										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">Mogadishu (Kaab TV) — Somalia’s federal government and four regional state administrations have reached an agreement to deepen cooperation and jointly oversee the country’s petroleum and mineral resources, a move aimed at easing long-standing political divisions in a sector viewed as vital to future national revenue.</p>
<p>The agreement was announced Monday at the end of a three-day conference in Mogadishu that brought together the Ministry of Petroleum and Mineral Resources and representatives from regional petroleum authorities. Federal Minister of Petroleum Dahir Shire Mohamed said the talks reinforced national unity, constitutional collaboration, and shared decision-making in the management of natural resources.</p>
<p>“We have once again agreed to reject division and work together to ensure that petroleum and mineral resources are developed collectively,” Dahir told reporters, stressing that all decisions would be guided by the common interests of the Somali people.</p>
<p>Officials said the meeting focused on improving coordination between federal and state institutions, with commitments to implement national laws, regulations, and policies governing the sector while adhering to the constitution. Discussions also highlighted the need to strengthen data protection and security related to resource activities, alongside building technical capacity through training and skills development.</p>
<p>Participants agreed that all petroleum and mineral operations should serve the public interest and be carried out with a strong sense of national responsibility. Government officials described the outcome as a positive step toward rebuilding trust between federal and regional authorities and ensuring that Somalia’s natural resources benefit citizens nationwide.</p>
<p>Puntland and Jubbaland did not attend the conference, as both administrations continue to boycott cooperation with the federal government amid wider political disputes, reflecting ongoing tensions over resource governance.</p>
<p>The conference took place shortly after Turkey’s Energy Minister Alparslan Bayraktar announced plans to deploy a drilling vessel to Somalia in February, marking Turkey’s first overseas deepwater energy exploration project. Bayraktar said the Cagri Bey drilling ship would operate in offshore areas within Somalia’s territorial waters, though he did not provide details on potential reserves or investment.</p>
<p>Somalia has long regarded its offshore oil and gas potential as a cornerstone of economic recovery, but progress has been hindered by insecurity, political disagreements between federal and regional authorities, and the lack of a fully agreed resource-sharing framework.</p>

										<content:encoded><![CDATA[<p data-start="112" data-end="361">Mogadishu (Kaab TV) – The Somali Electoral Commission on Monday announced that twelve political organizations have so far submitted candidate lists for the upcoming district elections in Banadir, scheduled for December 25, 2025.</p>
<p data-start="363" data-end="673">Speaking to the media in Mogadishu, Commission Chairman Abdikarin Ahmed Hassan said the twelve organizations have collectively submitted hundreds of names toward the required 390 candidates per party.</p>
<p data-start="363" data-end="673">Some organizations have completed their submissions, while others are still finalizing their lists.</p>
<p data-start="675" data-end="1063">The political organizations that have submitted candidates so far include: Ramaas, Towfiiq, Karaama, SAAB, National Unity and Development Organization, Somali Citizens Organization, Shacabka Unity Organization, National Democratic Organization, National Values Organization, Madalsan Organization, Somali Good Government Organization, and Somali Justice and Solidarity Organization.</p>
<p data-start="1065" data-end="1282">Chairman Abdikarin also reported that the distribution of voter cards is progressing smoothly across all districts of Banadir. He emphasized that the deadline for submitting candidate lists is December 20, 2025.</p>
<p data-start="1284" data-end="1515">He urged political organizations to expedite the completion of their candidate registrations to ensure a transparent election conducted in accordance with Somali electoral laws and reflective of the will of the Somali people.</p>
<p data-start="1517" data-end="1825">The upcoming district elections in Banadir will mark the first such electoral process in the capital in more than 50 years.</p>
<p data-start="1517" data-end="1825">Nearly one million people have registered to vote, although officials acknowledged that the number of issued voter cards remains significantly lower than total registrations.</p>

										<content:encoded><![CDATA[<p>Banadir (KAAB TV) &#8211; Somalia’s Minister of Health and Social Welfare, Dr. Ali Haji Adam, on Friday appointed Abdirisaaq Sharif Ali as the new Director General of Banadir Maternity and Child Hospital, following a widely condemned incident in which a woman gave birth at the hospital’s entrance after being denied emergency care.</p>
<p>The minister said the leadership change was part of urgent reforms aimed at restoring public confidence and improving the quality of maternal and child health services.</p>
<p>“It is necessary to make immediate management changes to strengthen the delivery of health services for Somali mothers and children,” Dr. Ali said in a statement.</p>
<p>He thanked the outgoing director for her service and contributions to the hospital’s management, noting that the decision was part of a broader government plan to reform and modernize Somalia’s public health institutions.</p>

<p>The case has ignited a public outcry and renewed calls for systemic reform within Somalia’s overstretched healthcare system, long plagued by mismanagement and resource shortages.</p>
