The Palestinian group Hamas has declared that implementation of the second phase of the Gaza ceasefire agreement will depend on Israel fully honoring its commitments under the first phase, including the complete withdrawal of Israeli forces from Gaza and the cessation of all military operations.

In an official statement, Hamas said it had agreed to a framework designed to bring the war in Gaza to a permanent end.

The proposal reportedly includes provisions for the gradual disarmament and transfer of the group’s weapons as part of a broader political and security arrangement.

Under the terms of the agreement, Israel would be required to complete a phased military withdrawal from the Gaza Strip within an agreed timeline before the next stage of the deal can proceed.

The agreement was announced on Thursday evening by U.S. President Donald Trump, following confirmation from the U.S.-led Peace Commission and the International Gaza Stabilization Force that mediators from Egypt, Qatar, Türkiye, and the United States had finalized the operational framework for the second phase of the ceasefire.

Egypt is expected to host senior representatives from the United States, Qatar, and Türkiye for additional negotiations aimed at ensuring both parties comply with the terms of the agreement and to oversee implementation during the next phase.

However, Israel has not yet formally accepted the latest proposal, leaving uncertainty over whether the second phase can move forward.

Hamas stressed that it will not implement any part of the agreement unless Israel first fulfills its obligations, particularly the withdrawal of its forces from Gaza as stipulated in the deal.

The announcement comes amid deep mistrust between the two sides, with Palestinian officials accusing Israel of failing to fully implement previous ceasefire agreements.

That lack of confidence has become a major obstacle to advancing negotiations despite international mediation efforts.

Questions also remain over whether other Palestinian armed factions, in addition to Hamas, will comply with the agreement and whether Israel will ultimately carry out a complete military withdrawal from Gaza.

The success of the second phase is expected to depend heavily on sustained mediation by Egypt, Qatar, Türkiye, and the United States, as well as international monitoring of both sides’ commitments.
