Jubbaland Officially Rejects Federal Government Decision to Nullify UAE Agreements

KISMAYO (Kaab TV) – Jubbaland has strongly rejected a decision issued by the Council of Ministers of the Federal Government of Somalia to annual agreements signed between the United Arab Emirates and Somalia’s federal member states, particularly the agreement related to the Port of Kismayo.

In an official press statement released by the Jubbaland Presidency, the administration stated that it does not recognize the decision, describing it as unconstitutional and an overreach of the powers granted to federal member states.

Jubbaland emphasized that both its own constitution and Somalia’s Provisional Federal Constitution clearly grant it the authority to manage agreements related to trade, investment, and infrastructure within its territory.

The Jubbaland administration further noted that only Jubbaland has the legal right to amend or cancel agreements concerning the Port of Kismayo and other key infrastructure located within its jurisdiction, asserting that this authority is grounded in law and constitutional provisions.

“The Jubbaland Government alone holds full authority to amend or revoke all development and security agreements, particularly those related to trade and infrastructure development, as clearly stipulated in the Jubbaland Constitution and the Federal Constitution of Somalia,” said Jubbaland Minister of Information Abdifataah Mohamed Mukhtaar.

This decision comes amid escalating tensions between the Federal Government and regional administrations, particularly over how relations with foreign countries are managed and how strategic agreements related to ports, security, and investment are handled.
