KISMAYO (Kaab TV) – The Ministry of Planning, Investment and International Cooperation of Jubaland State has officially launched a high-level consultative meeting in Kismayo aimed at approving the regional government’s Monitoring and Evaluation (M&E) framework, a key mechanism intended to strengthen oversight, accountability, and the implementation of development programs across Jubaland.
The meeting brought together senior government officials, technical experts, representatives from various ministries, development agencies, and international partners involved in governance and development initiatives within the region.
Officials said the framework is designed to improve the monitoring, assessment, and reporting of government projects and public service delivery, while also ensuring that development plans are implemented efficiently and transparently.
According to the Ministry of Planning, the new Monitoring and Evaluation structure will help Jubaland authorities measure institutional performance, track the progress of ongoing projects, identify implementation challenges, and improve coordination between government institutions and donor-funded programs.
The ministry noted that strengthening monitoring and evaluation systems is critical for improving governance standards and ensuring that development projects produce measurable results that directly benefit local communities.
Participants at the meeting reportedly reviewed policy guidelines, institutional frameworks, reporting systems, and accountability mechanisms that will support the effective implementation of the M&E system throughout Jubaland’s government institutions.
The initiative forms part of broader state-building and governance reform efforts being undertaken by the Jubaland administration to modernize public institutions, improve transparency, and enhance cooperation with international development partners.
Jubaland, like several other federal member states in Somalia, has in recent years received support from international organizations and donor countries seeking to strengthen governance, public financial management, institutional capacity, and development planning.
Analysts say effective monitoring and evaluation systems are increasingly viewed as essential tools for regional administrations in Somalia, particularly in ensuring accountability for development funding and improving the delivery of public services in areas affected by insecurity and political instability.
The meeting in Kismayo also comes at a time when Somali regional administrations are under growing pressure to demonstrate transparency and measurable progress in governance and development programs supported by international partners.
Officials from the Ministry of Planning emphasized that the approved framework will help create a more coordinated and results-oriented development process for Jubaland, while improving public trust in government institutions and service delivery.
