										<content:encoded><![CDATA[<p>PARIS, France (Kaab TV) &#8211; France has confirmed its first Ebola case linked to the ongoing outbreak in the Democratic Republic of Congo (DRC), after a doctor returning from a humanitarian mission in the central African country tested positive for the virus.</p>
<p>The French Health Ministry said the doctor was immediately admitted to a specialised medical facility and remains in a stable condition.</p>
<p>The patient has been placed in isolation, while health authorities have launched contact tracing efforts to identify and monitor anyone who may have been exposed.</p>
<p>Officials stressed that the risk to the general population in France and across Europe remains low.</p>
<p>The case marks France&#8217;s first confirmed Ebola infection associated with the current outbreak in the DRC, which was officially declared last month.</p>
<p>However, health experts believe the virus had been circulating in affected communities for several weeks before the outbreak was announced.</p>
<p>According to government data released on Tuesday, the number of confirmed Ebola cases in the DRC has risen to 1,094, including 277 deaths.</p>
<p>The World Health Organization (WHO) said the outbreak has recorded the highest number of confirmed cases within the first month of any Ebola epidemic on record.</p>
<p>More than 1,000 people have been infected during the outbreak, making it one of the most severe Ebola crises in recent years.</p>

										<content:encoded><![CDATA[<p>MOGADISHU (Kaab TV) &#8211; Kaab TV journalist Amiro Sulaiman Ibrahim and Iqro Abdullahi Abdirahman from Five Somali TV were briefly arrested today while covering a local community protest in the Gubta area of Dayniile district, Mogadishu.</p>
<p>The protest, largely led by local women and youth, began on Wednesday morning against alleged land grabbers said to be connected to the Somali government.</p>
<p>Demonstrators chanted slogans opposing what they described as an ongoing land-grabbing scheme.</p>
<p>The two journalists said they were conducting interviews when armed police, led by a woman identified as Jamila, arrived and began harassing them.</p>
<p>According to Amiro, Iqro was physically assaulted by police officers before both journalists were arrested.</p>
<p>“Both of us were taken to the Dayniile police station. They also confiscated our camera equipment and phones,” Amiro told Kaab TV.</p>
<p>Police reportedly opened fire on protesters, killing at least one young man, while several others were injured.</p>
<p>Amiro said she witnessed one man bleeding at the scene after being struck on the head with a heavy object during the police assault. He was also arrested.</p>
<p>Another woman who had given an interview to the journalists was also detained.</p>
<p>The two reporters were released later in the afternoon; however, their equipment was not returned.</p>
<p>Dayniile, located in the northern part of the capital, has seen repeated protests by local communities as alleged land grabbers continue to seize land, often triggering public unrest.</p>
<p>Last week, Mogadishu police chief Mahdi Omar Mumin — a former Al-Shabaab defector now serving in the Somali police — threatened protesters with death if demonstrations continued in the capital.</p>
<p>Scores of journalists were also arrested in the past week while reporting on protests by Mogadishu’s tuk-tuk drivers, who were demonstrating against high fuel prices.</p>

										<content:encoded><![CDATA[<p>ABIDJAN, Ivory Coast (Kaab TV) &#8211; The African Development Bank has signed a $850,000 grant agreement with Invest in Africa (IIA), a non-profit organization, to support the MicroGREEN project to provide livelihood opportunities for marginalized and vulnerable groups in Ghana and Senegal.</p>
<p>Titled, <strong>Strengthening Women, Youth, and People with Disabilities’ Micro-Entrepreneurship for Green Jobs in Natural Resources</strong>, this initiative aims to generate up to 500 green jobs, focusing on the agroforestry, fisheries, and biodiversity conservation sectors. It is funded through the Bank’s Fund for African Private Sector Assistance (FAPA), alongside an initial $1 million grant commitment by the Bank’s Youth Entrepreneurship and Innovation Multi-Donor Trust Fund to support the project over two years.</p>
<p>These targeted sectors hold high potential for climate-resilient employment and require a skilled workforce capable of managing ecosystems and deploying green technologies.</p>
<p>Despite their potential, women and youth in Africa remain largely underrepresented in Africa’s sustainable growth sectors. Increasing their participation, especially in employment-intensive green industries, could accelerate inclusive and resilient economic development across the continent.</p>
<p>The FAPA grant will fund the <strong>Capacity Development and Value Chain Enhancement</strong> component of the MicroGREEN project. Many small and medium enterprises (SMEs) in fragile or transitional economies like Ghana and Senegal face limited access to entrepreneurship training and business development services.</p>
<p>These constraints are particularly acute for women- and youth-led enterprises and are compounded by high service costs and systemic socio-economic and gender-based barriers.</p>
<p>To help address these challenges, the MicroGREEN project will deliver high-quality entrepreneurship training, tailored business development services, and mentorship programs for women, youth, and people with disabilities in agriculture-based sectors.</p>
<p>By strengthening capacity and integrating micro enterprises into green value chains, the project seeks to stimulate local job creation and promote inclusive participation in Africa’s green economy.</p>
<p>Invest in Africa will serve as the implementing partner for the project. As a non-profit organization, IIA is dedicated to supporting African SMEs by facilitating market access, developing skills, and improving access to finance.</p>
<p><strong>FAPA</strong> is a multi-donor trust fund that supports technical assistance and capacity building initiatives aligned with the African Development Bank’s Private Sector Development Strategy. The Government of Japan is FAPA’s primary donor.</p>
<p>Since its inception, FAPA has financed over 100 projects across more than 38 African countries, committing more than $80  million to improve business environments, deepen financial systems, and foster the growth of micro, small, and medium enterprises.</p>
<p>FAPA funding allows the Bank to play a more active role in upstream project preparation, thereby strengthening the pipeline of bankable private sector operations.</p>

