Germany Issues Heightened Travel Warning for Kenya Amid Rising Terror Threats, Especially Near Somali Border

MOGADISHU (KAAB TV)  The German Federal Foreign Office has issued an updated and urgent travel advisory to its citizens regarding heightened security risks in Kenya.

The advisory highlights a growing threat of terrorist attacks across various parts of the country, with a particular focus on areas near the Somali border such as Lamu County.

According to the statement, Germany warns its nationals—both residents and travelers—to exercise extreme caution in Kenya due to an increased likelihood of attacks by terrorist groups, particularly the Somali-based militant organization Al-Shabaab.

The advisory explicitly mentions that these threats are especially severe in densely populated public areas including hotels, shopping malls, bars, restaurants, churches, and public transportation hubs such as bus terminals, ferry ports, airports, and other crowded venues.

Increased Threat Due to Military Operations in Somalia

The German Foreign Office attributes the elevated risk to Kenya’s continued military involvement in Somalia under the African Union Transition Mission in Somalia (ATMIS)—formerly AMISOM.

Al-Shabaab has publicly stated its intent to retaliate against Kenya for its role in military operations targeting the group’s strongholds in Somalia.

“There is a growing threat of terrorist attacks in Kenya. The Al-Shabaab group has threatened to carry out attacks in Kenya, in retaliation for the participation of the Kenyan army in the ATMIS operation,” the German Ministry of Foreign Affairs stated.

The ministry emphasized that both past attacks and intercepted plots indicate a sustained and credible threat level from terrorist actors, who have demonstrated the capability and intent to strike again.

High-Risk Regions Identified

The advisory strongly discourages all travel to regions within 100 kilometers of the Kenya–Somalia border, citing them as particularly volatile and dangerous.

The Lamu County and Lamu Archipelago, including Manda Island, have been classified as high-risk zones due to past incidents of terrorist activity and abductions.

In addition, Germany advises against traveling to several counties in northwestern and central Kenya that are prone to insecurity due to inter-communal conflict, banditry, and lawlessness. These include:

  • Baringo County

  • Laikipia County

  • Samburu County

  • Turkana County

  • West Pokot County

While these areas are not directly linked to Al-Shabaab activity, the overall security situation remains unstable, posing risks to travelers.

Advice for German Citizens in Kenya

For German nationals currently in or planning to visit Kenya, the ministry urges them to:

  • Avoid all non-essential travel to high-risk regions, especially near the Somali border.

  • Use air travel instead of road transport when visiting Lamu and Manda Islands, due to the threat of roadside ambushes and improvised explosive devices (IEDs).

  • Exercise heightened vigilance in coastal and remote regions, where the risk of kidnapping and terrorist attacks remains high.

  • Stay informed through local authorities, international news, and travel alerts from the German embassy or consulate.

  • Register with the German Foreign Office via the ELEFAND system to receive emergency updates.

Background on Al-Shabaab Activity in Kenya

Al-Shabaab has conducted multiple attacks in Kenya over the past decade, targeting both civilians and security forces. Notable incidents include the 2013 Westgate Mall attack in Nairobi, the 2015 Garissa University College massacre, and frequent ambushes in Lamu and Garissa counties.

The group’s cross-border incursions have intensified whenever Kenyan forces participate in operations against them in Somalia.

As a result, European and Western governments, including Germany, continue to monitor the security situation in East Africa closely, adjusting travel guidelines accordingly to protect their citizens.
