Growing concerns over security have resurfaced in Beledweyne following the reported abduction of Ustad Hassan Shanlo, a respected educator, former principal of Beledweyne School and current administrator of a teacher training center in the Hiraan regional capital.
According to local sources, armed men intercepted the vehicle carrying Shanlo on the outskirts of Beledweyne near the Guufaale area. The gunmen reportedly removed only Shanlo from the vehicle while allowing the other passengers to continue their journey.
Preliminary reports have linked the incident to a clan-related dispute, although authorities have yet to confirm who carried out the abduction or what motivated it.
The incident has renewed questions about the persistence of kidnappings in and around Beledweyne and the effectiveness of efforts by regional authorities and security agencies to prevent such crimes.
Kidnappings are not a new phenomenon in Hiraan. Over the past decade, several high-profile abductions have occurred in and around Beledweyne, involving aid workers, health personnel and community leaders.
In February 2017, four employees of the humanitarian organization Save the Children were abducted near the city in an incident widely linked to Al-Shabaab.
Just months later, veterinary workers were kidnapped in another case that highlighted the vulnerability of those traveling outside urban areas.
More recently, in June 2023, health workers and civilians were abducted on the road between Farlibaax and Beledweyne, while in June 2024 the head of the Somali Red Crescent office was kidnapped near Luujelow, outside the city.
Both incidents were attributed to Al-Shabaab by international monitoring organizations.
However, security analysts note that not all kidnappings in Hiraan can be attributed to the militant group.
The region has long experienced clan disputes, armed militia activity and localized conflicts that have also contributed to abductions and other security incidents.
The reported kidnapping of Hassan Shanlo appears, according to local accounts, to differ from some previous cases linked to insurgent activity.
If claims that the incident is connected to a clan dispute are confirmed, investigators will need to determine the individuals involved, the motive behind the abduction and whether it is linked to any pre-existing conflict.
Shanlo is well known in Beledweyne for his contributions to education and teacher development. His disappearance has sparked concern among residents, educators and community leaders, many of whom are calling for urgent efforts to secure his release.
The case also places renewed pressure on the Hiraan regional administration and security agencies, which face increasing demands to improve security along roads leading into and out of Beledweyne, investigate kidnapping networks and ensure those responsible are brought to justice.
As of now, no official statement has been issued regarding Shanlo’s whereabouts, and efforts to locate him are reportedly ongoing.