<p>This development is expected to further support cross-border payments and enhance the regulatory framework governing intra-African trade.</p>
<p>Algeria’s accession to PAPSS comes at a moment when the nation prepares to host the Intra-African Trade Fair 2025 (IATF2025) from 4th to 10th September 2025 in Algiers.</p>
<p>This premier event, another flagship initiative of Afreximbank, is projected to bring together over 35,000 participants from more than 140 countries, creating an unrivalled platform for business, investment, and the realization of the AfCFTA vision.</p>
<p><strong>Mike Ogbalu III, Chief Executive Officer of PAPSS</strong>, celebrated this landmark event, stating:</p>
<p>“We are delighted to welcome the Bank of Algeria to the PAPSS network. Algeria’s entry not only strengthens our presence in North Africa but also demonstrates the continent’s rising confidence in our system as the engine for Africa’s payment transformation. 										<content:encoded><![CDATA[<p>GAROWE (Kaab TV) – The Puntland government has strongly condemned Tuesday&#8217;s fierce fighting in Dhahar district, Sanaag region, which pitted Puntland security forces against local militias.</p>
<p>The clashes resulted in at least five fatalities and sparked accusations of federal government interference.</p>
<p>The deadly confrontation erupted on the outskirts of Dhahar town.</p>
<p>Four of those killed were reportedly Puntland security personnel, while the fifth casualty was identified as a member of the opposing militia.</p>
<p>Puntland&#8217;s Minister of Interior, Abdi Farah Said (Juxa), pointed fingers at the Federal Government of <a href="https://en.kaabtv.com/search-across-states-u-s-hunts-somali-born-citizen-for-fraud/">Somalia</a> (FGS), accusing it of instigating the conflict.</p>
<p>Minister Juxa asserted that the federal government has recently been engaged in &#8220;social incitement, fanning conflicts, and creating unstable situations within Puntland.&#8221;</p>
<p>&#8220;We strongly condemn the Federal Government of <a href="https://en.kaabtv.com/search-across-states-u-s-hunts-somali-born-citizen-for-fraud/">Somalia</a>, which in recent days has been engaged in fanning conflicts, inciting society, and orchestrating instability within the peaceful regions of Puntland,&#8221; Minister Juxa declared.</p>
<p>He further alleged that Prime Minister Hamza Abdi Barre&#8217;s government had established armed militias in Dhahar district yesterday afternoon, directly leading to the violence, deaths, and civilian displacement.</p>
<p>&#8220;Furthermore, we strongly condemn Hamza Barre&#8217;s government, which yesterday afternoon established armed militias it organized in Dhahar district of Haylaan region, causing conflict and fatalities,&#8221; the minister added.</p>
<h2><strong>&#8220;Blow to Anti-Terrorism Efforts&#8221;</strong></h2>
<p>Minister Juxa characterized the Dhahar conflict as &#8220;a blow to Puntland&#8217;s fight against the terrorist groups ISIS and Al-Shabaab, who are present in the Calmadow and Calmiskaad mountains.&#8221;</p>
<p>He also accused the Federal Government of misusing international aid intended for <a href="https://en.kaabtv.com/search-across-states-u-s-hunts-somali-born-citizen-for-fraud/">Somalia</a> to destabilize Puntland, rather than utilizing it for the benefit of the Somali populace.</p>
<p>&#8220;Yesterday Ras Kamboni, today Dhahar,&#8221; Minister Juxa stated, suggesting a pattern of targeted actions against Puntland regions.</p>
<p>Eyewitnesses informed Kaab TV that Puntland security forces in the Qol area, on Dhahar&#8217;s outskirts, were conducting security operations after receiving intelligence about militia movements in the town.</p>
<p>A direct battle then ensued between the Puntland forces and the local militias.</p>
<p>This escalation forced many civilians to flee Dhahar town yesterday, seeking refuge in its surrounding areas.</p>
<p>As of Wednesday morning, the situation in Dhahar is reported to be calm, with Puntland security forces now in control of the town.</p>
<p>A Kaab TV reporter confirmed that local traditional elders issued a peace appeal today, urging both sides to cease hostilities and allow civilians to return home.</p>
<p>However, reports from Dhahar indicate that most of the town remains deserted, with a palpable sense of fear and conflict lingering among its residents.</p>

