Puntland Rejects Participation in National Dialogue, Citing Constitutional Concerns

Mogadishu (KAAB TV) – The Puntland regional administration has officially announced it will not take part in the upcoming national consultation initiative proposed by Somali President Hassan Sheikh Mohamud, citing violations of the national constitution and legal framework by the Federal Government.

Speaking on behalf of Puntland, Minister of Justice Mohamed Abdiwahab stated that Puntland will refrain from engaging in any dialogue with the Federal Government until it returns to a constitutional framework and enables a genuine national consultation platform.

According to the minister, Puntland’s conditions for participating in the conference include:

  • A return to the provisional constitution agreed upon in August 2012.

  • The establishment of an inclusive and neutral national consultation framework, rather than the current structure of the National Consultative Council, which Puntland claims has morphed into a political party.

  • Agreement on a transparent, inclusive, and legitimate national electoral process.

  • Recognition and acceptance of the Jubbaland regional election results.

Minister Abdiwahab also criticized President Hassan Sheikh for allegedly disregarding public appeals over the past three years, arguing that this shows the government’s current trajectory is not in the nation’s best interest.

President Hassan Sheikh Mohamud recently announced the official launch of the Forum for Political and Community Leaders, scheduled to begin on June 15, 2025, in Mogadishu. He described the forum as a critical opportunity to foster dialogue, rebuild trust, and enhance cooperation among political and social leaders to promote national unity and development.
