Somalia’s Prime Minister Appoints Veteran Politician to Lead Labour & Social Affairs Ministry as Part of Wider Cabinet Shake-Up

Mogadishu (KAAB TV) – In a decree issued on 27 October 2025, the Prime Minister of the Federal Republic of Somalia, Hamza Abdi Barre, announced the dismissal of the Minister of Labour and Social Affairs, Yusuf Mohamed Adan, and the appointment of Salim Aliyow Ibrow (often rendered as Saalim Aliyow Ibrow) as the new minister for the portfolio.

According to the statement from the Prime Minister’s Office, the change was motivated by the “scale of work and the work ahead” at the Ministry of Labour and Social Affairs, and the need for “stronger leadership” to advance employment and social-welfare programmes under the federal government.

Yusuf Mohamed Adan had served as minister and in recent remarks, stated that his ministry had created more than 2,000 jobs, and that plans were underway to generate 40,000 jobs in the coming year. (Although as of this writing, independent verification of the 40,000-job target is not publicly documented.)

Salim Aliyow Ibrow brings decades of political and government experience.

He has held numerous ministerial posts and briefly served as acting prime minister of Somalia in 2007.

The Cabinet shake-up occurs amid ongoing government reform efforts, with the Prime Minister signalling increased focus on performance, accountability and public service delivery.