<p>A Kaab TV reporter stated that this Wednesday, local clan elders issued a peace appeal, urging both sides to stop the fighting and allow civilians to return to their homes.</p>
<p>However, the civilian population is still absent from the town, which remains largely deserted.</p>

										<content:encoded><![CDATA[<p>UNITED NATIONS (AP) — The top U.N. official in <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/libya" data-gtm-enhancement-style="LinkEnhancementA">Libya</a></span> announced a new initiative Monday to overcome a three-year deadlock and move the divided oil-rich North African nation toward a national election.</p>
<p>The U.N. deputy special envoy for Libya, Stephanie Koury, told the U.N. Security Council that as a first step, the U.N. political mission in Libya known as UNSMIL intends to establish an advisory committee, with a deadline to develop options to resolve outstanding electoral issues and a road map for holding an election.</p>
<p>“The committee will be composed of experts and respected personalities, who are reflective of the spectrum of Libyan political forces, social, cultural and geographical components,” she said.</p>
<p>Koury stressed that the committee isn’t “a dialogue group to take decisions,” but to generate options for follow-on action by Libyan decision-makers.</p>

<p>Libya plunged into chaos after a NATO-backed uprising toppled and killed longtime dictator <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/muammar-gadhafi/" data-gtm-enhancement-style="LinkEnhancementA">Moammar Gadhafi</a></span> in 2011. The country split, with rival administrations in the east and west backed by rogue militias and foreign governments.</p>
<p>The country’s <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/libya-derna-dams-collapse-floods-corruption-neglect-chaos-45f76d2ac76be634865539a27b518ada" data-gtm-enhancement-style="LinkEnhancementA">political crisis</a></span> stems from the failure to hold an election on Dec. 24, 2021, and the refusal of Prime Minister Abdul Hamid Dbeibah — who led a transitional government in the capital of Tripoli in the west — to step down.</p>
<p>In response, Libya’s parliament based in the east appointed a rival prime minister who was replaced, while the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/libya-benghazi-hifter-forces-un-experts-gadhafi-nato-5e7cf3df5a6e1c44f7968567fe8d2bfc" data-gtm-enhancement-style="LinkEnhancementA">powerful military commander Khalifa Hifter</a></span> continues to hold sway in the east.</p>
<p>Koury said the polarization and unresolved electoral issues are threatening Libya’s national unity and territorial integrity, crumbling the country’s transitional architecture. And she said competition between armed groups for control of territory and access to Libya’s resources <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/libya-zawiya-clashes-oil-refinery-5c1745573f308d3c73907e20865287e5" data-gtm-enhancement-style="LinkEnhancementA">threatens stability</a></span>.</p>
<p>Over the past several weeks, Koury said that she shared the initiative’s broad framework with key Libyan actors and regional and international partners. On Sunday night, she presented UNSMIL’s plan to overcome political deadlock to the Libyan people.</p>
<p>The key objectives are stability, pursuing “Libyan ownership,” helping unify and strengthen Libyan institutions, and promoting the inclusivity of Libyan political forces and cultural groups.</p>
<p>U.S. Ambassador to the U.N. <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/linda-thomas-greenfield" data-gtm-enhancement-style="LinkEnhancementA">Linda Thomas-Greenfield</a></span>, this month’s council president, said that a new political process is needed in Libya and otherwise it will face deeper divisions, a further erosion of sovereignty and a return to violence.</p>
<p>“We continue to believe the U.N. is the best-placed international actor to lead that process,” she said. “We call on the entire international community to stand behind these U.N.-led efforts.”</p>
<p>Libyan U.N. Ambassador Taher El-Sonni, who represents the internationally recognized government in the west based in Tripoli, said Security Council members should apologize to the Libyan people for repeating plans with slight changes that procrastinate and won’t lead to elections.</p>
<p>“A national dialogue remains the ideal process to overcome the differences and to reach a consensus on general elections as soon as possible,” he said. “Such consensus will address the pending issues to develop electoral laws that can be achieved and implemented.”</p>
