores the unresolved dispute over who has the legal authority to command armed forces operating in Puntland—a disagreement that remains closely tied to the broader political standoff between Puntland and Somalia’s Federal Government.

With neither side showing signs of backing down, observers warn that unless political dialogue resumes, the renewed tensions could further destabilize Bosaso and other parts of Puntland.
