Somalia’s Galmudug State Bans Import of Toyota 4WD vehicles

Galmudug (KAAB TV) – The Galmudug State administration has officially prohibited the importation of Toyota Land Cruiser pickup trucks, commonly referred to locally as “Cabdibilaha.”

According to a directive issued by the Galmudug Ministry of Security, the ban took effect on Tuesday, 21 October 2025, and applies specifically to vehicles arriving through Hobyo Port.

The order strictly forbids the loading or offloading of any Toyota Land Cruiser four-wheel-drive pickup trucks at the port or anywhere within Galmudug’s jurisdiction.

In its statement, the Security Ministry emphasized that importing or facilitating the entry of these vehicles into the state will now be treated as a criminal offence.

The ministry further warned that individuals involved in such activities will be regarded as “collaborators of Al-Shabaab,” underscoring the gravity of the new policy.

Officials explained that the decision forms part of an ongoing strategy to enhance regional security and curb militant activities.

The Toyota Land Cruiser pickup—particularly the 70 Series models—has become a common sight in conflict zones across Somalia and the Horn of Africa.

Its durability, off-road capability, and ability to carry heavy weaponry have made it the vehicle of choice for both government security forces and Al-Shabaab insurgents.

However, this dual use has created significant challenges for security agencies, often making it difficult to distinguish between vehicles operated by legitimate authorities and those used by militants.

The Galmudug government stated that restricting their importation is a preventive measure designed to reduce this confusion and limit the mobility of armed groups within its territory.

The Security Ministry called on traders, shipping companies, customs officials, and transport operators to comply fully with the new directive. It also urged cooperation from local communities and business leaders to ensure that the policy is effectively enforced.

Authorities have indicated that monitoring mechanisms are being strengthened at Hobyo Port, Galkacyo, and other entry points to prevent the smuggling of banned vehicles.

Violators of the order are expected to face severe legal consequences, including vehicle confiscation and possible prosecution under Galmudug’s security laws.

This ban is part of Galmudug’s broader effort to consolidate peace and stability, particularly following the reactivation of Hobyo Port in 2024, which has significantly boosted trade and economic activity in the region.

With the surge in commercial traffic, security officials say maintaining tight control over imports is essential to prevent criminal networks and extremist groups from exploiting the port’s growing importance.

The Galmudug administration reaffirmed its commitment to supporting national and regional counterterrorism operations in coordination with the Federal Government of Somalia and African Union Transition Mission in Somalia (ATMIS) forces.

“Safeguarding the region’s economic hubs and protecting civilians from militant threats remain our top priorities,” the statement concluded. “We urge all citizens to support this directive and contribute to maintaining lasting peace and stability across Galmudug.”
